00:25:21.000 As the nonpartisan Cook Political Report, some breaking news here, just today shifted three more Senate ratings.

00:25:30.000 The highlight, Kansas, which now moves from lean Republican to toss up.
00:25:37.000 You can also see that New Hampshire goes from toss up to lean Democrat.
00:25:41.000 North Carolina from lean to likely Democrat.
00:25:45.000 And you even see South Carolina is in a likely.
00:25:48.000 It's not even a lockup.
00:25:50.000 And I think it was Nebraska.
00:25:51.000 I mean, so obviously, if you look at the polling, Mark, Republicans, this is not a great cycle based on the polling.
00:25:58.000 But then people are saying, hey, look at the early returns.
00:26:01.000 And you had a tweet that I actually.
00:26:03.000 Sent around to a bunch of people yesterday.
00:26:05.000 And if you could throw it up, it is 145.
00:26:08.000 You said, you said, um, voting behavior is the one picture of my cat.
00:26:15.000 No, okay, you quote tweeted yourself voting behavior is changing and it's misleading to compare this election to any recent one pre or post pandemic.
00:26:23.000 Early and male voting paint a completely new storyline this time.
00:26:28.000 What do you mean there, Mark?
00:26:29.000 Well, just parenthetically, stop looking at the public polls.
00:26:32.000 I tell everybody this, particularly people who are skeptical about them, don't pay attention to them, they're not very good.
00:26:37.000 The real problem for Republicans in the House is the private polling is very bad.
00:26:41.000 The Cook Political Report, you showed that they moved from Senate races.
00:26:44.000 Today, they moved 18 House races, all in a Democratic direction.
00:26:48.000 And the Cook Political Report doesn't rely on public polls.
00:26:51.000 They talk to the campaigns, as I do.
00:26:54.000 That's a much better way to understand what's going on.
00:26:56.000 I think the House situation continues to be dire.
00:26:59.000 The Democratic situation, the Senate situation has improved in the last few weeks for Republicans.
00:27:04.000 The early votes, COVID was a thing that has impacted the early vote.
00:27:11.000 The president's failure until recently and not consistently to urge Republicans to vote by mail and in person early.
00:27:18.000 It's not clear that there's going to be a trend or a pattern that you can read from 2022, 2024 that's going to inform the numbers here.
00:27:26.000 Remember, early votes don't count for more.
00:27:29.000 There's reasons campaigns like to bank them, but they don't count for more.
00:27:32.000 And somebody who's going to vote, no matter what, regular voter, it doesn't matter if they vote early.
00:27:37.000 And the culture within both parties now is such that you may see.
00:27:41.000 Republicans doing better than two years ago or four years ago in the early vote.
00:27:45.000 It doesn't, I wouldn't read too much into it.
00:27:48.000 It's not impossible that it could be meaningful, but there's no way to know because of the lack of historical continuity here on this issue.
00:27:54.000 Yeah, I mean, I will tell you, Charlie was a big part of changing the culture around voting.
00:27:59.000 Vote early.

00:28:00.000 Our movement's too big to be jammed in one day.
00:28:02.000 What if you get a flat tire?
00:28:04.000 What if there's a snowstorm?
00:28:06.000 So, Charlie was part of changing the culture.
00:28:08.000 So, we don't know that we can rely on as much election day vote as we could in the past.

00:28:18.000 And then again, you've got the leader of the party without Charlie, the president.
00:28:22.000 Some days he says, everybody vote early and everybody vote by mail and let's bank those votes.
00:28:27.000 And then other days he says, it's all corrupt.

