00:43:51.000I want to get into what this freeze actually is, what it is not, how it is being mislabeled, misrepresented to the American public, how you're being gaslit, and if it's constitutional and if there's any kind of precedence here.
00:44:04.000So let's go to the first claim that they're making, that President Trump is blocking funds that Americans really need.
00:44:11.000If your goal is to make America great again, why would you start by cutting these basic services for families and deserving people across this country?

00:44:23.000I'm proud of a nation that cares for people who need a helping hand.
00:44:47.000This memo, this freeze was aimed only at cutting funds to agencies that violate Donald Trump's legitimate executive orders.
00:44:56.000This memorandum requires federal agencies to identify and review all federal financial assistance programs and supporting activities consistent with the president's policies and requirements.
00:45:46.000Again, these are organizations that fund, quote, diversity efforts in STEM. And I believe it was Stephen Miller yesterday with Jake Tapper, who actually said, you know, these are agencies who have a political bias.
00:45:58.000He said, for example, you said, we know that 98% of the people there voted for Kamala Harris.
00:46:05.000And he said, well, don't demonize an entire group.
00:46:47.000You do need to have a lens, a prism through which you see these issues, because then you'll understand.
00:46:51.000To say there's no need for this, and by the way, there's never been a need for this, because the left has never supported any kind of measure similar to this, is to say, hey, we need to put more money into the currently existing system, and that's compassionate.

00:48:09.000Now, if I could ask the control room to put that graphic back up on screen that was showing some of these programs that might be impacted potentially.

00:49:50.000In addition to Social Security and Medicare, already explicitly excluded in the guidance, mandatory programs like Medicaid and SNAP will continue without...
00:50:02.000And Carolyn Levitt made this abundantly clear to the media at the very first press conference.
00:50:07.000Well, I think there's only uncertainty in this room amongst the media.

00:50:12.000So let me provide the certainty and the clarity that all of you need.
00:50:15.000This is not a blanket pause on federal assistance and grant programs from the Trump administration.
00:50:22.000Individual assistance, that includes, I'm not naming everything that's included, but just to give you a few examples, Social Security benefits, Medicare benefits, food stamps, welfare benefits, assistance that is going directly to individuals will not be impacted by this pause.
00:52:29.000It is absolutely clear, based upon prior Supreme Court decisions, that the president cannot unilaterally suspend government programs in order to impose his own priorities and his own policy on top of what was passed by Congress.
00:52:49.000What Trump is trying to do is seize control of government spending so that he can send money to his friends and loyalists and he can punish states, for instance, like Connecticut, that are represented by his political opponent.
00:53:49.000The procedure, the logistics for the president to impound funds.
00:53:53.000It permits the president to temporarily defer spending without congressional approval.
00:53:57.000All he needs to do is notify Congress.
00:53:59.000You may not like it, but that doesn't give you the right to lie and say it's unconstitutional or without any type of precedent, which brings us to another key truth.
00:54:11.000Residents have done this many times before, impounding freezing funds.
00:54:16.000Let's go back to 1803, Thomas Jefferson.
00:54:19.000He impounded funds that were allocated for military equipment.
00:54:21.000Congress wanted to purchase gunboats for potential conflict in the Port of New Orleans.
00:54:26.000Jefferson paused that because his completion of the Louisiana Purchase ended these sort of potential hostilities.
00:55:39.000You don't understand that he's opening up the press pool to more people.
00:55:44.000You don't understand that he's acting well within the parameters, as many presidents have before.
00:55:48.000So you would think that, my God, he might be, oh, that's why they keep saying it, Hitler.
00:55:54.000And then blame you for fomenting hatred and creating a culture of fear and division.
00:56:00.000So while the judge, by the way, did put a temporary kind of pause on this order, halt, I guess, Trump, Was still working in a way that I love, by the way, because this will show you who is for real.
00:56:14.000He was working late into the night to cut out some waste and offered some federal employees, I mean the true heroes, a choice to make.
00:56:22.000President Trump says the federal government will offer buyouts to federal workers as part of his effort to shrink the size of the governmental workforce.
00:56:30.000The government sent out an email Tuesday offering buyouts to all two million federal employees who agree to leave their jobs by February 6. It's coming alongside the federal government mandating a return to office for all workers.
00:56:44.000News outlets, including Axios and NBC News, report that a Trump administration official told them the White House expects between 5 and 10 percent of federal employees to take the offer, something that could shrink the federal workforce by hundreds of thousands of people.
