00:00:44.100 about to throw Albertans a bone, don't bite. Carney's performative. This is all an act. And
00:00:49.300 he's quite aware that this pipeline will never happen. And Danielle Smith is not stupid. She 1.00
00:00:54.120 has to be aware of this as well. Let's take a look at a story that is running today. And this
00:00:58.920 is running in the Calgary Herald. The prime minister shares my urgency. Alberta premier
00:01:04.020 believes a framework largely in place on carbon pricing under energy accord. Just a little bit
00:01:10.040 of the story. Premier Danielle Smith believes a framework for a federal provincial agreement
00:01:13.900 on ramping up Alberta's industrial carbon price has largely been reached with Prime Minister Mark
00:01:19.700 Kearney, one that could be unveiled as early as this week. Under the Memorandum of Understanding,
00:01:25.840 of course, they signed that last November, Ottawa committed it will declare Alberta's
00:01:29.960 proposed bitumen pipeline to the Pacific Coast a project of national interest. It can be referred
00:01:35.780 to the Major Projects Office where it will be considered for expedited federal approval. This
00:01:40.440 is how government works. It's glacial. This is expedited government approval, folks, going through
00:01:46.620 all these steps just to try to get a pipeline built from Alberta to the West Coast. And let me
00:01:52.680 ask you this, why do we need a major projects office? See, Carney came in, says spend less,
00:01:58.380 invest more, but he creates these offices. I think we've got a military office now, we've got a
00:02:03.240 housing office, we've got a major projects office, and we get nothing done. We have to go through
00:02:07.640 this major projects office when Carney could just say, build the damn pipeline. This is not being 0.99
00:02:12.600 expedited. And here's the thing, you need to understand this. This is the first step. You know,
00:02:18.180 there's a story over here in this story. It says, let me go back to the story. I'll read this for
00:02:22.540 you right now. I feel with these final pieces that we're working on that both the prime minister and
00:02:27.840 I realize the urgency that the industry is losing confidence. No kidding. Albertans are losing
00:02:33.180 confidence. We missed the deadline. It's now almost six weeks after Smith added. And if we
00:02:38.680 want to let people know that this approach we're taking to cooperative federalism, this is
00:02:44.020 cooperative federalism, then we have to have an agreement. And so I think the prime minister
00:02:49.720 shares my urgency. Cooperative federalism to Danielle Smith is down on your knees begging
00:02:55.660 Mark Carney for a pipeline. But this is just the first step. Do you understand the hoops that have
00:03:00.980 to be jumped through to finally get a pipeline built? It's insane. So you got the industrial
00:03:08.120 carbon tax, which is going to make our oil unsellable, adding between $5 and $15 to a
00:03:14.840 barrel of oil. You've heard this before. This is uncompetitive, but that's the plan. So what do we
00:03:20.740 have to do next? The giant carbon sucking machine. And I talked to somebody yesterday who is very
00:03:27.780 connected when it comes to investment on oil and gas and projects in Alberta and around the world.
00:03:33.900 He said, the companies that are involved with the giant sucking machine do not want this.

00:03:42.320 And of course, Daniel Smith says it's a failure if the federal government has to pay for this.

00:04:24.480 law for that to happen, Bill C-48. So this is the first step, and they've got all these other steps
00:04:29.440 to go. And here's the thing. Here's an article that's running in the National Post right now.
00:04:34.860 People are talking about Mark Carney going to be in big trouble if he goes through with this,
00:04:40.360 because, of course, you've got the environmental wing of the Liberal Party that does not like
00:04:45.160 pipelines and oil and gas. Will Carney really risk his majority over Alberta? Stephen Gilboa's
00:04:50.900 unhappiness suggests unease among liberals' environmentalist ranks. A little bit of this
00:04:55.500 story, not too much. Gebo quit cabinet when Carney signed the Memorandum of Understanding
00:05:01.120 with Alberta for a pipeline last November and has been loudly complaining about it ever since,
00:05:06.660 including in an open letter just last week. On Friday, he said that proposed changes go further
00:05:11.480 than what Prime Minister Harper proposed at the time. When asked Monday whether he might resign
00:05:17.200 if these changes are adopted in a month, could happen by the end of the week, he says he's not
00:05:22.280 at that point. Guibo currently has leverage inside government because Carney has a bare majority
00:05:28.400 of two seats and needs every vote on every issue. As of early July, that majority will drop to one
00:05:34.600 when BCMP and former minister Jonathan Wilkinson becomes ambassador to the EU and vacates his
00:05:41.500 riding of North Vancouver Capilano. Should Guibo quit caucus at the same time and remain as an
00:05:46.560 independent, he would take Carney's majority down to none. But oops. You said every vote counts.
00:05:53.720 Your party now has a majority. Are you going to resign your seat? Yes. I'll give a farewell
00:05:59.220 speech in June and I'll resign over the summer. So if you look at this with face value, Carney
00:06:05.280 is walking a very fine line and at risk of losing his majority. But I'm looking at it differently
00:06:10.680 here. You know, do you really think Mark Carney is going to risk power and his liberal majority
00:06:16.720 for us hicks and rednecks out in Alberta that want an oil and gas pipeline, which he hates?

00:06:37.140 a buy-in from all the indigenous groups. We need a buy-in from BC, and the laws are still in the
00:06:41.860 way to stop this pipeline. Don't worry about it at all. If you don't have Gebo and a number of
00:06:47.600 environmentalists, and these people are really in on the cult, folks, and you know the cult I'm
00:06:51.780 talking about. These people are all in on banning oil and gas. If they don't walk by the end of the
00:06:58.500 weekend, this is all just a performance. This is all just an act, and that's what I'm seeing here.