00:28:30.000 So the app, I do believe, and I think this is one of the, along with the financial advantage and the fact that red states in the end could just red.
00:28:40.000 And that could save a lot of these House and Senate seats narrowly, but still save them.
00:28:44.000 I think the other thing is Republicans, because of the legacy of what you guys have done, some of the other folks, some of the stuff Elon's done.
00:28:51.000 Republicans seem to have a much better turn out the vote, get out the vote operation, ballot chasing to make sure people hand them in.
00:29:00.000 And that could be the difference in some races if they're close.
00:29:03.000 Well, I mean, I will tell you, Katie Hobbs came out with a new internal poll yesterday.
00:29:08.000 She's up just four now.
00:29:10.000 So the lead is shrinking.
00:29:12.000 People are calling it a collapse for her.
00:29:14.000 Biggs undecided is breaking for Biggs two to one.
00:29:17.000 And we've got 25% larger army on the ground here in Arizona than we did even in 2024.
00:29:23.000 We feel very confident we can chase three to five points there of low props.
00:29:27.000 Yeah.
00:29:27.000 So anything can happen.
00:29:29.000 For example, in Arizona, it's all about turnout.
00:29:31.000 All right.
00:29:32.000 Mark, you said that in some ways, Republicans are feeling a little bit more bullish about the Senate.
00:29:38.000 The House may be in a worse spot, but the Senate is, we're feeling better about it.
00:29:42.000 Okay.
00:29:44.000 It could be one of these weird maps where you get, you know, a New Hampshire pickup, you get the main holds.
00:29:50.000 You never know what's going to happen in Minnesota.
00:29:52.000 That could just be an outlier because of all the fraud and all the terrible stories that are coming out of Minnesota.
00:29:58.000 I was in DC recently, and there, I will tell you, you have all these meetings, you talk to these people, and you kind of find out what they really believe.
00:30:04.000 And there's a lot of energy behind Michigan.
00:30:08.000 There's a lot of people saying, hey, go get involved in Michigan, go get involved in Michigan.
00:30:10.000 We think we can upset there.
00:30:12.000 I'm not convinced, but that debate last night, I actually thought Mike Rogers comported himself well and prosecuted the case against Al Sayed pretty effectively.
00:30:20.000 Even CNN had some great clips.
00:30:22.000 What's your read on the Senate?
00:30:25.000 I think there's going to be at least six races that are going to be toss ups until Election Day, no matter what the public polling says.
00:30:31.000 There's just too much uncertainty because of, as you suggested, in characterizing a few of the states, just the cross cutting, both within individual states and between states, of cross cutting trends and dynamics.
00:30:45.000 You got to hold up the possibility there's a blue tsunami of some size.
00:30:50.000 And if that's the case, these other factors we talked about the money, the ads, the debates, the turnout operations, it's not going to matter.
00:30:59.000 Most of the Republican seats will be washed away.
00:31:02.000 And that could be up to eight seats, honestly, maybe nine.
00:31:06.000 If it's not a blue tsunami, in other words, if the conditions are such that Republicans can survive, even in the face of a strong Democratic year, then I think places like Texas, Iowa, Nebraska, Kansas, and Ohio, those all may be salvageable.
00:31:29.000 Ohio, even?
00:31:32.000 Ohio is the toughest one right now because some people think it's gone for the Republicans.
00:31:36.000 And other people think there's been improvement lately.
00:31:38.000 The governor's race is a problem for Republicans, and that obviously has an impact.
00:31:42.000 But I'd say Ohio and Kansas right now, besides North Carolina, are the two most endangered.
00:31:49.000 But my point is the red states may just sort of reassert their redness if Republican candidates can close strong.
00:31:56.000 And in most of these races, besides Georgia and North Carolina, Republicans have good candidates, Texas as well, problem.
00:32:05.000 So today I would say I've gone down from about 75% chance Democrats take the majority in that Senate to about 60%.
00:32:14.000 But it's going to be very difficult because of all these races that are going to go into election day.
00:32:18.000 It's not clear who's the front runner.
00:32:20.000 Okay.
00:32:21.000 So that's, I think, a fair assessment.
00:32:24.000 60% odds of taking.
00:32:25.000 Okay.
00:32:27.000 I think that's very interesting.
00:32:29.000 Okay.
00:32:29.000 So, Michigan, let's go into the debate last night.
00:32:31.000 Did you watch it?
00:32:32.000 What was your reaction to it?
00:32:34.000 And how do you see that particular race playing out?
00:32:39.000 It's really just about whether Al Said can get the percentage of the black vote in Wayne County that he needs.
00:32:44.000 That's really it.
00:32:45.000 If he does, he'll win.
00:32:46.000 If he doesn't, he won't.
00:32:47.000 And the Rogers campaign is really doing a good job of taking advantage of the asymmetrical edges that he has, including the vulnerabilities in the Democratic candidate.
00:32:58.000 But it's still a Democratic state in a blue year.
00:33:02.000 And it's still the case that, you know, although some Democrats, including a group of Democrats for Rogers, are just not willing to accept this guy as their nominee, other Democrats like Barack Obama rally around him.
00:33:16.000 There's lots of stuff that happened in the debate.
00:33:18.000 I want to point out one thing, which I think.
00:33:19.000 Shows you why El Sad has an advantage.
00:33:21.000 And this is the topic of my monologue on Next Up on the episode that's out now.
00:33:27.000 The press bias in the last month of the campaign is a real challenge for Republicans because they're fighting two on one.
00:33:33.000 The debate last night, you know, there were lots of things that happened, but one thing that happened was El Sad was asked something he'd been asked in the previous few days Who's a bigger threat to America's national security, Israel or Iran?
00:33:47.000 10 years ago, if you were asked that question in a debate, no matter what party you were in or what state you wanted to represent, If you didn't instantly say Iran, it would be the gaff of the century and you'd lose the race.
00:33:58.000 El Sad said, I'm not going to answer that.
00:34:00.000 It's a hypothetical.
00:34:01.000 And then he mostly proceeded to trash Israel.
00:34:04.000 My point is go read the coverage in the national media, go read the coverage in Michigan.
00:34:09.000 People aren't highlighting that moment.
00:34:13.000 And it should be disqualifying.
00:34:15.000 It should be, although it's clear from the reaction that the public mood is such that it's not disqualifying.
00:34:22.000 But it's a matter of qualifications to be United States senator.
00:34:25.000 If you really can't answer the question of Israel, our strongest ally in the Middle East, is more or less of a national security threat than Iran, I find that disqualifying.
00:34:33.000 And yet it's barely in the coverage.
00:34:35.000 Yeah, we have the clip here, Mark.
00:34:36.000 Let's just go ahead and play it for our audience.

