00:01:59.940 seems to be the focal point of the Arrive, Can scandal.
00:02:08.260 Now, what is, if you haven't heard about Arrive, Can, and what it's all about,
00:02:14.580 it's the revelation last week from Auditor General Karen Hogan,
00:02:19.640 when she revealed that this app that was created during the COVID-19 pandemic,
00:02:28.120 supposedly to make it easier for people to get into or back into Canada
00:02:32.820 by providing proof of their double vaccination at the border to allow for speedy access.
00:02:41.920 It did none of those things.
00:02:43.440 It was a complete failure.
00:02:46.120 And we won't even get into the COVID-19 hotels.
00:02:49.440 Remember those where people had to spend like three days and nights
00:02:53.000 and they were barely fed and they missed work because of it?
00:02:58.960 It was a disaster.
00:03:01.060 So the Arrive, Can app didn't even work.
00:03:06.240 But what Auditor General Karen Hogan revealed last week,
00:03:09.180 and we'll get into GC Strategies here in a bit,
00:03:12.380 in terms of what exactly is involved and how they have been implicated,
00:03:18.880 not only in the Arrive, Can scam, but in garnering huge government contracts
00:03:26.900 since Justin Trudeau became prime minister.
00:03:30.200 And this is very important.
00:03:32.100 Auditor General Karen Hogan said last week that this COVID era app was managed so abysmally
00:03:40.100 that the cost overrun went from $80,000 to at least $60 million.
00:03:50.040 She can't say exactly how much because there was no bookkeeping.
00:03:55.320 They didn't keep evidence of who got the contracts when.
00:04:02.020 She can only say it's at least $59.5 to $60 million.
00:04:06.500 That's almost 1,000 times more than it was supposed to cost.
00:04:10.680 It's about 750 times as much as it was supposed to cost.
00:04:16.220 Now, in any other country, this would be called a scandal befitting the downfall,
00:04:23.200 the removal of the government, a vote of non-confidence.
00:04:27.560 And there's enough members in the House of Commons that are not sitting as liberals
00:04:32.100 that that could happen, except the NDP are in the pockets of the liberal government.
00:04:36.300 And so are the bloc members.
00:04:40.080 But here's what Hogan said.
00:04:42.140 And I'm not, I'm not, I won't overuse this expression, but Hogan is a hero.

00:04:51.120 Hogan is a hero for being perhaps the last member of the bureaucracy.
00:04:57.220 It has not been politicized by the Trudeau government.

00:05:04.000 Forget National Defense.
00:05:06.040 Forget the Canadian Security Intelligence Service being non-politicized or non-partisan or apolitical.

