00:18:22.000 Senator, you have a component of the Big Beautiful bill that is about federal lands.
00:18:27.000 There's been a lot of misinformation and propaganda about it.
00:18:30.000 I love what you're trying to do here.
00:18:32.000 And some people are against it because they're actually not understanding what it is.
00:18:36.000 And I would be against it if it's what they thought it was.
00:18:38.000 But Senator, what is in the bill and what are you trying to accomplish here?
00:18:42.000 The whole idea behind the need for what we're starting to call the Freedom Zone Housing Plan is that we've got a nationwide shortage of homes, particularly in the western United States.
00:18:56.000 And that's not acceptable in America.
00:18:58.000 Americans need and deserve the chance to buy a home.
00:19:02.000 Now, coincidentally, the U.S. government owns about 640 million acres of land, nearly a third of all land mass in the U.S. And a lot of that goes unused and mismanaged by the U.S. government.
00:19:16.000 The vast majority of it has zero recreational value.
00:19:19.000 A lot of it doesn't have any conservation value.
00:19:22.000 So what I'm proposing is that we take just a fraction, just a fraction of 1% of that land.
00:19:29.000 We're talking like less than half of a percent of federal land and make it available to Americans who simply need a roof over their heads.
00:19:39.000 And contrary to a lot of the alarmist rhetoric that's out here on this bill, the bill explicitly exempts all federally protected lands from eligibility for sale.
00:19:50.000 And that includes like 15 different categories from wilderness and national monuments, national forests, recreation areas, and so on and so forth.
00:20:00.000 But there's been this massive misinformation campaign, I believe funded ultimately by people on the left who are trying to dupe conservatives into believing that it'll somehow endanger the beautiful scenic landscapes that make the West so special and somehow threaten the rights of ranchers, of farmers, of hunters, and other recreation enthusiasts.
00:20:25.000 And we've accommodated those concerns.
00:20:27.000 We've made recent changes just in the last few days to narrow the scope and to make even clearer that this would apply only with respect to land that is in or immediately adjacent to existing residential communities.
00:20:43.000 This isn't the stuff that's out there that's protected land.
00:20:47.000 This is just basically surplus land that's suitable for housing because it's right next to where people live.
00:20:53.000 Well, I want to address the propaganda head on.

00:21:58.000 Moreover, I would add, Charlotte, even if that weren't in there, and that is, it's a categorical exclusion, that land still wouldn't be appropriate for use with housing.
00:22:10.000 And so again, we're talking about a tiny subset of the federal land footprint.
00:22:15.000 And if you boil all this down and you look at those who are most fervently opposed to this bill, you ultimately come away with an absolutist message, a message that says basically the federal government may not reduce its federal land footprint by even a fraction of 1% or even a few acres, because to do so would just be horrible.

00:22:41.000 That must not be the case.
00:22:42.000 This land is owned by the U.S. government.
00:22:44.000 Not all of it is appropriate for conservation, for hiking, for recreation, for hunting.
00:22:49.000 And some of it really is most appropriate or only appropriate for use in the housing area.
00:22:55.000 There's no reason not to allow a process by which people can gain access to that and have a review done as to whether the land in question is appropriate for housing.
00:23:08.000 Every 4th of July, I think about what it really means to be free.
00:23:11.000 It's not just fireworks and cookouts.
00:23:13.000 It's remembering that our freedom was earned, and keeping it means taking responsibility for ourselves and our families.

