00:10:16.820look at the fraud that's there in Minneapolis, what's key, what's absolutely key to understand
00:10:22.220is that this is not just about fraud from Minneapolis. It's also about the daycare
00:10:28.840fraud and fraud that's missing from HHS. So we're very excited and honored here on Human Events

00:10:44.460jack well thanks for coming on so you got the president up there he's talking about 19 billion
00:10:50.720now of course that's uh that's a you know a total number that's all in when when hhs is looking at
00:10:57.700the minneapolis problem set what can you tell us that you're drilling down on right now well first
00:11:04.660jack as he said a year ago today president trump was sworn into office and putting america first
00:11:09.840means rooting out fraud in each and every one of these programs at the administration for children
00:11:14.720and families the program that we're specifically looking at in minnesota is the child care subsidy
00:11:20.320program so the way these programs work congress appropriates money my agency sends it out to
00:11:25.840states states administer it and they're entrusted to administer it within federal parameters
00:11:31.120we send out about 185 million dollars annually to minnesota and then minnesota is supposed to use
00:11:37.680that to help defray the cost of child care for its citizens. They serve between 18,000 and 19,000
00:11:45.280kids with those dollars. And certainly based on past reports and recent reports, there's a
00:11:52.040suggestion that a lot of that has gone to fraud, false store frauds, phantom children, et cetera.
00:11:59.160We at the Department of Health and Human Services had an Office of Inspector General report that had
00:12:04.480been done earlier this year, it was in May, and it was critical of Minnesota's practices,
00:12:08.800specifically how they kept attendance records and suggested a series of improvements. There had been
00:12:16.200a number of other reports, including a legislative audit report from the state of Minnesota itself.
00:12:21.920So in early December, we sent a letter to the state asking for data on claims. One of the
00:12:29.700challenges with these federal programs is you separate the financing and the
00:12:34.560accountability. We are the funder, we are the overseer, but the state of Minnesota
00:12:40.740administers it. And they've been sending us bills, but they haven't necessarily
00:12:44.400been sending us data. So we, in early December, asked for data on their program
00:12:48.180participants. We've asked for data on attendance records, inspection records,
00:12:52.260things that would give confidence to the American taxpayers. And to date, we have
00:12:56.260not received that data from them. So we've taken a number of actions. We had announced that we were
00:13:03.860doing a restricted drawdown where we were going to condition their funding on them providing that
00:13:09.880data. That's been held up in court. We're under a temporary restraining order. So we've taken
00:13:17.200other actions. We actually have a team on site this week asking them about their practices,
00:13:22.380asking them for data because Americans deserve accountability for these tax dollars.
00:13:54.780This is theft from the children of Minnesota and in some cases, disabled children, the neediest of the needy, the people who actually need it, the children who actually need it, the native Minnesotans, the children who are there, who are just asking for the help from the government.
00:14:13.440Obviously, it's been allocated by Congress to be able to do this.
00:14:16.400that's who they're stealing from. And those are the true victims. So I wanted to say thank you
00:14:21.120so much for pointing that out, because so many times people say, oh, why is the administration
00:14:25.260cracking down here? I said, no, no, no, no. It's not a crackdown on a certain group of people.
00:14:29.000It's because they're victimizing the neediest of the needy, disabled children in Minnesota,
00:14:35.580Minneapolis, and throughout. And obviously, it's not just Minnesota. I wanted to also ask you,
00:14:40.260because you've got a new deregulatory push that you're working on, but in some cases,
00:14:45.920it's also tied to the fraud because of some regulations that Joe Biden put in while he was
00:14:53.060in place. Walk that through for our audience. Yeah, we're focused on dismantling the administrative
00:14:58.200state. That starts with both regulations and sub-regulatory guidance that the agency
00:15:02.700issues. And what you see is when you look at our trend line of regulations, it goes up
00:15:08.460almost exponentially, especially during Democratic administrations in the last year
00:15:12.800of Democratic administrations in particular. And in 2024, the Biden administration rushed
00:15:19.820some regulations that we think would have turbocharged fraud in the child care program.
00:15:25.320It asked states to pay based on enrollment for child care, not based on attendance. It asked
