As the weather gets colder, more and more people are starting to pay attention to the homelessness problem that is so pervasive in cities and towns across Canada. Andrew Lutton talks about the root cause of the problem, and why it is the fault of the federal government.

00:00:03.840 the homelessness problem that is so pervasive in cities and towns across
00:00:07.680 Canada. Ottawa is no exception. Ottawa did a survey of about 1,400 homeless and
00:00:13.760 impoverished people on its streets and found something very concerning. One
00:00:18.000 quarter of them are refugees or immigrants. Now this is one of the first
00:00:22.560 surveys that's ever been done of its kind according to a global news report.
00:00:26.360 But of the 1,400 surveyed, one quarter were immigrants or refugees. People that
00:00:31.720 have been in the country for as many as two years and are already finding
00:00:36.280 themselves on the streets. Now this is tragic and also the unavoidable byproduct
00:00:41.880 of a fundamental mishandling of the refugee file in Canada.
00:00:45.880 When the government was prioritizing publicly sponsored refugees instead of
00:00:50.600 privately sponsored refugees, the government was making a determination to
00:00:54.520 bring more people into this country that we know have a more difficult time
00:00:58.760 learning the language, finding footing and yes maintaining housing.
00:01:03.160 So this is a problem entirely of the federal government's creation
00:01:07.480 because Justin Trudeau wanted to put the number ahead of the actual program.
00:01:11.720 He wanted to brag about how many refugees we brought into the country
00:01:15.400 instead of actually focusing on the quality of what Canada could actually accommodate
00:01:20.120 and what the people in Canadian communities were actually prepared to do.
00:01:24.440 And so much of this could have been prevented if the privately sponsoring groups
00:01:29.640 had the opportunity to sponsor as many refugees as they wanted.
00:01:33.560 Church groups, mosques, community groups, synagogues, individual families that
00:01:38.040 wanted to actually bring people in to support them and help them reintegrate and
00:01:43.240 integrate into Canada and the federal government said to them no we can do it better.
00:01:49.800 Now we also have to look a couple of years down the line here because this is not going to be
00:01:53.800 the end of this problem nor is it going to be the biggest the problem is going to get
00:01:59.080 when you've got so many people who are coming into the country illegally now
00:02:02.920 that are going on to social assistance while they wait for their refugee or asylum claims to be heard.
00:02:09.560 Which means that as more of people who are in that demographic group of not being adequately able
00:02:15.080 to look after themselves for whatever reason well all of a sudden the country is going to have
00:02:20.200 more of a ballooning of the homelessness crisis and this is the government's fault.
