01:01:52.000 They're going to help streamline approval for starter homes like Cottage Courts, an example.

01:01:59.000 Some has to be done locally, but there are quite a few things that can be done federally, and that's what they're doing right now.
01:02:03.000 Unfortunately, I will say the cottage office concept never really caught on.

01:02:47.000 And this wasn't just the natural movement of the market.

01:03:03.000 So, people couldn't even afford to do it because home builders couldn't afford to make new ones at a fast enough pace, cheap enough to make a difference.

01:03:13.000 Perfect examples like Atlanta, anywhere from 20% to 30% of homes in the Atlanta area, I believe, owned by institutional investors.

01:03:23.000 It's a growing market.
01:03:24.000 They get to set the price.
01:03:26.000 And then new homes can't be built because it's too costly and the red tape makes them unbelievably expensive out of reach.

01:03:34.000 This would solve a lot of those problems.
01:03:36.000 Again, if implemented correctly without simply being a handout, without simply being, hey, by the way, banks, you have to give a loan to people with no money down who have no way of paying this house back.
01:03:47.000 It's a way to approach it that actually is in line with your values and actually looks out for the American people.

01:03:54.000 Without being unbelievably intrusive government intervention or meddling.
