00:02:22.800 Yesterday, we found out the Department of Justice has identified New York City, Portland, and
00:02:29.660 Seattle as jurisdictions permitting and, uh, permitting violence and the destruction of
00:02:36.100 property.
00:02:36.940 They have identified, uh, these cities, uh, Portland, again, New York City, and Seattle,
00:02:44.180 uh, as, uh, uh, putting up with anarchy.
00:02:48.260 Now, there's a reason why you would declare something.
00:02:51.580 It's like declaring something a national emergency or a state emergency.
00:02:54.740 It trips certain levers.
00:02:56.820 So what are the levers that were tripped with this Department of Justice now identifying these
00:03:02.980 cities as condoning violence and destruction of property?
00:03:06.680 We have Russ Vodon, who was with us last week.
00:03:09.020 He's the director of the Office of Management and Budget.
00:03:11.380 This is the guy who takes the directors, uh, the directives of the president and of the
00:03:16.160 administration and then says, okay, here's how to implement them.
00:03:19.440 So, Russ, what, what does this mean?
00:03:22.100 What's going to happen?
00:03:23.640 Hey, Glenn, thanks for having me on your show.

00:03:25.880 What this means is that, uh, we can now take a list of programs and we're still working on
00:03:32.320 the list as the agencies come forward with all of the programs, all of the funding that
00:03:36.480 goes to these particular cities, but we can look at the, each one of them and the authorities
00:03:41.480 that we have in each one of them with the discretion provided by Congress.
00:03:45.620 So all of those people saying we don't have the ability to do that.
00:03:48.380 They are all, they all have unique laws.
00:03:50.600 And then we can make sure that as grants are going to these jurisdictions, they have either
00:03:56.240 a component that makes the, uh, the lawlessness and anarchy weigh against them or makes them
00:04:02.000 flat out ineligible for the grant funding.
00:04:04.320 So we're going to use the authority given us by Congress to put these grant conditions
00:04:09.480 in place as a result of Attorney General Barr's work yesterday.
00:04:13.260 Uh, we now have the list in which we're going to immediately begin to work on that.
00:04:18.240 Uh, and we'll see if any other additional cities are added in the future.
00:04:21.680 So can you tell me, um, I mean, how crippling are these?
00:04:27.520 Do you have any idea yet?
00:04:30.420 Uh, it's a work in progress, but it, we, we believe it will have.
00:04:34.320 It will have an impact on these, on these, uh, uh, cities.
00:04:37.380 And, you know, the president is siding with the people of these cities who want security,
00:04:42.540 want the police to be able to work, want the autonomous zones, uh, and, and, and all of
00:04:48.240 the other decisions that these mayors have made adversely to their, the safety and security
00:04:53.260 of their individuals.
00:04:54.760 Um, you know, look, let's take something like a community economic development program, you
00:04:59.780 know, substantial resources are going to these cities.
00:05:02.560 Why would we send money to a city when they're, you know, they're burning it down or looting,
00:05:09.240 they're vandalizing it.
00:05:10.380 That's not in any way going to be conducive to economic development or public transportation
00:05:16.400 grants.
00:05:16.780 Why would we send money to these cities?
00:05:19.020 And there's substantial resources, uh, that when they, you know, are providing vandalism,
00:05:24.980 uh, on the bus path, uh, and, and their, and their transit program, these are all things
00:05:30.180 that we are, are concerned about and we're going to take steps to, to restrict.
00:05:34.800 So what kind of timeline are we talking about before they start to feel this?
00:05:40.400 Uh, I think it'll be incremental, Glenn.
00:05:42.500 I think this is something that we still have work that the agencies need to come, uh, report
00:05:47.520 to own B with, uh, you know, we need a, a, a rack up of all of the funds, a real breakdown
00:05:55.180 at a city level.
00:05:56.420 And often we get it at the state level so that we can, we can begin to, to go about it from
00:06:01.280 there.
00:06:01.520 But at least we have the template for which cities we're, we're identifying first.
00:06:05.420 And what do the city leaders need to do to make sure it doesn't happen?
00:06:09.620 I think this is the, the, the real, uh, significant question, uh, that you ask and why they're on
00:06:16.380 the, on the list to begin with.
00:06:18.000 These are, we've had mixed conversations and mixed results with many mayors and governors
00:06:23.440 across the country.
00:06:24.700 These in particular are the three that have made no movement in our direction.
00:06:29.960 They have no desire whatsoever to work with federal law enforcement.
00:06:34.580 They've consistently tried to cut their police forces back.
00:06:39.080 That's really what has caused them to be on this list is their total, uh, inability and
00:06:46.100 unwillingness to move in our direction where others, uh, you look at Kenosha, for example,
00:06:51.860 St.
00:06:52.140 Louis, um, very initially problematic.
00:06:54.900 But as, as we began to work with them, attorney general bar, uh, deputy sec or secretary, uh,
00:07:01.200 Chad Wolf, the, they have moved in our direction.
00:07:04.180 And as a result, they don't find themselves on this list.
00:07:07.180 And so, uh, we do think to some extent that this is an effort to change their eye level.
00:07:11.600 There's no immediate deadline, but, uh, we're going to continue just on a day in day day out
00:07:16.720 basis, uh, begin to, to turn the screws a little bit.
00:07:19.680 So last week we had you on, um, because of, of, uh, the, uh, CDC going against the presidential
00:07:28.040 directive.
00:07:28.900 Uh, and I saw that the CDC director, um, is still there.
00:07:36.020 It is anyone going to be, uh, punished for going after these directives and, and saying,
00:07:43.520 we don't care what the president says.
00:07:45.660 I mean, in, in a private company, all those people would be shown the door by the CEO on
00:07:50.440 the same day.
00:07:52.980 Yeah, it's a great question.
00:07:54.880 It's one of the things that we have, uh, uh, trouble with in the, in a federal bureaucracy,
00:07:59.660 unlike a private marketplace because of the, the career rules, uh, that are in place.
00:08:05.620 Uh, but we are looking at, uh, areas to ensure that, uh, these policies do get enacted.
00:08:12.080 And we were able to, to stop that CDC, uh, uh, contract from going forward.
00:08:17.140 And I talked with Bob Redfield about it and he was, uh, uh, thankful to be made aware of
00:08:22.160 it and, and was certainly helpful in, in putting out that fire.
00:08:25.780 And we're doing that as we've identified, uh, other instances at, uh, EPA, uh, at the
00:08:32.420 department of VA and state department recently yesterday.
00:08:35.060 So, uh, we're going to continue to, uh, put out when we see flames, uh, and, and to go
00:08:42.120 in that direction.
00:08:42.780 And we're also looking at ways to expand the president's direction to figure out, uh, to
00:08:47.600 the extent that, uh, we can use the laws that are in place with regard to our, uh, the career
00:08:52.840 civil service, uh, whether it impacts their, their performance ratings, uh, devices that
00:08:59.380 we have.
00:08:59.840 I mean, this is in, in subordination.
00:09:02.120 I mean, it's, you are going against a presidential directive.
00:09:05.960 If you can't be fired for that, what can you be fired for?
00:09:11.360 Uh, and not much, Glenn, to be honest with you.
00:09:13.900 And that's the rules that, and the laws that have been put in place, but we do have the
00:09:17.500 ability, uh, to build the record of, of where individuals have not performed.

