Summary

After decades of being an exception when it comes to going to and from the United States, it is now more difficult to cross the border. President Trump just passed an executive order that is going to make it basically mandatory to give fingerprints and photo ID and further scrutiny to enter the U.S. for a longer period of time. And Canadians, again, after being exempted for many decades, are now a part of that.

00:00:00.000 Well, it looks like Canadians are going to need a visa for the first time ever to enter the United States, basically.
00:00:08.000 I mean, after decades and decades of integration and being an exception when it comes to going to and from the United States, it is now more difficult.
00:00:20.480 New policies, new changes are coming in.
00:00:22.980 President Trump just passed or wrote an executive order that is going to make it basically mandatory to give fingerprints and photo ID and further scrutiny to enter the United States for a longer period of time.
00:00:39.820 And Canadians, again, after being exempted for many decades from that, are now a part of that.
00:00:48.680 Canadians are going to also have to provide further documentation like the rest of the world.
00:00:54.940 This is something that is very unfortunate, something that is not great to see, not great to witness.
00:01:02.080 Again, these are two countries that have had incredible levels of integration for many, many decades.
00:01:08.960 Speaking of America and Canada, it was basically, I don't know if you guys have noticed at airports,
00:01:15.600 it would say American citizens, green card holders, Canadians, and then everybody else.
00:01:21.260 That is no longer going to be the reality.
00:01:24.140 Canadians are going to fall on the everybody else section.
00:01:29.080 And even though it is unfortunate to see it happening, it is not surprising.
00:01:34.740 Canada is a country that is causing, you know, getting closer and closer to Europe,
00:01:39.380 becoming more and more hostile towards the United States, causing up to China, getting closer with China.
00:01:45.980 And this is something that the Trump administration has been warning them about for a very long time.
00:01:52.340 Let's watch this report that came out recently in regards to the new rules and laws that are going to be applied to Canadians,
00:01:59.760 with no exceptions, when they're going into the United States.
00:02:03.680 Canadians traveling to the U.S. are facing new rules at the border after U.S. President Donald Trump
00:02:12.740 signed an executive order on stricter requirements for foreign visitors.
00:02:17.460 We regret that we're not going down in a sense.
00:02:20.080 We met some great people, some great Americans, some great Canadians at the RV parks we stayed at,
00:02:25.160 and we enjoyed our stay down there.
00:02:27.700 Under the order, the U.S. Department of Homeland Security must ensure that all non-Americans staying in the country
00:02:34.620 for more than 30 days register with the government.
00:02:38.280 The new measures that come into play December 26th expand security screening,
00:02:43.140 including mandatory fingerprinting and photographs for visitors.
00:02:47.460 With me now is Warren Creece, certified specialist in immigration law.
00:02:51.580 Warren, thank you for being here.
00:02:53.880 Thanks for having me.
00:02:54.800 So, these new measures at the U.S. border include things like mandatory fingerprinting and photographs.
00:03:01.800 Let's start here.
00:03:02.880 What do you make of all of this?
00:03:05.820 Well, the name of the executive order to which you referred,
00:03:09.160 which was signed by President Trump on, in January 20th of this year,
00:03:14.540 is called Protecting the American People Against Invasion.
00:03:18.380 So, it's got a pretty embellished title.
00:03:23.140 Canada's included in the list now.
00:03:24.620 We used to be exempt from almost everything.
00:03:27.480 But Canadians, and I mean Canadian citizens and permanent residents,
00:03:31.300 are now required to register.
00:03:33.440 I mean, the adjudication at the border is a lot more thorough,
00:03:38.900 a lot more detailed, and perhaps at times a lot more hostile.
00:03:43.160 This is, there's two reasons for this.
00:03:44.700 One is the Trump administration is requiring U.S. Customs and Border Protection officers to be that way.
00:03:51.660 But it's also because there are fewer travelers,
00:03:54.240 which means these same officers have more time to spend on each examination.
00:04:01.860 That is to say, each person presenting in front of them.
00:04:04.160 Now, we're already hearing stories of confusion over the new rules.
