00:02:16.760 beijing isn't that odd i want to walk you through what actually happened what the documents say

00:02:21.400 what the Chinese language press is saying that the English press isn't.

00:02:25.680 And then I'll do my best to explain why it matters

00:02:27.500 and how it fits with everything else Mark Carney has done with China this year.

00:02:31.340 Let's start with what we know for certain, what happened.

00:02:35.020 On September 5th, China's Ministry of National Defense posted a short notice on its website.

00:02:41.340 It said that on September 4th, the 5th China-Canada Defense Coordination Dialogue was held in Canada.

00:02:49.420 It said the two sides had, quote, a candid and in-depth exchange of views on international and regional issues and, quote, expressed willingness to strengthen practical exchanges and cooperation between the two militaries.

00:03:04.400 That's it. One paragraph, no names, no agenda.

00:03:07.660 Let me explain the jargon. A defense coordination dialogue. That's a scheduled formal meeting between the defense departments of two countries, uniformed officers and civilian officials, to talk about military matters. It's not a treaty and it's not a joint exercise, but it is the front door.

00:03:24.500 Now, countries hold these with allies. They hold them with adversaries sometimes too,

00:03:28.940 when they want to reduce the risk of an accidental conflict. And they hold them

00:03:33.140 with countries they're trying to get closer to. Canada and China created this particular dialogue

00:03:38.720 in 2013. They held it four times, 2013, 2014, 2016, 2018. But then it stopped for obvious reasons.

00:03:48.700 in December 2018, Canada arrested a senior executive at Huawei called Meng Wanzhou at the

00:03:57.420 Vancouver airport on an American extradition warrant. Within days, China retaliated by seizing

00:04:04.700 two Canadians. Remember that? They just kidnapped Michael Kovrig and Michael Spavor and held them

00:04:10.840 for more than a thousand days. Military contact with China was frozen, and that freeze lasted

00:04:17.040 eight years now it's over here's the part that should bother you though regardless of your

00:04:22.480 politics who told us now the globe and mail wrote canada holds first defense coordination talks

00:04:29.100 with china in more than eight years the canadian government did not announce this meeting beijing

00:04:35.040 did the globe and mail to its credit saw the chinese notice and asked the department of

00:04:39.260 national defense about it only then on monday september 8th four days after the meeting did a

00:04:45.820 D&D spokesman confirmed that, quote, Canadian and Chinese defense officials met on September

00:04:51.240 4th in Ottawa, calling it, quote, working level dialogue, whatever that means.

00:04:56.740 The Globe got one more detail from a Canadian official speaking on background.

00:05:01.260 Fewer than 10 Canadian staff attended, drawn from the Canadian Armed Forces, National

00:05:05.800 Defense and Global Affairs.

00:05:07.760 The military ranks ran from Major General down to Colonel.

00:05:12.160 And that was about it.

00:05:13.460 That's the entire Canadian disclosure.

00:05:15.820 We do not know who led the Chinese delegation.

00:05:18.520 We do not know what was discussed.

00:05:20.620 We do not know what was agreed.

00:05:23.780 Now, we look to our best in English and Chinese,

00:05:26.780 and no source anywhere names a single Chinese participant.

00:05:30.780 I'll be honest with you about what we don't know,

00:05:32.800 because that's sort of the point.

00:05:35.660 Pierre Paglia put it plainly.

00:05:37.060 Canadians, quote, had to learn about this from Chinese media.

00:05:40.520 It was sort of crazy.

00:05:42.220 Ottawa's response by the Canadian press was that it, quote,

00:05:45.200 does not publicize working level meetings by officials, but it does publicize working level

00:05:51.700 meetings with the Americans, with the British, with the Australians. It publishes readouts

00:05:55.900 constantly. This one didn't. They tried to keep this one a secret. What does the Chinese language

00:06:04.380 press say? Well, they're reporting things at the English presses, and this is where we went further

00:06:09.580 than the Canadian regime media did, we looked at the coverage in Chinese online. The mainland

00:06:15.320 state outlets, the Hong Kong and Singapore papers, the Taiwanese press, the overseas Chinese dissident

00:06:20.800 press. Here's what we turned up. First, Beijing's own name for the meeting is a little more modest

00:06:26.700 than in English. In Chinese, the Ministry of National Defense called it the Fifth China-Canada

00:06:32.900 Ministry of National Defense Working Group. Defense Coordination Dialogue is the English label.

