00:01:19.760 Tonight, Mark Carney announced a pipeline to the Pacific.
00:01:23.720 But it has no customers, no route, no price tag anyone agrees on, and no First Nations willing to say yes.

00:01:56.740 a million barrels of oil a day from Bruderheim, Alberta to Delta, BC. It'll be owned 50-50 by
00:02:04.040 the Ottawa and Alberta governments. Taxpayers are on the hook. Two governments. There is a private
00:02:10.480 partner called Pembina, the pipeline company. They took 10% and put it in writing that it
00:02:16.260 retains full discretion over its final investment decision and has no at-risk development capital.
00:02:24.840 That's their way of saying to shareholders, don't worry, we know this is a speculative
00:02:29.920 adventure.
00:02:31.280 In other words, the one company that knows how to build pipelines, it's keeping its wallet
00:02:36.620 in its pocket.
00:02:38.040 So what does it cost?
00:02:39.740 Well, the Associated Press says $25 to $31 billion.
00:02:43.920 Alberta's own estimate is $35 to $44 billion.

00:02:54.680 Well, nobody yet. The open season, which is the part where you ask producers to sign shipping
00:02:59.960 contracts, it's scheduled for the spring. Government officials admitted to reporters
00:03:04.160 that a fast track approval doesn't guarantee shippers or financing. The conditions for the
00:03:09.800 project won't even be written until September 1st, 2027. Even if everything does happen,
00:03:18.980 Maybe the first oil will be in 2032.
00:03:22.660 So let me say what it actually is.
00:03:25.320 It's not a pipeline.
00:03:26.600 There are no shovels in the ground.
00:03:28.620 This is a press release, or maybe even a campaign ad against the referendum.
00:03:33.980 Albertans vote on October 19th, a pipeline announcement on October 1st.
00:03:38.700 Mark Carney's been prime minister for a year and a half.
00:03:40.920 As Michelle Rempel-Garner of the Conservatives put it,
00:03:43.800 quote, two signing ceremonies, countless media stories,
00:03:47.220 and no pipelines built.
00:03:49.660 And finally, I'd like to give brief comment
00:03:51.840 on the potential pipeline announcement tomorrow.
00:03:54.920 A year and a half into Prime Minister Carney's tenure,
00:03:58.380 we've had two signing ceremonies,
00:04:00.600 countless media stories, and no pipelines built.
00:04:04.280 I'll be very honest.
00:04:05.900 We can't afford more of the same.
00:04:07.860 The country can't afford more of the same,
00:04:10.120 and my province can't afford more of the same.
00:04:12.840 So another promise without a clear plan will not help anybody.
00:04:17.620 Now, the obstacles, there are three, and the government is pretending none of them exists.

00:04:23.180 Ottawa consulted more than 130 Indigenous communities, so they say.
00:04:27.800 Most of them said they were not prepared to endorse the pipeline.
00:04:30.980 Legal challenges are a certainty.
00:04:34.100 The Coastal First Nations group, by the way, that's a lobby group. 0.83

00:04:41.080 They call the pipeline, quote, nothing more than a pipe dream, and they're going to fight it.

00:04:50.760 Remember, the Federal Court of Appeal killed Trans Mountain's approval back in 2018 over the duty to consult.
00:04:57.540 And just last year, a B.C. judge handed a First Nation Aboriginal title over land in Richmond, the city of Richmond.
00:05:05.520 It's right next door to Delta where this pipeline ends.
00:05:07.700 What do you think happens to a $40 billion project when a judge decides the terminal is sitting on someone else's land?
00:05:15.680 Put it another way, would you reach into your own wallet right now and risk your own money on this deal?
00:05:22.400 It's $40 billion. Would you put $40 into it? You think you'd get it back?
00:05:28.480 Oh, and the tanker ban, it's still the law. Bill C-48 has been the law since 2019.
00:05:33.480 The agreement between Carney and Premier Smith only promises an appropriate adjustment if needed.

00:05:49.240 The deal says that the pipeline and the Pathways Carbon Capture Scheme are, quote, mutually dependent.

00:06:00.380 In this regard, we'll build sustainably.
00:06:05.200 Canada, the government of Alberta, the Oil Sands Alliance will advance construction of the Pathways Project,
00:06:11.680 one of the largest carbon capture and storage projects in the world.
00:06:16.060 Pathways will use special absorption towers to capture CO2 emissions before they enter the atmosphere.
00:06:22.520 That CO2 will then be transported and permanently stored underground,
00:06:25.620 making Alberta oil among the world's lowest carbon intensity crude.
00:06:31.840 Said another way, Pathways will help reduce 16 million tons of emissions every year.
00:06:38.220 That's the equivalent of taking 90% of Alberta's cars off the road.
00:06:43.940 Pathways alone will create an additional 40,000 jobs and more than 16 billion in GDP.
00:06:50.220 And it will give Canada a new competitive advantage in the medium term.
00:06:55.620 leveraging Canadian expertise and create an entirely new industry of carbon capture right
00:07:01.360 here at home. Carbon capture is a made-up thing. It's a project the oil companies themselves
00:07:06.840 have priced at $16.5 billion. I've seen estimates up to $20 billion. It's to bury carbon dioxide
00:07:14.960 in the ground. On top of that, Alberta agreed to an industrial carbon price with a floor of $130
00:07:22.220 dollars a ton this is all made up by the way no other oil producing country does this to itself
00:07:29.620 not saudi arabia not russia not iran not venezuela not the united states not norway
00:07:34.840 here's the lie at the center of it it the claim that this is necessary for social license if we
00:07:41.940 don't pump hot air into the ground that's carbon dioxide that we won't be able to sell our oil
00:07:49.960 because buyers in Asia really care about carbon capture.
00:07:54.840 They don't.
00:07:56.460 China buys oil from Iran.
00:07:58.820 India buys oil from Russia.
00:08:01.160 Sudan sells oil through a war zone.
00:08:03.980 Do you think a refinery in Shandong
00:08:05.720 checks whether the barrel came with a carbon credit?