00:04:10.020 Some travelers have already gotten conflicting information about forms that they have to fill out versus not fill out.
00:04:17.640 What do Canadians need to know before crossing the border?
00:04:20.660 Well, as before, and this has been true for a very long time,
00:04:26.440 Canadians need to be prepared.
00:04:28.220 And being prepared means bring documents to authenticate, to verify,
00:04:33.480 to corroborate the oral examination, the questions, the answers.
00:04:39.160 So, border officers want to see third-party authentication or verification.
00:04:43.180 So, they want to see that Canadians are domiciled in Canada.
00:04:46.820 That is to say, they're living here.
00:04:48.360 And they're going to America for a temporary purpose,
00:04:51.420 which will be explained by the traveler.
00:04:53.420 But the traveler needs to take documents, proof of, you know,
00:04:57.080 their domicile, their home, their rent, their tax paid,
00:05:01.600 their bank accounts so that they're self-sustaining.
00:05:05.160 Any and all documents that demonstrate that their pied-à-terre,
00:05:09.380 this is a French term for their foot on the ground,
00:05:12.620 is more centered in Canada than anywhere else.
00:05:15.960 And they're only going to the States for a temporary purpose.
00:05:18.400 So, make the job easy for the U.S. border office.
00:05:22.820 And again, these are things that Canadians did not have to do for the longest time.
00:05:28.800 For the longest time, Canadians had very easy passage into the United States.
00:05:33.820 But the United States has been raising the alarm about the number of people coming into Canada,
00:05:40.920 particularly from certain specific countries that are not necessarily the best.
00:05:47.260 And the Trump administration especially has been raising the alarm when it comes to that.
00:05:52.940 The number of people coming into Canada,
00:05:56.300 many using Canada as a bridge,
00:05:59.120 as a bridge to our southern neighbor,
00:06:04.920 it's out of control.
00:06:07.420 And they've been bringing attention to it.
00:06:10.000 And Canada has not done much to fix that.
00:06:13.200 So, it was only a matter of time
00:06:15.940 until the Trump administration decided,
00:06:18.560 you know what?
00:06:19.700 If you guys won't fix that,
00:06:21.340 then we're going to fix it for you
00:06:23.180 by not allowing you to have the privileges
00:06:25.920 that you've enjoyed for many, many decades.
00:06:29.600 Because as much as many Canadians like to,
00:06:31.500 oh, we're going to put our elbows up,
00:06:34.080 many, many Canadians,
00:06:35.740 particularly those that are older
00:06:37.500 and are snowbirds,
00:06:39.380 love to go south for the winter months
00:06:41.860 to enjoy the warmer temperatures
00:06:43.560 and enjoy the amenities.
00:06:44.960 Go to Florida,
00:06:45.720 go to Texas,
00:06:46.500 Arizona,
00:06:47.460 right?
00:06:48.580 And there are more Canadians
00:06:50.060 that travel south to the U.S.
00:06:52.140 than there are Americans
00:06:53.360 who travel north to Canada,
00:06:55.700 especially,
00:06:56.540 especially when we're having
00:06:59.060 minus 20,
00:07:00.040 minus 30 degree weather up here.
00:07:02.240 If someone runs into a snag,
00:07:04.280 what should they do?
00:07:06.620 Well, listen to the reasons
00:07:08.080 why there is a snag.
00:07:09.500 And if you want to try a second time,
00:07:11.280 don't go to another border crossing.
00:07:13.040 That's not appreciated
00:07:16.020 by U.S. border officers.
00:07:18.080 Don't just drive down the border
00:07:19.900 and go to another place
00:07:20.860 or go to another airport.
00:07:21.840 Leave, you know,
00:07:24.120 you're allowed usually
00:07:25.120 to remove your application for entry.
00:07:28.360 Go and get the documents
00:07:29.560 that the officer is saying
00:07:31.060 have been missing or deficient
00:07:33.160 and try a second time
00:07:34.680 and get professional advice
00:07:37.540 if you feel you need it.
00:07:38.540 Thank you for watching.
