00:00:00.000 Hello and welcome once again to The Blueprint. This is Canada's Conservative Podcast. I'm your
00:00:07.480 host, Jamie Schmael, Member of Parliament for Halliburton-Caworthal Lakes, with new content for
00:00:11.260 you every single Tuesday, 1.30 p.m. Eastern Time. Don't forget to like, comment, subscribe, and
00:00:16.320 share this program. On today's show, we are talking about everybody's favourite government
00:00:21.580 departments, the Canada Revenue Agency. To talk about this and so much more, we bring on the one
00:00:27.420 and only, Member of Parliament for Calgary East, also the critic for Revenue Canada,
00:00:31.740 Jasraz Howland. Thanks for coming on the show. Jamie, thanks for having me on again.
00:00:35.680 I love having you on the show. Hope you had a good summer. We did. It went by too fast.
00:00:38.860 Way too fast. Yeah, it's remarkable. I remember June.
00:00:43.340 I think there was July, and next thing I know, September's rolling around.
00:00:46.860 That's right, yeah. Yeah, it's unbelievable how that goes
00:00:50.620 so fast. Leaves are changing.
00:00:53.260 I know people like fall. I know people like the Christmas of the air and all that.
00:00:59.140 But man, it's depressing for me. I'm a shorts and sandals guy.
00:01:03.940 Well, you got big calves.
00:01:05.020 Yeah, something like that.
00:01:08.080 All right. Revenue critic, congratulations on your new role.
00:01:10.880 Thanks.
00:01:11.180 I think this is fantastic for you because you know the finance side and now you're going on the revenue side.
00:01:16.980 Absolutely.
00:01:17.340 The collection agency of government.
00:01:19.780 And my goodness, you have your work cut out for you because this is an agency that's had problems for quite a number of years.
00:01:27.520 And just by the volume of work in, say, my constituency office or yours or many others, Canada Revenue Agency seems to be a department that constituents are having to reach out to their members of parliament for help with, in my opinion, just in my office.
00:01:46.900 I think you're right. After, you know, in our offices across the country, I think immigration is the number one thing that people contact us for in almost all ridings.
00:01:56.640 The number two is between CRA and Service Canada. And those are very, very specific issues that they end up having.
00:02:04.600 And some of them are very complicated. And, you know, just from the volume of CRA cases that we're seeing increase in our own offices, it's a disaster.
00:02:15.180 So it matches with what people are saying, but also the numbers that came out in the Auditor General's report.
00:02:22.520 So this was an Auditor General's report about a year or so ago, give or take, and basically showed some issues with the CRA and where they could improve, I think, was the main one.
00:02:36.180 So I think the stat that jumps out at me is this one here, that only 17% of the time, the Auditor General called the CRA asking questions that the right answer was given.
00:02:50.120 That's, I think, an area we could see improvement on very, very easily.
00:02:56.720 Definitely.
00:02:57.140 Hopefully.
00:02:57.480 Yeah, you know, it falls in line with the track record of this government being, you know, the incompetence in this liberal government carries off on to the rest of the departments.
00:03:08.640 And we're seeing that with the number 17% is an absolute collapse in service standards.
00:03:15.060 If any private company had those kind of numbers, there would be a lot of people being fired.
00:03:20.560 But more importantly, I think that the company would not last if that's the kind of advice that they're trying to give to people.
00:03:27.480 The biggest problem with that is people will take the CRA's word as it is.
00:03:33.560 They are still the ones that are responsible once they follow that advice.
00:03:37.380 If they file their papers wrong, it still falls on them.
00:03:40.540 That's right.
00:03:41.160 And so they will be, you know, CRA, the way it works is that Canadians are expected to pay their taxes on time.
00:03:48.120 And if they don't, CRA comes after them.
00:03:50.780 Now, if the CRA is giving them the wrong information and they're following that advice and filing their papers wrong, they're going to get the CRA after them by the CRA's advice.
00:04:03.660 And then they'll be fine on top of that.
00:04:05.560 Yeah, you'll get interest.
00:04:06.660 That's right.
