Canadians who come into the country illegally are treated with kid gloves, but people who are here legally are treated like they are doing nothing wrong. Canada's immigration department is not keeping up with the demand for investigations into fraudulent student visa holders, according to an audit by Canada's Auditor General.

00:04:11.620perhaps the most troubling aspect of it for me is that the department may be turning or may have
00:04:17.540turned a blind eye to fraud you identified 800 cases of outright fraud and the department you
00:04:24.020found did not consider acting in any of those instances what does that say about how ottawa
00:04:30.260is handling this file i think the first thing i'd want to say is that the department actually
00:04:35.620identified those 800 cases and then did not consider doing anything about it and that's why
00:04:41.380one of the the most concerning findings is how they're not acting on the information that they
00:04:46.580have i would have expected here that they would have put a flag on a file or cancelled a permit
00:04:52.260or done something so that when these individuals may apply for other permits
00:04:55.960that they would apply some rigor at that point.
00:04:59.540But what we found is the majority of those 800 went on to apply for another permit
00:05:03.240and about 50% of them have been approved since.
00:05:07.260And there could be potentially more cases of fraud
00:05:09.520because we know that, let's focus on another number, 150,000.
00:05:13.360That's how many students were flagged by their schools
00:05:16.740as potentially being non-compliant with some of the student permit conditions.
00:05:22.260The department you found investigated fewer than 4,000 of those more than 150,000 students.
00:05:29.260You know, that kind of seems to me like a free-for-all situation, right?
00:05:33.260There's not really a lot of oversight going on here in terms of folks who may be not fulfilling some of the conditions they have to meet.

00:09:10.680showed that Canada had lost 108,000 full-time jobs and that over the past year had added more
00:09:16.960than 30,000 people to the unemployment line. Still, Labour Minister Patty Hajdu announced
00:09:21.660that employers would be allowed to increase the allowable share of low-wage temporary foreign
00:09:26.960workers from 10% to 15% of their workforce in eligible rural regions. We've heard that Tim
00:09:32.820Hortons and A&W lobbied the government for more of this because they don't have to pay these people
00:09:37.760as much as they're paying Canadian citizens. But listen to this. I didn't know this. This will

00:09:47.200currently 16.3% unemployment for 15 to 24 year olds in Ontario and 14.6% in Alberta,

00:09:59.340As announced in April 2022, the Liberal government raised the cap on how many foreign workers could be employed in a business from 10% to 20%.