00:06:38.900 The mainland Chinese readout was one sentence carried as a wire brief by the China news service.

00:06:44.740 No global times editorial, no commentary.

00:06:47.320 Beijing is sort of keeping it low key.

00:06:50.160 Second, there was a much bigger Chinese military visit to Canada the same week,

00:06:55.400 and the English press barely noticed.

00:06:58.140 From August 31st to September 2nd, Canada hosted the Indo-Pacific Chiefs of Defense Conference in Victoria, B.C.,

00:07:07.180 together with the U.S. Indo-Pacific Command.

00:07:10.180 29 countries, it's a pretty big deal.

00:07:12.200 And China sent a delegation led by General Yang Ji-bin.

00:07:17.560 He's commander of the People's Liberation Army's Eastern Theater Command.

00:07:24.220 We'll look at a map and see what that means.

00:07:26.120 The Eastern Theater Command is the part of the Chinese army that faces Taiwan.

00:07:31.980 If China ever attacks Taiwan, Yang Ji-bin is the man who would run it.

00:07:39.100 The Taiwanese press called him the man who holds the tally for attacking Taiwan. 0.69

00:07:44.840 Until this trip, there wasn't even a clear public photograph of him.

00:07:49.720 How do we know he was here?

00:07:51.820 Two official sources, the U.S. Indo-Pacific Command, published a readout on September 3rd saying Admiral Samuel Paparo met General Yang.

00:08:01.980 face-to-face for the first time in Victoria, and they discussed maintaining open lines of

00:08:06.300 communication to reduce the risk of miscalculation. And China's own defense ministry spokesman,

00:08:12.620 senior Colonel Jiang Bin confirmed it on September 4th. Yang led a delegation to Victoria,

00:08:18.860 gave a plenary speech and held bilateral meetings with the United States, France and Singapore.

00:08:24.460 Notice who's missing from that list. Canada, the host of the event, the Hong Kong outlet,

00:08:29.020 HK01, noticed the same thing. It pointed out that China disclosed Yang's meetings with the

00:08:34.800 Americans, the French, and the Singaporeans, but there was no news of Canada. And Canada's own

00:08:41.360 Chief of the Defense Staff General Jenny Karinian told the Globe she, quote, had no bilateral

00:08:47.160 meetings scheduled with China at the conference, though she added this could change. So to be

00:08:51.980 precise about what we can and can't say, General Yang was in Victoria, the man tasked with defeating

00:08:57.840 Taiwan. He met the Americans there. Two days later in Ottawa, a separate lower level Chinese

00:09:04.400 delegation held the working meeting with the Department of National Defense. Nobody has said

00:09:08.700 whether Yang himself was in that Ottawa room. I'm not going to claim he was. The point is that

00:09:13.720 Canada hosted the People's Liberation Army's Taiwan attack commander on Canadian soil the same

00:09:22.100 week, it quietly reopened the military channel with Beijing and told you about neither. Third

00:09:29.440 thing, the run-up, the Chinese press laid out a sequence that the English press skipped. In April,

00:09:36.320 China's ambassador to Canada, Wang Di, gave an interview to The Globe and warned that Carney's

00:09:41.560 quote, strategic partnership would be damaged if Canada sent more warships through the Taiwan

00:09:46.760 strait or if canadian mps kept meeting taiwanese officials to their credit in may hmcs charlottetown

00:09:54.260 transited the taiwan strait alone beijing's foreign ministry was outraged at the end of may

00:10:01.540 chinese foreign minister wang yi came to ottawa the first visit by a chinese foreign minister in a

00:10:07.520 decade in july chinese defense attache in ottawa liyao told the south china morning post that

00:10:14.600 improving relations were creating favorable conditions for closer military communication

00:10:20.660 then in september the conference the general the dialogue the chinese side telegraphed this for

00:10:26.020 months if you were reading in chinese you would have seen it coming forth and this is the strongest

00:10:31.760 part on mainland chinese social media canada's barely mentioned i mean the whole conversation

00:10:36.980 is about yang meeting paparo the american restoring a channel beijing cut off in 2022

00:10:42.140 too. Canada is treated as the venue, the room where it happened, but not a party to anything.