00:05:16.060 Hogan had the audacity and the honesty to call out the Trudeau government for massive dishonesty with this app.
00:05:29.800 The Canadian Border Service Agency's documentation, financial records, and controls were so poor
00:05:37.620 that we were unable to determine the precise cost of the arrive-can application.
00:05:44.760 Using the information that was available, we estimated the cost at approximately $59.5 million,
00:05:50.540 Hogan wrote in her report.
00:05:54.240 Now, this is absolutely shocking.
00:05:56.680 Is Canada a third world country where the government just dispenses money to its friends
00:06:03.600 and expects the public to just say, okay, go ahead.
00:06:08.320 We're not outraged.
00:06:09.660 Apparently, that's what it's come to.
00:06:12.800 Now, let's have a look at GC strategies.
00:06:15.500 Now, the numbers involved in this range from the two owner-managers, Christian Firth and Darren Anthony,
00:06:29.620 to as many as five or perhaps four people involved in the company.
00:06:34.600 No matter how many, whether it's two or five or four, it's a small company,
00:06:41.140 almost literally a mom-and-pop shop, working in their basement or living room.
00:06:47.780 But yet, since 2015, GC Strategies Incorporated has been awarded 140 contracts by the liberal government,
00:06:59.060 worth a total of $258 million.
00:07:02.840 $258 million for a company of that size.
00:07:13.900 Let's hear what Conservative leader, Pierre Pauly, have had to say about this today, Wednesday, February 21st.
00:07:24.780 On top of all of it, we have the ARRIVE scam.
00:07:27.100 The ARRIVE scam, where Justin Trudeau paid at least $60 million for an app that didn't work, that we didn't need,
00:07:36.620 and that could have been done for $80,000.
00:07:39.880 One company, GC Strategies, has had approximately a quarter million dollars of contracts, according to a LaPresse study.
00:07:51.500 A quarter million dollars of contracts for a five-person company that operates out of the basement of a cottage for IT services,
00:08:04.440 even though the company admits they don't do IT work.
00:08:09.880 Well, common sense conservatives are calling GC Strategies and its employees to testify under oath at a parliamentary committee.
00:08:16.920 They're refusing, and so we've put forward a motion to have them arrested and physically dragged into the room
00:08:25.180 to explain where our quarter billion dollars went.
00:08:28.860 Where's the funds?
00:08:31.480 Yesterday, liberal MPs started a filibuster, that's a talk-a-thon,
00:08:37.120 talking into the mic, running out the clock to prevent GC Strategies officials from being brought into committee.
00:08:43.620 What have you got to hide, Justin?
00:08:45.020 Justin, why won't you bring in these consultants to explain why you gave them a quarter of a billion tax dollars?
00:08:53.020 If you've got nothing to hide, get your MPs out of the way and let us bring them in here,
00:08:58.860 because we have single moms who are putting water in their kids' milk
00:09:02.840 because they cannot afford the cost of groceries,
00:09:07.440 who are now paying taxes so that you can stuff a quarter billion dollars into the pockets of this shady company.
00:09:18.440 Okay, so GC Strategies was a middleman.
00:09:22.760 They didn't know anything about IT.
00:09:24.820 So what were they doing involved in the Arrive Can app?
00:09:29.760 Clearly, nothing more than collecting money as a middleman.
00:09:35.060 You hire somebody to hire somebody.
00:09:38.320 Is that any way to spend taxpayer money?
00:09:40.740 Well, obviously no, but that's what the Trudeau government is very good at,
00:09:44.260 wasting your money, wasting your taxpayer dollars in this fashion.
00:09:48.660 Now, yes, we need a full investigation into this.
00:09:54.620 And Pierre Polyev alluded to what's going on right now in the Public Accounts Committee
00:10:02.860 and the Government Operations Committee.
00:10:05.720 There is a move on to bring the directors,
00:10:11.740 the owners of this GC Strategies Incorporated 2 Committee
00:10:17.660 to explain what they did to earn $20 million in the creation of the Arrive Can app.
00:10:27.300 And what did they do to get $258 million in government contracts?
00:10:33.420 I think we need to know that.
00:10:35.480 I think taxpayers deserve that much from this corrupt liberal government.
00:10:42.400 Now, this is enraging me.
00:10:43.700 I think you can see that.
00:10:45.320 It's not just the fact we spent $60 million on Arrive Can and got nothing
00:10:51.180 except more authoritarian measures from a liberal government.
00:10:56.440 It's not just that we spent $258 million on GC Strategies for work that we have no idea

00:11:10.600 It's the fact that Trudeau, Justin Trudeau, again, is running for cover when you ask him
00:11:17.200 these questions.
00:11:18.000 And he insists this was all done for the safety of the public.
00:11:22.880 We had your best interests in mind.
00:11:26.000 When this came up in question period last week, Trudeau answered those questions in the same
00:11:33.200 way every time.
00:11:34.760 Yeah, there is something wrong here, all right.

00:11:41.380 I'm not responsible for this mess.
00:11:44.840 I'm not accountable to anybody.
00:11:47.220 Here, ask my government house leader, Steve McKinnon, about this, please, because I think I'll leave.

00:12:01.440 That's Justin Trudeau's attitude every time.
00:12:04.580 And he expects us to just say, hey, yeah, you guys were trying to look out for us.
00:12:09.140 I guess you wasted some money.
00:12:11.040 It's the corruption that bothers me the most.
00:12:13.400 It's the third world mentality that bothers me the most, that this is somehow acceptable.
00:12:20.360 This is an acceptable way for a democratic government to run its course, to do business.

00:12:27.620 And this is not an acceptable way for a prime minister of Canada to behave, to be so negligent and so reluctant to absorb any responsibility for this mess that he was responsible for.
00:12:46.900 His attitudes towards the pandemic, his authoritarian attitudes to lock down and to punish Canadians, to force Canadians to get that vaccine.
00:12:55.360 That is what is so enraging about this.
00:12:58.280 And then to pretend there's no problem here.

00:13:01.960 They want to bring these people, they have to bring them there against their will if they don't agree to go.