00:04:07.220 And then it accumulates interest as they wait for a decision sometimes.
00:04:11.360 And sometimes that decision can be a year to three years long.
00:04:15.260 And so that's accumulated interest for something that they had asked the CRA in the first place.
00:04:20.380 So this is the kind of incompetency that we're seeing from the government, who in February of this year was claiming victory that they fixed it.
00:04:29.420 They said they had a 100-day plan after the Auditor General's report, and then they said they fixed it all.
00:04:34.640 But then a few months after that, the taxpayer ombudsman is now opening up two separate investigations, saying that things, because of the amount of complaints that went up.
00:04:46.040 Yeah. Well, let's hear from the Auditor General herself.
00:04:48.820 Cue up cut one and play cut one.
00:04:50.380 Auditors from my office placed calls to contact centers and asked general or non-account-specific questions.
00:04:57.740 We found that agents' responses to individual tax questions were accurate only 17% of the time,
00:05:06.520 and business tax or benefit questions were accurate just only half of the time.
00:05:14.980 To test the accuracy of agents' responses to account-specific questions,
00:05:19.680 we reviewed a sample of recorded conversations.
00:05:23.820 We found that the accuracy was much higher
00:05:26.640 when questions pertain to specific accounts.
00:05:30.220 Okay, so that gives you some relief
00:05:31.780 that when the full portfolio,
00:05:33.400 the full pictures ahead of the agent,
00:05:35.720 that the likelihood of getting the right answer goes up.
00:05:39.540 But at the same time, to your earlier point,
00:05:42.540 when you were asking questions,
00:05:43.820 you're obviously got to the point
00:05:45.140 where you can't go any further
00:05:46.420 when you're trying to do your taxes
00:05:47.700 or a question about whatever the CRA administers,
00:05:51.000 that you want to have that answer as correct as possible,
00:05:55.180 as often as possible, not 17% of the time.
00:05:57.760 That's right.
00:05:58.340 That and on top of that, just, you know,
00:06:00.540 when you're running a small business,
00:06:02.120 I've ran a small business before,
00:06:04.200 having accurate information coming from CRA
00:06:06.320 is very, very important
00:06:07.820 because sometimes when people are looking
00:06:09.680 to do different things in their business,
00:06:11.400 they'll ask CRA about, you know,
00:06:13.780 we're going to be changing this model of our business
00:06:15.800 or we're going to be doing other things or exploring other things to do.
00:06:20.740 Sometimes you need that information to even move forward.
00:06:23.620 But the people who are getting hounded by the CRA for problems that, you know,
00:06:28.140 the CRA themselves have created, that makes it even worse.
00:06:31.580 Whether you're an individual, seniors I feel really bad for,
00:06:35.020 those are the ones that really come into our offices with their hands up in the air. 0.80
00:06:39.360 People who apply for disability tax credits, their hands go up in the air.
00:06:43.500 These are the people that end up getting affected. And then there's businesses and charities who it just seems like there's always just a, you know, an onslaught of the CRA just nonstop hounding them.
00:06:56.240 At the end of the day, this costs money. It costs time for people.
00:07:00.540 And the amount of stress that the CRA causes, all because the liberals have created so much incompetency all across, uncertainty everywhere.
00:07:08.660 to the fact that there's so many more CRA agents now, but the service standards have gone down.
00:07:16.120 Like Canadians pay their taxes, rightfully so.
00:07:19.120 They expect services for those taxes and accurate information,
00:07:23.080 which under the Liberals, the CRA has collapsed when it comes to giving that kind of information.
00:07:28.040 And that's the kind of thing that I think really wears on people.
00:07:31.700 They're working hard.
00:07:33.600 Times are tough right now.
00:07:35.200 A lot of people are struggling to get by.
00:07:37.420 Things are going up.
00:07:38.300 food bank uses, you don't know. So when you pay those, you work hard for your money, you pay the
00:07:42.400 taxes that you're supposed to pay or being asked or in some cases demanded of, and then you aren't
00:07:48.560 getting that equal service that you feel should be provided to you by a government agency. I think
00:07:56.860 that kind of wears on people, right? It'd be like paying your taxes, your property taxes, and your
00:08:00.840 garbage just never gets picked up. You would start to come to the end of your rope at some point.