00:10:49.160 Think about that. Ottawa is quietly proud enough of this to do it and embarrassed enough to hide

00:10:55.380 the meanings they had. Beijing barely thinks it's worth mentioning. Now, I've seen this pattern

00:11:01.720 before. I don't know if you remember, but back in December 2020, I published what I still consider

00:11:07.820 the biggest scoop of my career. I had filed an access to information request with national

00:11:13.200 defense. And after 19 months, they sent back 34 pages that were supposed to be blacked

00:11:20.100 out, but they weren't. They were grayed out. Instead, every word was still readable. What

00:11:27.960 those pages showed was that Canada's military had a standing program of cooperation with

00:11:33.240 the People's Liberation Army, PLA generals attending the Canadian Forces College in Toronto,

00:11:39.240 exchanges at Kingston, and a plan for six to eight PLA soldiers to take winter survival training

00:11:46.360 at CFP Petawawa in Ontario, training that the Pentagon specifically asked Canada to cancel

00:11:52.220 because of the knowledge transfer risk. The Canadian Armed Forces did cancel that. It was

00:11:58.740 weeks after Michael Kovrig and Michael Spavor were kidnapped and the memo show

00:12:02.880 global affairs and the prime minister's office were upset, but not at China.

00:12:08.440 The Trudeau liberals were upset at our own military for canceling.

00:12:14.180 The instruction that followed was that the forces were not to cancel any more

00:12:18.220 PLA engagements without explicit permission and that the Chinese were to be

00:12:22.480 told gently to let them save face.

00:12:24.520 That was Justin Trudeau's government in early 2019, while two Canadians sat in Chinese jail cells. Don't embarrass the Chinese. So when I see a 2026 memo that isn't there, a meeting Beijing announces in Ottawa won't, I can guess what the memo that isn't there probably says, because I've read the one from 2019 that was supposed to be blacked out.

00:12:45.960 now so how does this fit with mark carney well the context here none of this is a surprise

00:12:51.620 if you have followed mark carney's record on china i don't mean what people say about him i mean what

00:12:57.280 he has said and done himself i mean like look at this back in 2012 carney was the governor of the

00:13:03.140 bank of canada speaking to the canadian council of chief executives he told canadian companies to

00:13:08.860 reorient towards China. He said Canadian multinationals were half as engaged as Asia

00:13:15.280 as their G7 peers. And this was quote, exactly the time to come in. He was selling China. He

00:13:22.500 was selling investments in China instead of in Canada. Isn't that crazy? And in 2019, Carney

00:13:28.560 was then the governor of the Bank of England. And he was speaking at a conference in Jackson Hole

00:13:33.340 in the States. It's an annual gathering of the world's central bankers. He argued that the US

00:13:39.920 dollar's dominance was becoming a problem. He wrote that, quote, the most likely candidate for

00:13:45.980 true reserve currency status, the renminbi, has a long way to go before it's ready to assume the

00:13:51.580 mantle, but that, quote, the initial building blocks are there already. He wanted the Chinese 0.97

00:13:57.620 currency to replace the American currency. And he proposed something he called a synthetic

00:14:02.720 hegemonic currency, sort of a basket of currencies to, quote, dampen the domineering influence of

00:14:09.740 the U.S. dollar. So Carney has been in China's pocket for decades. He was a Western central bank

00:14:17.100 governor standing up at Jackson Hole and naming China's currency as the most likely successor to

00:14:22.320 the dollar. That was not an accident. In January 2026, you saw yourself, Carney went to Beijing,

00:14:29.260 the first Canadian prime minister to do so since 2017.

00:14:33.120 He came hold with what he called a strategic partnership.

00:14:37.880 As you know, the concrete terms was that Canada dropped its 100% tariff

00:14:41.700 on Chinese electric vehicles down to 6.1%

00:14:44.660 and agreed to take 49,000 Chinese cars a year, rising up to 70,000.

00:14:51.680 In exchange, China said it would cut its tariff on Canadian canola

00:14:55.720 from about 85% to about 15%.

00:14:58.780 And standing in Beijing, he said the partnership, quote, sets us up well for the new world order.

00:15:08.880 I believe the progress that we have made in the partnership sets us up well for the new world order.

00:15:21.520 Carney called China a more predictable partner than the United States.

00:15:25.760 He actually said that. 0.99

00:15:26.720 The Washington Post editorial page called that foolish. 0.85

00:15:30.360 Bloomberg called it a stunning message of realignment. 0.81

00:15:34.500 Now Carney has promised guardrails.

00:15:36.580 He said there were areas where Canada would cooperate with China

00:15:39.740 and areas where it would not.