00:24:08.000 So this is the land that is more likely, I know you can't see any of this, Senator, but okay, largely barren, kind of flat.
00:24:16.000 We're not talking about Yosemite.
00:24:17.000 We're not talking about Grand Teton, right?
00:24:19.000 So, and you said it has to be to adjacent residential communities, if I'm not mistaken, right?
00:24:25.000 So it's only making the residential communities more contiguous.
00:24:29.000 This is not a new community in the middle of Yellowstone.
00:24:34.000 We're not getting condos in Yellowstone.
00:24:36.000 No, that's exactly right.
00:24:38.000 For about 10 independent reasons, you're not getting condos in Yellowstone.
00:24:42.000 And it also prioritizes single-family housing, by the way.
00:24:45.000 But the most recent changes involved removing all Forest Service land.
00:24:51.000 We're not selling off forests.
00:24:54.000 The most recent changes also include significantly reducing the total amount of BLM, Bureau of Land Management managed land that's in the bill.
00:25:03.000 And it would be limited to only land within five miles of an existing population center that would even be eligible.
00:25:11.000 And then, you know, the idea here is to establish these freedom zones and housing within those to ensure that the lands benefit American families and they protect our farmers, our ranchers, and our recreational users.
00:25:24.000 This is what we need.
00:25:27.000 We need for this to happen and we need to dispel once and for all the myth that the federal land footprint occupying nearly a third of all land mass in the United States, including some things that really aren't suitable for anything other than housing.
00:25:40.000 We got to dispel that myth.
00:25:42.000 So Senator, I think some of the criticism is well intended.
00:25:46.000 Some of it from the left is not well intended.
00:25:48.000 Can you talk about the Democrats' war on single-family housing, please?
00:25:53.000 Sure.
00:25:53.000 Look, they, of course, will have to speak for themselves.
00:25:57.000 But what I have seen and what I've heard is that people on the left generally want people moving from rural areas into urban areas, more suburban areas to more urban areas, and from single-family housing into multifamily housing, higher density housing units.
00:26:14.000 They believe that that's good for them, for perhaps for Mother Earth, or whatever their reasons might be.
00:26:21.000 Conservatives tend to want Americans to be able to pursue the American dream, make sure that they at least have a fighting chance in the race of life, a fighting chance to enter the American dream path of acquiring ownership of a single family dwelling unit.
00:26:38.000 And so that is a fundamental difference between the two parties.
00:26:41.000 It's a fundamental difference, certainly, between conservatives and far left radicals who are a lot of people opposing this.
00:26:49.000 Now, you're right, there are some people on the right who are also opposing it.
00:26:53.000 But I believe many of them have been armed with information that's caused them to be mistaken about what the bill does and more importantly, what it doesn't do.
00:27:01.000 The left has been very creative and effective at how they've feeded the field with this information, putting out maps, putting out maps that misstate, misrepresent, and dramatically overstate what the bill would do.
00:27:14.000 We haven't put out maps because there are a whole bunch of criteria established by the legislation.
00:27:20.000 And those criteria are very difficult to reduce to a map.
00:27:23.000 And putting out the maps that the left has on this suggest a massive amount of land that would never, could never be sold in part because it wouldn't be suitable for housing.
00:27:33.000 And so, Senator, in close, let me just put these maps up on screen.
00:27:36.000 So let's say, so that's what they are fear-mongering about, but it's really 443.
00:27:41.000 Put 443 up on screen.
00:27:44.000 That's how small of the land.
00:27:46.000 I can't even see it.
00:27:47.000 It's so small.
00:27:48.000 How many new houses would this potentially result in, Senator?
00:27:51.000 In a number of Western states where this would apply, you could potentially double over a number of years the single family, the supply of single-family homes, but do so on a footprint of less than one, a fraction of one percent, less than half a percent of all federal land owned.
00:28:12.000 That's what we're talking about here.
00:28:14.000 And these are these are not sensitive lands.
00:28:17.000 They are not lands that are out there that are part of an environment that's appropriate for hunting, for hiking, for fishing, et cetera.
00:28:25.000 These are things that are in or immediately adjacent to established residential inhabited communities.
00:28:33.000 That's all we're dealing with.
00:28:34.000 And I really appreciate you letting me come on your show to explain what the bill does and what it doesn't do.
00:28:40.000 Really, really quick, Sen, I know you got a dash.
00:28:41.000 Do you think the Big Beautiful bill is going to pass sometime soon?
00:28:44.000 If yes, walk us through the timing.
00:28:46.000 I believe that this bill, the big, beautiful bill, some version of it is going to pass.
00:28:51.000 There are still a lot of moving parts to it.
00:28:55.000 I continue to believe that we need more aggressive deficit reduction than can be found either in the House bill or in the current iteration, such as it is in the Senate.
00:29:07.000 Among other things, we need a full repeal of the Inflation Reduction Act subsidies.
00:29:13.000 Those subsidies were put in place exclusively by Democrat votes.
00:29:17.000 Not a single Republican in the House, not a single Republican in the Senate voted for any of those.
00:29:22.000 I think those all need to go away.
00:29:24.000 And they need to be terminated completely during this president's term in office.
00:29:28.000 We can achieve additional deficit reduction through that.
00:29:32.000 If we get that done and tighten up some other conditions, I think this passes.
00:29:37.000 And I think it passes between now and July 4th in the Senate and either within that time or shortly thereafter in the House.
00:29:45.000 Very good.
