00:09:58.820 He's also holding up mugshots of the people who have been arrested.
00:10:02.560 These heinous criminals, rapists, child traffickers, murderers that have been arrested in Minneapolis and so many out protesting to support them.

00:10:16.820 look at the fraud that's there in Minneapolis, what's key, what's absolutely key to understand
00:10:22.220 is that this is not just about fraud from Minneapolis. It's also about the daycare
00:10:28.840 fraud and fraud that's missing from HHS. So we're very excited and honored here on Human Events
00:10:33.260 Daily to bring on Alex Adams, the Health and Human Services Assistant Secretary for the
00:10:38.860 Administration for Children and Families. Alex, how are you? I'm doing well. Thanks for having me,
00:10:44.460 jack well thanks for coming on so you got the president up there he's talking about 19 billion
00:10:50.720 now of course that's uh that's a you know a total number that's all in when when hhs is looking at
00:10:57.700 the minneapolis problem set what can you tell us that you're drilling down on right now well first
00:11:04.660 jack as he said a year ago today president trump was sworn into office and putting america first
00:11:09.840 means rooting out fraud in each and every one of these programs at the administration for children
00:11:14.720 and families the program that we're specifically looking at in minnesota is the child care subsidy
00:11:20.320 program so the way these programs work congress appropriates money my agency sends it out to
00:11:25.840 states states administer it and they're entrusted to administer it within federal parameters
00:11:31.120 we send out about 185 million dollars annually to minnesota and then minnesota is supposed to use
00:11:37.680 that to help defray the cost of child care for its citizens. They serve between 18,000 and 19,000
00:11:45.280 kids with those dollars. And certainly based on past reports and recent reports, there's a
00:11:52.040 suggestion that a lot of that has gone to fraud, false store frauds, phantom children, et cetera.
00:11:59.160 We at the Department of Health and Human Services had an Office of Inspector General report that had
00:12:04.480 been done earlier this year, it was in May, and it was critical of Minnesota's practices,
00:12:08.800 specifically how they kept attendance records and suggested a series of improvements. There had been
00:12:16.200 a number of other reports, including a legislative audit report from the state of Minnesota itself.
00:12:21.920 So in early December, we sent a letter to the state asking for data on claims. One of the
00:12:29.700 challenges with these federal programs is you separate the financing and the
00:12:34.560 accountability. We are the funder, we are the overseer, but the state of Minnesota
00:12:40.740 administers it. And they've been sending us bills, but they haven't necessarily
00:12:44.400 been sending us data. So we, in early December, asked for data on their program
00:12:48.180 participants. We've asked for data on attendance records, inspection records,
00:12:52.260 things that would give confidence to the American taxpayers. And to date, we have
00:12:56.260 not received that data from them. So we've taken a number of actions. We had announced that we were
00:13:03.860 doing a restricted drawdown where we were going to condition their funding on them providing that
00:13:09.880 data. That's been held up in court. We're under a temporary restraining order. So we've taken
00:13:17.200 other actions. We actually have a team on site this week asking them about their practices,
00:13:22.380 asking them for data because Americans deserve accountability for these tax dollars.
00:13:28.040 This doesn't just impact Minnesota.
00:13:29.420 As I said, we send $185 million in tax dollars out the door to that state annually.
00:13:34.920 So every dollar stolen by a fraudster is stolen from a child that could have benefited from
00:13:40.500 the services that the program was intended to prefer.
00:13:45.240 And this is something that I think is so key, and you absolutely hit on it.
00:13:48.800 And I appreciate you saying that because this isn't just money that's gamed out of the system.
00:13:53.020 It's not, you know, funny money.
00:13:54.780 This is theft from the children of Minnesota and in some cases, disabled children, the neediest of the needy, the people who actually need it, the children who actually need it, the native Minnesotans, the children who are there, who are just asking for the help from the government.
00:14:13.440 Obviously, it's been allocated by Congress to be able to do this.
00:14:16.400 that's who they're stealing from. And those are the true victims. So I wanted to say thank you
00:14:21.120 so much for pointing that out, because so many times people say, oh, why is the administration
00:14:25.260 cracking down here? I said, no, no, no, no. It's not a crackdown on a certain group of people.
00:14:29.000 It's because they're victimizing the neediest of the needy, disabled children in Minnesota,
00:14:35.580 Minneapolis, and throughout. And obviously, it's not just Minnesota. I wanted to also ask you,
00:14:40.260 because you've got a new deregulatory push that you're working on, but in some cases,
00:14:45.920 it's also tied to the fraud because of some regulations that Joe Biden put in while he was
00:14:53.060 in place. Walk that through for our audience. Yeah, we're focused on dismantling the administrative
00:14:58.200 state. That starts with both regulations and sub-regulatory guidance that the agency
00:15:02.700 issues. And what you see is when you look at our trend line of regulations, it goes up
00:15:08.460 almost exponentially, especially during Democratic administrations in the last year
00:15:12.800 of Democratic administrations in particular. And in 2024, the Biden administration rushed
00:15:19.820 some regulations that we think would have turbocharged fraud in the child care program.
00:15:25.320 It asked states to pay based on enrollment for child care, not based on attendance. It asked
00:15:33.220 states to pay in advance, not after the fact, based on verified attendance. And it asked states
00:15:39.360 to start converting some of its funding for child care from vouchers that go to parents
00:15:44.040 and allow a parent to shop around for the child care facility that best meets their
00:15:49.000 needs and instead contracting with specific locations.
00:15:53.420 So if you think of, you know, the Quality Leering Center and some of these other facilities
00:15:57.560 that have been pilloried online, the Biden administration was asking American taxpayers
00:16:02.160 to pay up front regardless if a kid showed up or not.
00:16:06.360 It's not hard to see how that could lead to fraud and make it easier to perpetuate and
00:16:11.540 harder to crack down on.
00:16:14.740 So as part of our de-reg efforts, we published a temporary rule to start the process of getting
00:16:20.860 that off of the books and allowing states to put teeth into oversight of these programs.
00:16:25.840 But Jack, that's one small example.
00:16:28.540 We see this all over the place and we're committed at the Administration for Children
00:16:32.320 and families to deregulating, downsizing, smart-sizing government, doing what's right.
00:16:38.360 And just as one example, we just inventoried all our sub-regulatory guidance documents.
00:16:43.920 These are things that are purportedly just guidance, but often carry the force and effect
00:16:49.540 of law through intimation, if nothing else.
00:16:52.200 And we just found we have 55,000 pages of sub-regulatory guidance.
00:16:56.700 So I was talking to my team.
00:16:58.140 I said, God had 10 commandments for the entire world.
00:17:00.840 Somehow I have 55,000 pages of sub-regulatory guidance documents for grant programs that pass through state and local governments.
00:17:10.860 We can do better and we must do better.
00:17:13.240 And you can rest assured we're very soon going to have a bonfire of regulations at ACF.

