00:06:31.000Even if you were to do so, the reality is that when people are independent in Congress, they very rarely vote independent.
00:06:36.000So right now, there are two members of the United States Senate who are registered independents.
00:06:40.000One of them is Bernie Sanders, who of course is basically a de facto leader of the Democratic party.
00:06:45.000And votes with the Democrats 91% of the time.
00:06:48.000And Angus King in Maine, a registered independent who votes with the Democrats and caucuses with the Democrats and votes Democrat 95% of the time.
00:06:55.000So, realistically speaking, these independents are very rarely independents.
00:07:01.000We have yet to see a truly independent voice rise in Congress.
00:07:05.000It used to be, by the way, that the parties were less monolithic.
00:07:07.000And so you would have a sort of independent block in Congress of moderate Republicans and moderate Democrats, sort of left wing Republicans and blue dog Democrats, and they would get together and moderate a lot of these bills.
00:07:20.000And so, what you've seen is that both parties have become significantly more monolithic.
00:07:25.000So, the crossover between the parties has gone away in large part.
00:07:28.000I understand why McConaughey is saying what he's saying.
00:07:30.000Systematically, it doesn't tend to work that way.
00:07:33.000He says that independents could do this with five to 10 seats.
00:07:36.000No, they would probably need 20 in order for this to work in Congress.
00:07:41.000And also, getting people to vote in local congressional elections against the congressperson that they like or the insurgent candidate across the country.