00:15:33.220states to pay in advance, not after the fact, based on verified attendance. And it asked states
00:15:39.360to start converting some of its funding for child care from vouchers that go to parents
00:15:44.040and allow a parent to shop around for the child care facility that best meets their
00:15:49.000needs and instead contracting with specific locations.
00:15:53.420So if you think of, you know, the Quality Leering Center and some of these other facilities
00:15:57.560that have been pilloried online, the Biden administration was asking American taxpayers
00:16:02.160to pay up front regardless if a kid showed up or not.
00:16:06.360It's not hard to see how that could lead to fraud and make it easier to perpetuate and
00:16:58.140I said, God had 10 commandments for the entire world.
00:17:00.840Somehow I have 55,000 pages of sub-regulatory guidance documents for grant programs that pass through state and local governments.
00:17:10.860We can do better and we must do better.
00:17:13.240And you can rest assured we're very soon going to have a bonfire of regulations at ACF.
00:17:18.700Focus on the things that will combat fraud.
00:17:22.240Focus on things that will ensure affordability to American taxpayers and get rid of all the fluff.
00:17:30.840Well, I mean, that's absolutely incredible because when so many people look at this, they don't realize how much money really goes through HHS, how much funding goes in there.
00:17:41.420But to your point, once the money goes out of the federal coffers, it's really to the states.
00:17:48.400But that administration of those federal dollars, I'll simply ask this, you know, as we're leaving.
00:17:53.520But, you know, if there's any indications where you want to cover information that could lead to potential liability for officials or fraudsters involved, is that then communicated over to DOJ?
00:18:06.980Yes, sir. We work hand in hand with our other federal partners.
00:18:10.360We also at HHS have the office of the inspector general, and you can rest assured that we're
00:18:15.740going to support President Trump, that we're going to focus on America first, that we are
00:18:19.720going to root out fraud wherever it exists within our programs.
00:18:23.540I administer about 60 programs, $70 billion that goes out to states, and we're going to
00:18:27.880look under every rock and every cover.
00:18:30.320We've started sending out letters in our TANF program as well, which is cash assistance.
00:18:34.400We just sent a letter to President Biden's home state of Delaware last week, alleging
00:19:45.620I'm doing well. So I read your op-ed the other day,
00:19:48.560is Minneapolis going to be our Bleeding Kansas moment?
00:19:53.300And my response to it was, you know, I don't know if Bleeding Kansas is right.
00:19:58.140Of course, that was the, you know, the chaos over whether or not Kansas would turn into a slave state or a free state.
00:20:04.680It was immediately prior to the Civil War, really seen as one of the precursors.
00:20:08.980But I do perhaps see it as a precursor to some of the type of activity that we saw during the Spanish Civil War, a.k.a. the Spanish Communist Revolution.
00:20:20.720Funny how, by the way, if you notice, our history books don't even tell you that Spain had a communist regime at one point in the early 1930s.
00:20:33.260And I, you know, I think that you're I think that you're right.
00:20:36.600And my concern and why I wrote the piece was because I'm concerned that we are veering headlong into something absolutely terrifying in this country and that we could really be in trouble if we are not paying attention and understanding what's going on in Minneapolis over the weekend.
00:20:52.420And as we saw in viral video and, you know, Don Lemon was there, we had agitators who are very organized with something called Operation Pull-Up storm into a church in St. Paul, a Christian church, specifically targeting white Christians, specifically going in there, heckling them for being white, screaming at them, making their children cry, interrupting services,
00:21:15.040and complaining at these people for having one of their pastors,
00:21:20.000one of the men who's on the pastoral staff at the church, also works for ICE.
00:21:26.260And so they were harassing worshipers over this.
00:21:30.240And this is, of course, a complete violation of the parishioners and the church's First Amendment rights.
00:21:37.820Well, Libby, I want to point out something, and I said this on Twitter this morning,
00:21:41.140and I noticed that not a lot of people were saying it was that if you go and actually watch the
00:21:47.020videos of the agitators, the leftists, when they go in there, they don't just say they're going
00:21:51.780after Christians. They specifically say white Christians. We can't allow these white people,
00:21:58.220these fake Christians to not stand with their black and brown brothers out there. Those are0.99