00:11:21.640 yesterday, the state department, EPA and VA are moving forward with critical race trainings

00:11:29.820 The agencies are pressuring staff to denounce their white privilege, become co-resisters
00:11:34.580 against systematic racism and sign equity pledges.
00:11:38.760 The, this is against a presidential directive.
00:11:45.280 You are a country that you have the administration in rebellion with the head of the administration.
00:11:54.320 If they don't take the presidential directives, all of those people are tied to the cabinet.
00:12:01.320 The cabinet members are the ones that answer to the president.

00:12:08.120 They then go out and tell their staff, do this.
00:12:10.700 If their staff isn't doing it, you need to keep firing until they do.

00:19:59.860 This party today is a socialist party that wants to take our nation to socialism, like Cuba, like Venezuela, what they had in Eastern Europe.

00:20:19.440 Because a socialist, for me as a Christian, socialism is anti-God.

00:20:29.060 And they believe bigger taxes, more government control over every aspect of our life.

00:21:22.840 If this country goes socialist, it took Russia 70 years and Eastern Europe 70 years.
00:21:32.860 And it will do the same for our country, maybe 70 years or more before this country would change back.

00:21:44.920 They want to stack the courts with liberal justices so that the liberal justices will rubber stamp their agenda.

00:22:01.960 And they'll take this First Amendment, Second Amendment, and we will lose our freedoms.

00:23:13.780 And they answered by saying, no, I don't know how to do that.
00:23:21.060 I gave them an answer, but I'd like to hear your answer.