00:13:25.040 Although, as Pierre Pauly have explained, the liberals on the committee are engaged in a little bit of filibustering.
00:13:35.020 They're engaged in a little bit of distraction.
00:13:38.260 They don't want to be counted.
00:13:40.220 They don't want their votes to be counted.
00:13:41.920 They don't really want to facilitate this process because they don't want to know the truth.
00:13:50.020 The truth is probably very damning for the Trudeau government.

00:13:58.280 Let's hear what happened yesterday when Member of Parliament Michael Barrett and former Conservative leader Andrew Scheer teamed up for a news conference to explain what they want to do.

00:14:17.200 I'm here with my colleague Andrew Scheer as the Government Operations Committee is set to meet this afternoon where Common Sense Conservatives will put forward a motion summoning the principles of GC Strategies to appear before the Government Operations Committee.
00:14:36.180 GC Strategies, of course, is the two-person firm who worked on Justin Trudeau's $60 million arrive scam scandal.
00:14:45.900 But this app had this $20 million contract where this company did no actual IT work.
00:14:54.060 And they have now twice refused to appear, having been summoned by committee.
00:15:00.160 And the effect of today's motion will be to use the full power of the House of Commons to have these individuals appear before committee.
00:15:11.460 It's incredibly important when we have this report from the Auditor General that revealed that this $60 million scandal with this app that wrongly imprisoned,
00:15:24.140 10,000 Canadians wrongly quarantined them, didn't have proper management oversight and no cost controls.
00:15:31.960 And, of course, revealed that the app cost many millions more than the government had first disclosed.
00:15:39.120 So today's motion is critical and it's going to be a real test of the NDP-Liberal Coalition because we're going to find out if the NDP are prepared to provide the accountability and answers that Canadians deserve in Justin Trudeau's latest scandal.
00:15:58.420 And this is the minimum that they can do.
00:16:02.340 We understand that they've been in the practice of helping Justin Trudeau cover up his scandals.
00:16:08.720 But in this case, Canadians deserve answers and accountability.
00:16:12.280 And that's what our motion is calling for today.
00:16:16.220 I'm just wondering if you can talk about, as a former speaker, how rare is it that you would see the sergeant-at-arms hauling somebody before a committee?
00:16:24.640 Well, it is very rare.
00:16:26.020 And it's unfortunate that it's come to this point.
00:16:29.160 But it's essential that we use this tool if these individuals continue to ignore.
00:16:33.900 So we're going to summon them again.
00:16:36.620 And this time, though, there will be the understanding that if they ignore this summons, that there will be consequences.
00:16:43.460 There is a recent precedent.
00:16:45.100 Speaker Milliken did issue a subpoena to compel testimony from a witness.
00:16:50.600 And law enforcement agencies cooperated with that.
00:16:53.780 Yes, it's rare.
00:16:55.780 But we're talking about at least $60 million of taxpayers' money that the government used the pandemic as an excuse to ignore the rules.
00:17:03.880 We just heard from the committee today that decisions were made to relax rules and to relax requirements for things like testing updates to the app,
00:17:14.880 to forego the usual bidding process.
00:17:18.820 We have to make sure that Canadians understand what happened during the pandemic, not just with their money, but their lives as well,
00:17:25.180 with many of them being forced to quarantine for no reason.
00:17:28.000 We heard today that at least 10,000 people were wrongly given quarantine orders because of a glitch in the app.
00:17:34.100 I mean, we're talking about 10,000 people who had to quarantine at their own expense, many of whom would have missed shifts at work or missed important life events.
00:17:42.220 And that's unacceptable.
00:17:43.480 So the fact that these two individuals have already ignored previous requests is not just unfortunate, but it's a sign of grave disrespect to Canadian taxpayers.
00:17:53.160 And now it's up to the Liberals and NDP to vote with us to ensure that Canadians find the truth.
00:18:01.580 Okay, so the quarantine that Andrew Scheer is talking about is the COVID hotel that existed at key airports across Canada,
00:18:12.960 where people were quarantined because they were deemed to be unsafe to be let loose.
00:18:17.680 It was all so unnecessary.
00:18:21.440 And just as now we're beginning to discover how unnecessary the double vaccine was, how it didn't protect people from getting COVID,
00:18:31.100 how all of this was an excuse for an authoritarian lockdown.
00:18:35.140 We need to find out more about this.
00:18:38.820 How much corruption is it going to take until this NDP support for the Trudeau government cracks?

00:18:48.440 And it's time if there's anybody in that NDP party sitting in the House of Commons that has any principle left, they need to say so now.