00:17:22.240 Focus on things that will ensure affordability to American taxpayers and get rid of all the fluff.
00:17:30.840 Well, I mean, that's absolutely incredible because when so many people look at this, they don't realize how much money really goes through HHS, how much funding goes in there.
00:17:41.420 But to your point, once the money goes out of the federal coffers, it's really to the states.
00:17:46.960 And that's where this problem is.
00:17:48.400 But that administration of those federal dollars, I'll simply ask this, you know, as we're leaving.
00:17:53.520 But, you know, if there's any indications where you want to cover information that could lead to potential liability for officials or fraudsters involved, is that then communicated over to DOJ?

00:18:15.740 going to support President Trump, that we're going to focus on America first, that we are

00:19:48.560 is Minneapolis going to be our Bleeding Kansas moment?
00:19:53.300 And my response to it was, you know, I don't know if Bleeding Kansas is right.
00:19:58.140 Of course, that was the, you know, the chaos over whether or not Kansas would turn into a slave state or a free state.
00:20:04.680 It was immediately prior to the Civil War, really seen as one of the precursors.
00:20:08.980 But I do perhaps see it as a precursor to some of the type of activity that we saw during the Spanish Civil War, a.k.a. the Spanish Communist Revolution.
00:20:20.720 Funny how, by the way, if you notice, our history books don't even tell you that Spain had a communist regime at one point in the early 1930s.

00:20:36.600 And my concern and why I wrote the piece was because I'm concerned that we are veering headlong into something absolutely terrifying in this country and that we could really be in trouble if we are not paying attention and understanding what's going on in Minneapolis over the weekend.
00:20:52.420 And as we saw in viral video and, you know, Don Lemon was there, we had agitators who are very organized with something called Operation Pull-Up storm into a church in St. Paul, a Christian church, specifically targeting white Christians, specifically going in there, heckling them for being white, screaming at them, making their children cry, interrupting services,
00:21:15.040 and complaining at these people for having one of their pastors,
00:21:20.000 one of the men who's on the pastoral staff at the church, also works for ICE.
00:21:26.260 And so they were harassing worshipers over this.
00:21:30.240 And this is, of course, a complete violation of the parishioners and the church's First Amendment rights.
00:21:37.820 Well, Libby, I want to point out something, and I said this on Twitter this morning,
00:21:41.140 and I noticed that not a lot of people were saying it was that if you go and actually watch the
00:21:47.020 videos of the agitators, the leftists, when they go in there, they don't just say they're going
00:21:51.780 after Christians. They specifically say white Christians. We can't allow these white people,
00:21:58.220 these fake Christians to not stand with their black and brown brothers out there. Those are 0.99
00:22:04.780 the real Christians, and you're not a real Christian if you're white and not there. Libby, 0.97
00:22:10.240 why is it that they racialize a religion? Why is the race, the white race, so much of a target for
00:22:19.420 them? These are the same people who were involved with BLM, right? I mean, this is going back a good 0.57