00:15:41.240 And his own Department of National Defense,

00:15:42.980 in its statement to the Canadian press this week,

00:15:45.140 repeated the list of no-go zones, areas, quote, where we will not,

00:15:50.120 which include on defense.

00:15:52.920 Really? But defense is supposed to be the guardrail,

00:15:55.120 And at the same time, the department that says so held a secret defense dialogue with the People's Liberation Army.

00:16:01.480 Didn't tell anyone.

00:16:03.520 That's not a guardrail.

00:16:04.920 That's a sign that says guardrail on an open road.

00:16:08.800 One more thing.

00:16:09.740 In August, the Globe and Mail reported that Carney is looking at political appointees rather than career diplomats for Canada's next ambassador to Beijing.

00:16:18.020 And the Beijing itself asked for a politically connected envoy.

00:16:22.040 boy. The leading candidate was Martin Koshan, a former Chrétien cabinet minister and vice chair

00:16:29.060 of the Canada-China Business Council. That's a lobby group for companies doing business with

00:16:35.320 China. It's a lobby group promoting China. They want someone from there to be Canada's diplomat

00:16:42.660 to Beijing, when really they're more Beijing's diplomats to us. Now, I'll tell you when that

00:16:47.960 appointment is made, it hasn't been made yet, but the trend is not subtle. Here's what I'd ask you

00:16:53.580 to keep an eye on and what we'll be filing access to information requests about. Who was in the room

00:16:59.820 on September 4th on both sides? Whether General Yang went to Ottawa, whether the practical changes

00:17:07.340 in cooperation Beijing mentioned means what it meant in 2018, Chinese officers at our staff

00:17:13.200 colleges at our bases getting trained is that joint training coming back because that's precisely

00:17:19.640 where the china files i revealed a few years back showed this went last time and one thing the

00:17:25.860 overseas chinese press noted that nobody here has the last two pla generals who led china's

00:17:31.440 delegation to the same conference and met the american commander in 2023 and 2024 they have

00:17:37.140 since disappeared from public view apparently caught up in xi jinping's purge of his own

00:17:42.200 military. The wider purge is well documented. The Center for Strategic and International Studies

00:17:47.060 counts dozens of generals removed since 2022. The fates of those two specific men are reported

00:17:53.980 only by dissident outlets, so treat that as unconfirmed. But it tells you something about

00:17:58.580 the institution we've just opened a door to, doesn't it? I'll leave you with the simplest

00:18:03.060 version of this story to sum up. In 2019, our government hid its military cooperation with

00:18:09.900 China behind black ink. And I only found out because someone in the department used gray ink

00:18:15.080 by mistake. Well, in 2026, the same department reopened that cooperation plan and didn't write

00:18:21.940 it down at all. If there's nothing to hide, then why do we have to hear about it from Beijing?

00:19:28.040 So I think there's so many things that politicians are delighting that they don't have to talk about as they outdo each other with insults to Trump. 0.92

00:19:50.420 And I say all that because I look to the West, I look to British Columbia, and I see the economic disaster there.

00:19:57.440 And I think, boy, David Eby sure is lucky that he gets to run against Donald Trump as opposed to run against his record or run on his record.

00:20:07.040 I didn't realize until the Canadian Taxpayers Federation told me that, for example, they are proposing to expand their provincial sales tax to actually cover more things and take more from their own people.

00:20:34.940 You know, it's almost like, officer, sure, I was going 30 kilometers above the speed limit, but it's Donald Trump's fault.

00:20:47.000 And listen, there's grounds to genuinely criticize Trump.

00:20:51.680 But holy smokes are politicians getting away with a lot of things while they try and misdirect the public.

00:20:57.440 Tell me about this PST expansion in B.C.

00:21:00.880 Absolutely, Ezra.

00:21:01.840 And I think you hit the nail on the head.

00:21:03.400 It is a dumpster fire when it comes to BC's provincial finances right now.

00:21:09.420 On October 1st, BC Premier David Eby is planning to ram ahead a big provincial sales tax expansion.

00:21:19.340 He is expanding the PST to include a whole bunch of consumer goods,

00:21:23.980 things like cable television, landline telephones, and even knitting supplies.

