00:06:19.740 1987. The West wants in. Manning at least considering at this point that the West wants out. So that's

00:06:37.920 the case. He was quite right. Now what would happen and what has to happen in order for Alberta to
00:06:43.100 leave? You'll remember the Clarity Act enacted June 29, 2000. Canadian federal law that establishes
00:06:50.060 the conditions under which the government of Canada would enter into negotiations that might lead to
00:06:55.460 secession following a referendum vote by one of the provinces. The act requires that the referendum
00:07:00.900 question be clear and that it directly addresses the issue of secession. It also mandates that the
00:07:06.080 majority in favor of secession be clear. The House of Commons has the responsibility to determine
00:07:12.040 whether these conditions are met. So that's the Clarity Act. Moving over here. Brian Lilly, this is
00:07:17.220 interesting. Did you vote for the People's Party of Canada? Last two elections I did. See this number
00:07:22.580 141,177. This is what Elections Canada says the People's Party got across the whole country. Maxine

00:07:41.320 I'm surrounded by like-minded people. Marty, I got to talk to him at Polyev's rally here in Calgary
00:07:48.300 last week for a few minutes. Watch for this guy to be pretty important when it comes to the
00:07:53.880 referendum movement here or the independence movement here in Alberta. And this is for Pierre Polyev.
00:07:58.940 Pierre Polyev didn't just lose his seat. He's also likely lost his home. So he lives at Stornoway.
00:08:04.940 He doesn't have a seat. He won't be able to sit in the House of Commons. It means he has to move out
00:08:09.920 of Stornoway. So he has to find a new home right now. The other thing is this. Everybody's talking
00:08:14.500 about him finding another seat so that he can be in the House of Commons and that he can be the
00:08:20.340 leader of the opposition, which he hopes to do. We'll have to see how the Conservative Party feels
00:08:24.520 about that. But my thing is this. In order for him to get a seat, there has to be a by-election.
00:08:31.460 And who calls the by-election? That would be Mark Carney. When does Mark Carney have to call the
00:08:36.800 by-election? Within six months. So if Polyev finds somebody to give up their seat that they just won,
00:08:45.040 he might have to wait six months for Carney to call a by-election. Now Polyev is great in the House of
00:08:50.280 Commons and will be a thorn in the side of Mark Carney if he's there. So it could be next February
00:08:55.640 probably before Polyev ever sits in the House of Commons again, considering that six months down
00:09:00.860 the road they'll likely be in a Christmas break and it'll be almost February before the House begins
00:09:05.900 to sit again. My suggestion is this, and this is the video I made yesterday that I did not put up.
00:09:11.280 I know Polyev was about Canada, about uniting Canada, making Canada a better place.
00:09:19.600 Should he stay on as leader? Well, the Conservatives would consider that. I think he should move back

00:09:44.320 to Pierre Polyev. You're not wanted in Ottawa right now. Maybe it's time to step back, lead another