00:23:19.120And he went into this church and started screaming at everybody about their rich lifestyles and their lattes and saying that they're Nazis, which is absolutely out of control.
00:23:29.040And after he went to this church, broke up worship, terrorized children and families,
00:23:34.740he then went to a mosque where he was invited.
00:23:37.700And he spoke in his TikTok about how beautiful that mosque was and how amazing it was and
00:23:42.740welcoming the people there made him feel.
00:23:53.240And so in retaliation, his idea was to make the white people feel terrorized in their house of worship.
00:24:00.100One of the women who was leading the organized protest agitation here, Nakima Armstrong, is actually a reverend as well as a former president of the NAACP in Minneapolis.
00:24:15.860And she said that she was there under the power of God, that she was doing this for God, right?
00:24:21.900She was terrorizing these families, screaming at children and moms and dads, getting in everybody's face because they dare have a parishioner who works for ICE, who's a pastor of the church, which is absolutely out of control.
00:24:35.420The man who was giving the sermon that day is not even the man they were targeting.
00:24:41.480So to top it off, they're going in there, calling these people horrible names, violating their First Amendment rights, claiming that they're doing it under their First Amendment rights.
00:24:50.420but we know that you can't practice your rights by violating other people's rights. That's not
00:24:56.660how that works. Yeah. So that was going on here. It's absolutely horrific. And you didn't even
00:25:02.800have Governor Tim Walz come out and say anything specific. You just had his office make a little
00:25:06.920statement. So Libby, this isn't the first time we've seen this, by the way, because there were
00:25:15.560some journals which were kept completely hidden by the fbi and local police out of nashville
00:25:23.900written by aubrey hale the trans shooter there at the christian school where she too wrote that
00:25:30.280she specifically targeted that christian school where she had gone not just because they were0.98

00:39:00.060Representative Jerry Fasier announced his retirement, and I'm making my bid to become the Republican nominee for that position on August 6th.
00:39:07.400So we got that. We got the Appalachian kid running as a Republican for Tennessee's 11th house district.
00:39:16.320All right, Kenny, why should anyone who's in that district, why should they vote for you?
00:39:22.040Well, over the last 10 years of my life, I grew up here in these mountains and over the last 30 years, I've grew up in these mountains.
00:39:27.460But over the last 10 years, I've dedicated myself to public service, whether that's been as a school teacher at Cosby High School and Cosby Elementary School,
00:39:33.760where that's been the GOP chair of the Cock County Republican Party for the last seven years of my life.
00:39:38.880And just being in this community and seeing how it recovered from Hurricane Helene,
00:39:42.120where these churches, the local government, and the state government all banded together in the midst of disaster,
00:39:47.420I realized that in the midst of Jeremy Fasian's retirement, I wanted to step up to become the man of the arena,
00:39:55.160I have seen that this community deserves somebody who is a native,
00:39:58.180I deserve to be an East Tennessean that knows that we're going to embody the mountain conservative Christian values that every family in this district, every man, every woman, and every child in this district embodies.
00:40:09.320And I know I can bring that to the Tennessee House of Representatives in Nashville and bring some Smoky Mountain conservatism into the halls of Cordell Hull.
00:40:15.720And I know that over the next six months, I'm going to go knock every door.
00:40:19.500I'm going to go meet every Appalachian constituent that I've got and earn votes and get to know the Christian conservative values that our district embodies.

00:42:43.100But I do also have to say that when I go around and look at the human events, the human events columns, the human events writings, I always know that there's one guy that we've got that if you want to get something on the president's desk and get it up on his true social, that you got to hand that assignment over to Kenny Cody.

00:44:08.420conservatives here in House District 11. I've done my best to represent the values here. I made that