00:21:29.360 but then this is where it's really going to hit people's pocketbooks he's also expanding it to a

00:21:35.680 range of professional services engineers architects security guards and accountants

00:21:42.260 are all now going to be hammered with the pst what that means is normal consumers shopping at a small

00:21:49.420 business that hires a bookkeeper or needs security because eb's failed time and time again on public

00:21:55.260 safety are now going to pass those extra costs on to BC families. And the costs are serious here,

00:22:02.540 Ezra. We're talking about $1.5 billion over the next three years. That's not pocket change. That's

00:22:10.500 a whole lot of money coming away from families and going to Victoria. Yeah. Wow. You know,

00:22:16.500 your point about security guards, that's a great point. So many neighborhoods that were once safe

00:22:21.740 And, you know, maybe people didn't even lock their doors at night.

00:22:25.060 And I see this in my own city that you have private patrol cars just driving around trying to deter crime.

00:22:34.200 I know that Vancouver, like Toronto, is a hotbed of stealing SUVs, taking them to the port and shipping them somewhere where, you know, international gangs sell them or use them.

00:22:46.900 Like the vehicle thefts are out of control.

00:22:49.560 Home invasions are out of control.

00:22:51.440 So when you say that security guards are now going to be covered by PST, it's not just like a mall cop or a Brinks truck.

00:22:58.600 I think that private security has proliferated so the government permits and abides a crime wave.

00:23:07.200 But then if you try and do something about it, they hit you with the PST.

00:23:11.060 I think that that's not just for big corporations anymore.

00:23:16.060 Security is something desperate normies care about.

00:23:19.280 Let me ask you about a Leger poll. Leger is one of the oldest Canadian pollsters, and we use them sometimes here at Rebel News. I find them fairly accurate and trustworthy enough to use them for sure. Tell me what Leger has said the mood in BC is about these taxes.

00:23:37.840 absolutely it's hard to find anything in the province that's less popular than david eby's

00:23:44.400 october 1st pst hike only 66 percent of british colombians pardon me only 15 percent of british

00:23:53.400 colombians want premier david eby to go ahead with this tax hike 66 percent that's two and three

00:24:00.780 say he should absolutely cancel it. And about 19% are unsure. When you take away the people

00:24:09.000 who don't have an opinion, 82% say David Eby should cancel this October 1st sales tax hike.

00:24:17.100 And it doesn't matter where in the province you ask, those numbers hold across regions.

00:24:22.780 It holds across genders and income levels. Women, people in rural regions, people in the cities, folks on the island, all oppose in overwhelming numbers this PST hike.

00:24:38.080 And what I found especially interesting is that seniors and folks with children are most likely to be opposing this tax hike.

00:24:46.800 And that makes sense when you think of the folks who are struggling to afford the basics right now. It's your grandparents, it's families with another baby on the way, wondering how they're going to make the mortgage payment or put even more food on the table. They're the ones sounding the alarm loudest about this tax hike.

00:25:06.260 You know, a year and a half ago, Mark Carney won an election that the polls had suggested for about two years was the conservatives for the taking. And I think in retrospect, there were three Ts that were in effect. Number one, Carney was not Trudeau. He was fighting against Trump, as we've just discussed. And finally, he took away the tax, the hated carbon tax.

00:25:33.940 I think each of those three reasons was very important for Carney to win, and that's how he closed the 20-point gap.

00:25:41.700 In other words, people were so angry with the carbon tax that even though Mark Carney had spent a decade promoting carbon taxes and net zero, he realized he had to swallow his pride on that.

00:25:56.620 Is that same sort of visceral hatred for the tax?

00:26:00.260 it used to be the carbon tax we were talking about but now it's the pst in bc is there that

00:26:13.180 colombians expressed i mean you're telling me the poll that shows me if you ask them they care but

00:26:19.680 are they running hot on this issue to begin with like is this something that if you were to talk

00:26:24.100 to an ordinary British Columbian, they would spontaneously mention. Yeah, this is absolutely

00:26:29.960 resonating in British Columbia right now, Ezra. And it's not just businesses like you were talking

00:26:35.900 about. I mean, I think about folks like my grandmother. Every night, she takes out her

00:26:41.240 knitting needles, works away on a sweater while watching the six o'clock news on TV.

00:26:46.560 Afterwards, she picks up her phone and chats with her friends across the province. Every one of those

00:26:52.300 activities is going to be slapped with this tax hike. The landline telephone that she phones her 0.98

00:26:58.480 friends with, the TV that she watches the six o'clock news on, are all going to be taxed. So

00:27:05.100 normal British Columbians, senior citizens, families, they're feeling, are getting ready to

00:27:11.800 feel the impacts of this tax hike. But we've also heard from charities and community organizations

00:27:17.700 that have had to hire private security because the situations on our streets in Vancouver have