00:23:19.120 And he went into this church and started screaming at everybody about their rich lifestyles and their lattes and saying that they're Nazis, which is absolutely out of control.
00:23:29.040 And after he went to this church, broke up worship, terrorized children and families,
00:23:34.740 he then went to a mosque where he was invited.
00:23:37.700 And he spoke in his TikTok about how beautiful that mosque was and how amazing it was and
00:23:42.740 welcoming the people there made him feel.
00:23:45.540 Now it was empty.
00:23:46.500 And he talked about how scared the people who attend the mosque are of going to their
00:23:52.500 house of worship.
00:23:53.240 And so in retaliation, his idea was to make the white people feel terrorized in their house of worship.
00:24:00.100 One of the women who was leading the organized protest agitation here, Nakima Armstrong, is actually a reverend as well as a former president of the NAACP in Minneapolis.
00:24:14.600 And she's a civil rights attorney.
00:24:15.860 And she said that she was there under the power of God, that she was doing this for God, right?
00:24:21.900 She was terrorizing these families, screaming at children and moms and dads, getting in everybody's face because they dare have a parishioner who works for ICE, who's a pastor of the church, which is absolutely out of control.
00:24:35.420 The man who was giving the sermon that day is not even the man they were targeting.
00:24:39.920 He wasn't even there.
00:24:41.480 So to top it off, they're going in there, calling these people horrible names, violating their First Amendment rights, claiming that they're doing it under their First Amendment rights.
00:24:50.420 but we know that you can't practice your rights by violating other people's rights. That's not
00:24:56.660 how that works. Yeah. So that was going on here. It's absolutely horrific. And you didn't even

00:35:56.160 They need to be identified. They need charges need to be pressed and they need to be prosecuted to the fullest extent of the law to stop this political violence.
00:36:06.120 Well, that's an interesting point that you make, because even though the governor of Pennsylvania is currently Democrat Josh Shapiro, Republicans actually won the attorney general seat in 2024, as well as the Senate race with Dave McCormick, president with Donald Trump.

00:36:25.680 And so there is actually a Republican attorney general there in office.
00:36:30.960 And that's a great point that you make that in on a SEPTA bus that the state can actually come in and level charges because that is actually a state related agency.

00:38:52.100 which consists of Cott County, Hamlin County, and Jefferson County.

00:39:00.060 Representative Jerry Fasier announced his retirement, and I'm making my bid to become the Republican nominee for that position on August 6th.
00:39:07.400 So we got that. We got the Appalachian kid running as a Republican for Tennessee's 11th house district.
00:39:16.320 All right, Kenny, why should anyone who's in that district, why should they vote for you?
00:39:22.040 Well, over the last 10 years of my life, I grew up here in these mountains and over the last 30 years, I've grew up in these mountains.
00:39:27.460 But over the last 10 years, I've dedicated myself to public service, whether that's been as a school teacher at Cosby High School and Cosby Elementary School,
00:39:33.760 where that's been the GOP chair of the Cock County Republican Party for the last seven years of my life.
00:39:38.880 And just being in this community and seeing how it recovered from Hurricane Helene,
00:39:42.120 where these churches, the local government, and the state government all banded together in the midst of disaster,
00:39:47.420 I realized that in the midst of Jeremy Fasian's retirement, I wanted to step up to become the man of the arena,

00:42:43.100 But I do also have to say that when I go around and look at the human events, the human events columns, the human events writings, I always know that there's one guy that we've got that if you want to get something on the president's desk and get it up on his true social, that you got to hand that assignment over to Kenny Cody.

00:44:04.100 emailed me those articles with his signature, and he's seen how I speak for the Appalachian
00:44:08.420 conservatives here in House District 11. I've done my best to represent the values here. I made that
00:44:14.180 clear in my articles. I always brag about my home. I'm so proud to be from Cock County. I'm so proud
00:44:19.440 to be from House District 11 being connected to Jeff and Hamlin County, and I know that over the
00:44:23.760 next six months, I'm going to be able to be connected to the president. I'm going to promote
00:44:26.920 his values. I'm going to make sure that our local law enforcement has the funding to work with the
00:44:30.940 us to deport illegal immigrants and to arrest those illegals that are coming in here and committing 0.99
00:44:35.780 crime and violence against our people and protect our homeland. That's exactly what our district 0.99
00:44:40.520 needs. We need to bring economic prosperity here to make sure we're not outsourcing jobs,

00:45:09.600 When you're looking at issues statewide that affect Tennessee, would you be supportive of
00:45:14.460 the president's efforts there and continuing those efforts to help to keep and maintain the peace
00:45:20.240 in a once great city like Memphis that should be made great again? It is being made great again.
00:45:25.320 Absolutely. I hope the National Guard comes in and continues to help Memphis and even in Nashville.
00:45:30.800 I wrote an article a few months ago that talked about how Mayor Freddie O'Connell in Nashville was opposing ICE agents and exposing them and trying to out them and dox them and endanger ICE agents by simply coming in there and deporting illegal immigrants and arresting those aliens that are coming here and committing crime.
00:45:46.740 I would ensure that I would work with the Trump administration, call out the local officials that are rejecting that help, and call for the National Guard to be sent in.