00:34:38.000 I'm going to ask you again tonight.

00:35:11.000 Yeah, and Canada is really resonating with some groups.
00:35:15.000 Yeah, unfortunately, it is.
00:35:17.000 Blake's learned enough to know that it's not a hypothetical.
00:35:19.000 That's not a hypothetical question, it's a factual question.

00:35:23.000 But he continues to hide behind and say it's hypothetical.
00:35:26.000 Again, Even if you say, as you just did, a lot of voters, including young voters, might say that's a good answer.
00:35:34.000 In all these roundups, New York Times, Wall Street Journal, the news roundups, five big moments, five takeaways from the debate.
00:35:40.000 They don't even mention that moment.
00:35:43.000 They don't even mention it.
00:35:44.000 It's a big problem for Republicans in Michigan and elsewhere that that's not at least a topic of discussion for voters to know.
00:35:50.000 He said that, given an opportunity to clarify.

00:51:28.000 And I will say, so Florida is one of those states that is a victim of its own success a little bit, Jen, because you had so many people move in.

00:51:42.000 Such a mountain of people just come into a state, whether it's from California, New York, or wherever, you're going to have upward pressure on prices.

01:00:25.000 And so, we would often lose in the generic polls, and then on election day, we'd catch right up, okay?

01:00:34.000 They'd switch as they got close to election day, they just went from all registered voters to the likely voters.
01:00:39.000 And usually that would be this GOP boost, like in 2010.
01:00:42.000 But the trend has been away from that because the GOP has shifted.
01:00:46.000 We used to get a higher share of wealthier voters, now we have a higher share of college educated.
01:00:52.000 A lot of those people are very culturally left wing.
01:00:54.000 They really got on board with Obama.
01:00:56.000 They find Trump uncouth.
01:00:59.000 Culturally, they dislike him.
01:01:00.000 They're much more pro immigration, things like that.
01:01:03.000 And so the trend has been towards lower propensity voters, more downscale voters, being more Republican.
01:01:09.000 But they're also, I think, more likely to be independent.
01:01:12.000 More likely to be people who swing back and forth in general.
01:01:15.000 More likely to be like a little bit checked out, more libertarian.

01:04:51.000 They're moving there because those states have real economies that you can raise a family in where you can afford to do it.

01:06:47.000 So, I don't have so much of a question as just some information that I'd like to pass along.