00:08:05.120 And that's just it. Look, under the Liberals now, more than 50% of Canadians are about one
00:08:10.700 paycheck away from going totally insolvent or bankrupt. Now imagine there is an error done by
00:08:16.400 the CRA and there's delays and then they get hit after a year or two by the CRA after an
00:08:24.460 investigation is done by some fines and interest that doesn't make any sense. That person is going
00:08:32.700 to be in a very, very tough spot, even tougher than what they already are in. As you said,
00:08:38.020 food bank usage is going up. There's more and more insolvencies. There's people,
00:08:42.200 more and more delinquencies in mortgages and in credit card payments, all because the liberal
00:08:46.700 cost of living is just out of control. And then it's matched with this incompetent,
00:08:51.940 you know, the incompetency in the government that they don't know how to run the departments
00:08:56.220 properly. You can look at any department across the board. They're all running inefficient right
00:09:02.240 now. And they've blown up the public sector. I believe it's something like to where we're
00:09:08.520 spending about $22 billion on just public sector. And that's gone up a whole lot, but the services
00:09:15.160 are not there that Canadians deserve. Absolutely. I think that is the main point I think we need to 0.99
00:09:21.500 take away from this, right? We're spending more on the public service, but results are going down.
00:09:27.320 And that's, I think, value for money.
00:09:30.300 We need to look at that, find the efficiencies, but also figure out where roadblocks are.
00:09:34.920 Is it a training issue?
00:09:36.080 Is it, you know, what is the issue that is causing the governments, the agencies to have
00:09:42.880 problems giving out the correct information or being accessible?
00:09:47.340 That's what I find is another problem, being accessible to the public.
00:09:50.600 Everyone hates waiting and waiting on the hold or dealing with whatever AI chatbot is answering the phone.
00:09:59.200 I think that ticks people off, too.
00:10:00.720 It does.
00:10:01.340 And, you know, we saw that during different times ever since I've been elected, where there will be a single mom that has to wait sometimes hours on the phone.
00:10:10.300 And she'll be trying to take care of two kids, trying to get a CRA issue sorted out that wasn't her problem in the first place.
00:10:16.580 It was an inaccuracy or inefficiency that happened from the CRA.
00:10:20.600 But she's getting stuck with not just being on the phone while she's trying to take care of her kids, but also with the bill at the end of the day, which is very unfair.
00:10:30.960 It almost feels like, you know, Canadians are definitely not getting what they're paying for in their taxes and services from the government.
00:10:37.060 But they are, it's like almost like an attack over and over again.
00:10:41.000 You know, Justin Trudeau, and this goes to the liberal thinking when he said that, you know, business owners are tax cheats.
00:10:46.740 Yes.
00:10:46.940 You know, and so that's how it feels like the Liberals are treating Canadians the same way, whether you're a charity, a faith-based charity, whether you're a business or you're a senior.
00:10:57.580 This is what everyday Canadians are feeling from this incompetent Liberal government.
00:11:01.600 Yeah, life is busy enough.
00:11:02.680 You don't need to be sitting on hold for hours and hours.
00:11:06.260 Then you have business people trying to do what they do best, right?
00:11:08.840 Like, especially if you're a small business, you're fighting against competition from the big ones.
00:11:13.460 Plus, you have government coming down on you.
00:11:16.000 like you don't have a lot of time to deal with this. And the stress is just unnecessary. There's
00:11:23.880 ways I think the government can be more efficient. We have a few graphics here that we should,
00:11:27.380 I don't know if you want to respond to this, but that's what you're talking about earlier.
