00:03:30.460 In recent weeks, bombshell reports have confirmed that a sinister group of deep state bureaucrats,
00:03:36.680 Silicon Valley tyrants, left wing activists and depraved corporate news media have been
00:03:43.620 conspiring to manipulate and silence the American people.
00:03:47.860 They have collaborated to suppress vital information on everything from elections to public health.
00:03:56.060 The censorship cartel must be dismantled and destroyed, and it must happen immediately.
00:04:03.380 And here's my plan.
00:04:04.680 First, within hours of my inauguration, I will sign an executive order banning any federal
00:04:11.680 department or agency from colluding with any organization, business or person to censor
00:04:17.680 limit, categorize or impede the lawful speech of American citizens.
00:04:24.200 I will then ban federal money from being used to label domestic speech as mis or disinformation.
00:04:32.580 And I will begin the process of identifying and firing every federal bureaucrat who has engaged
00:04:39.180 in domestic censorship directly or indirectly, whether they are the Department of Homeland Security,
00:04:45.700 the Department of Health, Human Services, the FBI, the DOJ, no matter who they are.
00:04:52.880 Second, I will order the Department of Justice to investigate all parties involved in the new online censorship regime,
00:05:01.940 which is absolutely destructive and terrible, and to aggressively prosecute any and all crimes identified.
00:05:09.960 These include possible violations of federal civil rights law, campaign finance laws, federal election law, securities law and antitrust laws,
00:05:20.380 the Hatch Act, and a host of other potential criminal, civil, regulatory and constitutional offenses.
00:05:28.400 To assist in these efforts, I am urging House Republicans to immediately send preservation letters.
00:05:36.580 And we have to do this right now to the Biden administration, the Biden campaign and every Silicon Valley tech giant,
00:05:43.800 ordering them not to destroy evidence of censorship.
00:05:48.420 Third, upon my inauguration as president, I will ask Congress to send a bill to my desk,
00:05:54.140 revising Section 230 to get big online platforms out of censorship business.
00:06:01.720 From now on, digital platforms should only qualify for immunity protection under Section 230
00:06:07.640 if they meet high standards of neutrality, transparency, fairness and non-discrimination.
00:06:13.820 We should require these platforms to increase their efforts to take down unlawful content such as child exploitation
00:06:23.640 and promoting terrorism while dramatically curtailing their power to arbitrarily restrict lawful speech.
00:06:31.700 Fourth, we need to break up the entire toxic censorship industry that has arisen under the false guise of tackling so-called mis- and disinformation.
00:06:42.660 The federal government should immediately stop funding all nonprofits and academic programs that support this authoritarian project.
00:06:51.920 If any U.S. university has discovered to have engaged in censorship activities or election interferences in the past,
00:06:59.820 such as flagging social media content for removal of blacklisting,
00:07:05.860 those universities should lose federal research dollars and federal student loan support for a period of five years and maybe more.
00:07:14.300 We should also enact new laws laying out clear criminal penalties for federal bureaucrats
00:07:19.680 who partner with private entities to do an end run around the Constitution
00:07:24.680 and deprive Americans of their first, fourth and fifth amendment rights.
00:07:30.400 In other words, deprive them of their vote.
00:07:33.600 And once you lose those elections and once you lose your borders like we have, you no longer have a country.
00:07:40.520 Furthermore, to confront the problems of major platforms being infiltrated
00:07:45.080 by legions of former deep staters and intelligence officials,
00:07:49.680 there should be a seven-year calling-off period before any employee of the FBI, CIA, NSA, DNI, DHS, or DOD
00:08:00.760 is allowed to take a job at a company possessing vast quantities of U.S. user data.
00:08:08.620 Fifth, the time has finally come for Congress to pass a digital bill of rights.
00:08:13.440 This should include a right to digital due process.
00:08:18.240 In other words, government officials should need a court order to take down online content,
00:08:24.500 not send information requests such as the FBI was sending to Twitter.
00:08:30.220 Furthermore, when users of big online platforms have their content or accounts removed,

00:08:53.580 In addition, all users over the age of 18 should have the right to opt out of content, moderation, and curation entirely,
00:09:00.740 and receive an unmanipulated stream of information if they so choose.