01:06:53.000 We get a lot of requests.
01:06:54.000 I think those of us that are involved get requests.
01:06:56.000 Hey, would you be a poll watcher?
01:06:58.000 Well, I've been a poll watcher, I've been an election clerk, and I've been an alternate election judge.
01:07:02.000 And so I've learned a lot by doing that.
01:07:05.000 A lot of the listeners may not know.
01:07:07.000 Clerks are really, I'm sorry, poll watchers are really restricted on what they can do.
01:07:11.000 You can only talk to the election judge, you can observe, but you're kind of limited.
01:07:16.000 And I was a poll watcher one time.
01:07:18.000 I found out later the Republican Party was trying to call.
01:07:21.000 But you can't use your phones in a polling place.
01:07:23.000 But they're saying, hey, Tim, we don't have any Republicans in the polling place you're in.
01:07:27.000 They're all Democrats.
01:07:29.000 And by law, at least in Texas, and I'm sure this is everywhere, you're required to have representatives of both parties working each election.
01:07:37.000 But the problem is, a lot of times they don't have enough volunteers to staff all of the polling sites.
01:07:42.000 And so I'm in a very heavily Democrat area.
01:07:46.000 And so I serve as an alternate election judge.
01:07:49.000 And what that means is, because in Texas, who runs that?
01:07:54.000 Polling place is determined by how that precinct voted for the governor for the state of Texas.
01:07:59.000 So, if Greg Abbott got the most votes, Republicans control it.
01:08:02.000 If his opponent got it, the Democrats run it.
01:08:05.000 And so, we have polling places sometimes if we don't have enough Republicans where every worker is a Democrat.
01:08:11.000 And when I was a poll watcher, there were times we were the only people in the polling place.
01:08:16.000 There were no voters coming in.
01:08:18.000 And so, the poll watcher I was with who had done it before leaned over to me and said, This is where shenanigans can happen because this is when you can stuff a ballot.
01:08:27.000 You're really hitting something important that, in general, the left has a lot more parts of the country that are 95 plus percent Democrat, where you can just have big precincts in these big cities where it's exactly as you say.
01:08:41.000 It's so Democrat, it's very difficult to get Republicans to fill important posts.
01:08:45.000 And yeah, that's exactly where shenanigans happen, especially when you have the extended counting that they like to have.
01:08:51.000 Holding back ballots.
01:08:52.000 It produces more room for bad stuff to happen.
01:08:54.000 And it doesn't even need to be centrally planned.
01:08:56.000 When you add that amount of friction, it's easier for a rogue actor.
01:09:00.000 To do things.
01:09:01.000 And I think the left is very aware of that.
01:09:03.000 You don't need to plan for any fraudulent behavior if you can just make it easier for your rank and file to nudge it here, nudge it there.
01:09:10.000 That's why they love ballot harvesting.
01:09:11.000 So, Tim, how do people get involved if they find themselves in a Democrat heavy district?
01:09:18.000 What do they need to do?
01:09:19.000 What's the action plan?
01:09:20.000 Yeah, contact your county Republican party.
01:09:23.000 That's normally who's coordinating.
01:09:24.000 Or you can go, in this case, I'm in Dallas County, you can go to the Dallas County Elections Department.
01:09:29.000 They're always looking for, you know, Clerks and alternate election judges, and just say, I'm willing to work.
01:09:36.000 And I would recommend the first time you do it, just be an election clerk because there's more involved with more responsibility with being a judge.
01:09:43.000 As an alternate judge, I'm really just kind of a glorified clerk.
01:09:46.000 But I did have one year, my Democrat judge came down sick and said, Tim, you're going to be the election judge for that day.
01:09:55.000 But what is your job as an election judge, Tim?
01:09:59.000 So, as an election judge, you're responsible for opening up the poll, I mean, assigning.
01:10:05.000 Duties.
01:10:06.000 And so signing up, hey, you guys are going to check in the voters.
01:10:08.000 You guys are going to watch the ballot box.
01:10:10.000 You guys are going to put out the signs and set up the polling place.
01:10:14.000 You guys are going to welcome the voters in, tell them to turn off their phones, things like that.
01:10:19.000 At the end of the day, then it's the process of closing down the polling place, which is much more involved than I would have thought.
01:10:28.000 There are a lot of controls in place, but it usually takes us an hour and a half to two hours to shut down.
01:10:35.000 Kind of put every package, everything up, take it back to the drop off site.
01:10:39.000 The other thing is, the election judge has to handle provisional ballots, and those are a pain in the neck, but because it's just there's more process involved in that.
01:10:49.000 But yeah, so that's that you're just kind of overseeing it.
01:10:52.000 I mean, you are like you're like an official judge, and I mean, you can call the police to have them every once in a while.
01:10:58.000 You get somebody that just will not comply with, you know, they come in with a shirt on that's got one of the candidates' names on it, and it's like, hey, you can't wear that in here.
01:11:07.000 They'll put things like that.
01:11:08.000 So, you're kind of the official overseeing it.

01:12:47.000 Yeah, well, we have the young professionals group, but I don't know what the age limit is on that, but but I think you should just do it for all people because I'm in my 40s and it would be nice to work with more like minded people and not have to worry about oh, I can't talk about a certain thing in the office if I'm a different company, yeah.