00:11:31.320 Fixing up the issues with CRA, that's come and gone. Look at the date. We highlighted that for
00:11:36.920 you, 2025, 100 days, long past not fixing it. And then of course, the tax code. I think
00:11:42.780 even accountants are frustrated that taxes are so complicated. That's right. So, you know,
00:11:47.960 I'll just say that under Pierre Polyev, we have a plan. We want to make our taxes or Canadians 1.00
00:11:54.820 taxes lower, simpler, and fair. We are going to change. We are going to, you know, take the bold 1.00
00:12:00.580 step of creating a task force for taxes all by themselves, whether it's, you know, corporate tax,
00:12:07.860 business tax, individual tax. We're going to make it, like I said, simpler, fair,
00:12:13.860 and we're going to make sure that we end lower. That's going to help not just make things a little
00:12:20.360 bit more efficient, but also it'll make it less expensive for businesses, for families,
00:12:27.100 and that's what they deserve. Under the Liberals now, look at a family's household taxes can take 0.62
00:12:33.700 up almost 50% or even more of their paycheck for the year. That is ridiculous that there's been
00:12:41.040 more spent on taxes than there are on food, clothing, and shelter combined. And that's what
00:12:47.380 the Liberal track record is. So we want to reverse that. That's what we would do. We would actually
00:12:52.540 have a plan, not like this fake 100-day plan that the Liberals obviously failed at. That's why the
00:12:59.500 a taxpayer ombudsman has more complaints now and launched two of their own investigations
00:13:04.940 based on the 100-day plan that failed by the Liberals. We will actually get it done. We will
00:13:10.060 have a task force ready to go whenever Pierre Polyev becomes Prime Minister. Absolutely. We
00:13:15.140 can't wait for that day soon enough. But even, you know, accountants are frustrated. Tax forms
00:13:19.740 used to be fairly simple. And over the decades, it's just gotten worse and worse and worse. And
00:13:25.460 And so when an individual is trying to navigate all this, it's important that you get the correct information when you have to call CRA more than 18% of the time.
00:13:35.000 Correct.
00:13:35.360 Yeah.
00:13:35.760 All right, Jazz, as you know, the guests always get the last word.
00:13:39.080 Unfortunately, we are at a time.
00:13:40.600 The floor is yours.
00:13:42.020 Look, we are fighting for Canadians.
00:13:44.960 We want that same life back that we all once knew, the Canadian dream.
00:13:50.540 The Canadian dream was such a great thing where people used to move here because of it.
00:13:54.520 they would hear about it all the time, where, you know, in this country, you would be able to get
00:13:59.100 by on one salary, you could run a good household. But even back then, you could work hard, and you
00:14:07.440 would make something out of it. You could get a good home, you could be getting groceries that
00:14:12.620 were affordable, fill up your tank that was affordable, and live in safe neighborhoods.
00:14:18.760 But under the Liberals, all of that's gone now, people are working harder and harder,
00:14:22.720 the Liberals are taking more and more, and Canadians are just not seeing those results
00:14:27.660 anymore. And we can see that with the food bank usage going up almost 100% in just the last
00:14:33.560 five or six years. So under Pierre Pauly, under a Conservative government, we would reverse all
00:14:39.260 that. We want to bring safe streets back, an affordable living, a safe living, and bring
00:14:44.500 back that Canadian dream because we are proud under our flag, and we want to become strong
00:14:50.320 and independent abroad.
00:14:51.720 And that's what we'll do
00:14:52.460 under a conservative government.
00:14:53.840 Jazz, I love having you on the show.
00:14:55.260 Thank you so much.
00:14:56.140 And I know you're going to rock this new portfolio.
00:14:58.120 Thanks, appreciate it.
00:14:59.080 And your knowledge of the field
00:14:59.940 is going to be an immense asset for us here.
00:15:02.740 So thanks, Jazz, for coming on the show.
00:15:04.600 Thank you for your time as well.
00:15:06.220 Don't forget, we'll have new content for you
00:15:07.780 every single Tuesday, 1.30 p.m. Eastern time.
00:15:10.500 So don't forget to like, comment, subscribe,
00:15:12.120 and share this program.
00:15:13.680 Until next week, remember,
00:15:14.740 low taxes, less governments, more freedom.
00:15:16.980 That's the blueprint.
00:15:20.320 Thank you.
