01:36:45.960 Your drains and your floors have to

01:36:47.680 be a certain size.

01:36:49.040 And all these rules, you know, they

01:36:50.900 may be appropriate when you invite the

01:36:52.660 Chinese into your country to process 1.00

01:36:54.380 your food for you.

01:36:55.340 But what they've done is they've kept

01:36:57.760 the small guys from being able to

01:36:59.500 produce meat and selling it in the

01:37:01.140 supermarket.

01:37:01.980 So you're going to have the ironic

01:37:06.920 Where in Iowa, for instance, you have

01:37:11.060 farmers slaughtering hogs, and then at

01:37:13.320 the supermarket there's a shortage of

01:37:14.980 pork just a few miles away.

01:37:20.320 guy who, you know, can do your deer

01:37:23.540 if you shoot a deer, or you can do

01:37:26.180 your cattle if you're just selling it

01:37:27.940 to your friends and family, and they

01:37:29.620 have ownership in the cow.

01:37:31.880 And so what I've recognized is five

01:37:33.980 years ago, Glenn, and I introduced a

01:37:36.520 bill called the PRIME Act, and

01:37:39.040 everything's a ridiculous acronym in

01:37:41.300 Washington, D.C.

01:37:42.140 So I was compelled to come up with an

01:37:44.200 acronym that makes PRIME the word

01:37:46.000 PRIME, and don't laugh, but it stands

01:37:49.040 for Processor Revival, Intrastate Meat

01:37:52.800 Exemption.

01:37:54.720 And at the time I was like, well, who

01:37:56.960 would ever care about reviving the

01:37:58.800 processors?

01:37:59.780 Well, the processors are shutting down.

01:38:02.460 And so I think right now, this week,

01:38:04.180 people understand we need to revive the

01:38:05.960 processing, and it's going to become

01:38:07.760 more acute when you go to the

01:38:09.760 supermarket.

01:38:10.860 It's going to be like Soviet Russia. 0.92

01:38:12.360 You're going to go to buy chicken

01:38:13.960 wings, and they're going to say, sorry,

01:38:15.500 no chicken wings, take a pound of

01:38:23.680 happens is we'll be importing meat.

01:38:37.900 We're getting meat from, like, Africa or

01:38:40.160 somewhere, and we can stop all this

01:38:44.540 If we would pass the PRIME Act, here's

01:38:49.040 It says, if you've got a farmer and a

01:38:52.800 processor and a grocery store and a

01:38:55.380 consumer who are all in the same state, as

01:38:58.120 long as we're not crossing state lines with

01:39:04.140 abiding by state laws and state regulations

01:39:06.500 in that transaction, then the USDA can't

01:39:10.460 put a farmer in jail for selling a hamburger

01:39:13.420 to somebody.

01:39:13.980 This will never, you know this as well as

01:39:16.860 I do, Thomas, this turns the Commerce Act

01:39:19.520 back on its head, back on the way that it
