00:06:17.300 precondition is a carbon market that actually works. Carney sees Alberta as his climate whipping
00:06:23.040 boy now. He never talks about oil and gas pipelines as a benefit to the country. Never.
00:06:28.640 He always talks about it in relation to punishing Alberta for its climate sins, to punish Alberta for