00:08:10.460 They don't care about sanctions even.

00:08:59.180 crisis on three dimensions. There's an immediate challenge of affordability and in some countries,
00:09:04.800 the very availability of hydrocarbons. There's a structural challenge of energy security
00:09:10.580 and the existential challenge of climate change.
00:09:14.480 And these challenges are forcing countries to think differently
00:09:17.440 about where their energy comes from and who they can rely on to supply it.
00:09:24.780 Global oil demand is around 100 million barrels a day.
00:09:28.820 Global oil supply is often now impacted by conflicts and it's becoming more volatile.
00:09:36.880 And while the precise path ahead is always uncertain,
00:09:39.400 oil demand will continue to be significant for decades to come.
00:09:44.160 Even under any plausible net-zero scenario, the IEA forecasts the world will still need
00:09:49.520 tens of millions of barrels of crude a day.
00:09:53.040 So the question is, who will emerge as the world's trusted suppliers?
00:09:59.440 It should be us.
00:10:01.440 It must be Canada.
00:10:03.900 Earlier this year, the head of the IEA said, and I quote,
00:10:07.400 Canada has a golden opportunity to become the low-cost, low-risk, low-carbon supplier that the world needs now.
00:10:17.720 Today, 90% of Alberta's oil goes to the U.S.
00:10:22.300 Pacific Link will materially reduce that dependence by allowing us to export an additional 1 million barrels a day to growing markets in Asia.
00:10:30.680 That means more customers, more choice, higher prices for all Canadian energy producers.
00:10:35.880 And it means greater long-term security of demand.
00:10:41.260 We estimate the Pacific Link will create 140,000 jobs across the country,
00:10:47.580 from the engineers who design it, the pipe fitters who lay it, the welders who connect it.
00:10:52.280 It will generate over $20 billion in GDP per year and over $100 billion in government revenue by 2060.
00:11:00.880 Revenue that will help build the infrastructure in the homes that Albertans and Canadians need,
00:11:05.200 protect the social programs that they rely on every day from health care to dental care and
00:11:10.080 child care. This is true nation building and it will take a nation to build it because today's
00:11:18.680 announcement is part of a series of initiatives. Pacific Link needs a route to the West Coast.
00:11:25.200 It needs a new port when it gets there. It needs new conservation measures consistent with the
00:11:30.420 higher maritime traffic it will create. And it needs new partnerships with First Nations to build
00:11:37.140 shared prosperity, as well as new investments in low emissions technologies to keep Athabasca
00:11:44.260 crude competitive over the long term. Canada has a once in a generation opportunity to become a
00:11:50.860 global energy superpower. And he's upset that 90% of Alberta's oil goes to the US. Yeah.
00:11:58.300 Um, why is it only a once in a generation opportunity?
00:12:02.920 I mean, why isn't it the opportunity every, every day?
00:12:07.300 What, what's special?
00:12:10.000 Well, the answer is for the last 10, 15 years, the liberals have been killing
00:12:14.800 everything, liberals and their friends in the environmental movement.
00:12:17.300 Um, a few years ago, there were three or four pipeline proposals, none of which
00:12:22.000 asked for any government money.
00:12:23.980 There was no need for a bailout or any government projects office.
00:12:29.300 The Northern Gateway Pipeline to Kitimat, BC, the Energy East Pipeline all the way to New
00:12:33.940 Brunswick, Keystone XL to the US, all three were killed by the liberals or by Barack Obama
00:12:40.380 and Joe Biden in the case of Keystone XL without a peep of objection from Canada.
00:12:45.160 There's nothing magic about this moment.
00:12:47.840 Carney isn't magic.
00:12:48.840 In fact, he was Trudeau's economic policy advisor when all these pipelines were killed.
00:12:53.700 by the time this slow motion plan moves forward, if it even does, I'm pretty sure America's
00:12:58.700 refineries will be full of Venezuelan oil. You snooze, you lose. Now, I like Premier Danielle
00:13:04.800 Smith, and she called it a significant victory for Alberta's and Canada's energy future.
00:13:12.540 Here, take a look. And this is a monumental day for our province and for our country.
00:13:18.100 It is also an important step towards our goal of securing the necessary approvals and conditions

00:16:52.780 phones. They are burning down their own schools. So high school in Nantes, the entrance all burned
00:16:59.600 out. And that's a chemistry teacher in Lille kicked in the back, chased down the street by masked men.
