00:02:48.000 who doesn't speak French could fail, said the truck driver.

00:02:54.400 If someone from France can fail Quebec's French test for immigrants, how hard is it for non-Francophone

00:03:01.680 Johan Flamin, 39, a truck driver from Limoges, if I'm pronouncing that right, L-I-M-O-G-E-S,
00:03:08.880 Limoges, France, who came to Quebec in 2018 under the Quebec Experience Programme, wasn't too
00:03:14.780 nervous about taking the French test set by the Department of Immigration, France-ization,
00:03:19.520 Immigration, and Integration.
00:03:21.660 Interesting title.
00:03:23.380 After all, he'd spoken only French his entire life, aside from a smattering of English picked
00:03:27.540 up in school and a long-hung trucking jobs he took in the United States.
00:03:31.600 But much to his surprise, when he took the test more than a year ago, he failed.
00:03:35.960 If I failed it, he says, when I'm French, I can understand how someone who is Mexican
00:03:40.600 who doesn't speak French could fail, he said in an interview on Sunday.
00:03:43.900 Flamin noted when he first arrived in Quebec, he had passed the test for his professional
00:03:47.440 Quebec driver's license entirely in French.
00:03:50.640 I think it's ridiculous, he said, and rightfully so.
00:03:53.140 The Quebec Experience Programme fast-tracks permanent residency for foreign students and
00:03:57.200 workers already established in the province.
00:03:59.700 The Coalition Avigny-Quebec government overhauled the program last year after a widespread controversy
00:04:05.300 over the first failed attempt at reform in 2019.
00:04:09.460 Flamin said he doesn't disagree, in principle, with requiring immigrants to prove they speak
00:04:13.640 French, however, he feels the test should not be so hard, a native French speaker has trouble
00:04:18.920 passing.

00:04:22.040 What tripped him up was the oral comprehension portion, which involved analyzing a recorded
00:04:26.400 conversation from different points of view, including its political content.

00:04:35.660 And he's right there, yes.
00:04:36.860 He also feels the delays in obtaining permanent residency are unacceptably long.
00:04:43.360 In July, he retook the French test and passed, but he still is waiting for his selection certificate.
00:04:49.240 Attracted to Quebec by its wide-open spaces and plentiful work opportunities, Flamin has
00:04:53.440 happily settled in the Boos region with his Quebecois wife.
00:04:58.020 If I had wanted to live in a big city like Montreal, I would have stayed in France, he said.
00:05:02.260 In 2019, the province denied Quebec's selection certificate to a PhD student from France after
00:05:08.800 bureaucrats ruled her level of French wasn't adequate because one of the chapters in her
00:05:13.500 thesis was in English.
00:05:15.100 This decision was overturned after widespread media coverage.
00:05:20.080 Well, rightfully so, okay?
00:05:21.980 Now, I have personally worked with a lot of Quebecers in my time in the military.
00:05:25.700 And out of all those individuals I have worked with, I might have maybe encountered one individual
00:05:32.040 that was a staunch separatist.
00:05:35.300 And I had to remind that individual that he was wearing a Canadian uniform, reserving
00:05:39.380 Canadian pay, working for Canada.
00:05:44.160 I guess that bum reality bummed him out, really.
00:05:46.560 But needless to say, I have never had any issues with Quebecers in this country.

00:05:53.240 The bloc, that's a different story.
00:05:56.420 But the average Quebecer, every time I've drove through Quebec and I've tried my best
00:06:00.520 to speak some French, I've had praise for my efforts.

00:06:09.240 But when I look at a Quebecer, like, let's say, Maxime Bernier or other members of Parliament

00:06:25.820 But what gets me is that when you have one province that puts emphasis on words like

00:07:50.340 this, but when you throw that kind of crap in there, you make things adverse, right?

00:11:06.480 and the Urquois languages and the Blackfoot languages and the Inuit languages and the
00:11:10.600 Denae languages and the Haida languages.
