00:05:35.520 on the IRS snooping provision that they have been pushing, getting reports on accounts that have an

00:05:46.580 ability to look at everyone's account. Now they're claiming they will scale it back to $10,000.
00:05:51.980 But that's $10,000 over the course of the year. Poor people, if they have a bank account,
00:05:59.940 poor people will put $10,000 a year into their bank account. And I don't mean that they will have it in
00:06:07.920 their bank account. They might put $500 in every two months, and they have nothing else. But over the
00:06:15.500 year, it will probably amount to $10,000. Oh, okay. So that's how we're going after the rich? Huh.

00:46:25.520 artificial intelligence,
00:46:26.560 because as Vladimir Putin,
00:46:29.140 of all people, recently
00:46:30.720 ominously said in 2017,
00:46:32.740 whoever wins the race to A.I.
00:46:34.720 is going to control the world.
00:46:36.200 And for those not familiar
00:46:37.880 with what artificial
00:46:38.560 intelligence is, it's
00:46:39.920 essentially intelligent
00:46:41.180 software.
00:46:42.060 It's intelligent computer
00:46:42.840 programming that can learn,
00:46:44.560 that can take on sort of
00:46:45.700 human decision making
00:46:46.580 characteristics.
00:46:48.120 And, you know, naturally,
00:46:49.440 this has many, many
00:46:50.360 consequences, not just for
00:46:51.920 making life easier, but
00:46:53.260 also a lot of very
00:46:54.760 sort of concerning
00:46:55.620 consequences for civil
00:46:56.740 liberties, you know,
00:46:57.600 changing the nature of war,
00:46:59.260 you know, all these all
00:47:00.040 these different areas.
00:47:00.820 So the U.S.
00:47:02.060 has been comfortably
00:47:03.080 leading in sort of the
00:47:04.140 research and development
00:47:05.020 angle of A.I.
00:47:06.200 really up until recently,
00:47:08.020 and the U.S.
00:47:09.300 has been shocked by
00:47:10.760 how fast China has
00:47:12.460 been nipping at our
00:47:13.380 heels.
00:47:14.340 And this recently came to
00:47:15.480 a head when the
00:47:17.080 Pentagon software chief
00:47:18.780 actually resigned in
00:47:20.220 September.
00:47:20.660 And in doing so, he
00:47:22.020 cited the fact that,
00:47:23.580 look, he said, DOD is
00:47:25.100 too bureaucratic to keep
00:47:26.220 up with any reasonable
00:47:27.840 metric to compete with
00:47:29.320 China on this.
00:47:30.360 And he also cited
00:47:31.720 Google.
00:47:32.420 He said, we are also
00:47:33.640 hamstrung by companies
00:47:34.800 like Google who
00:47:35.460 refuse to work with
00:47:36.440 the United States
00:47:37.040 government.
00:47:37.400 And why this matters
00:47:38.760 is because Google is
00:47:40.540 home to the most
00:47:42.500 brilliant and brightest
00:47:43.420 minds in A.I., right?
00:47:45.420 Google has a monopoly on
00:47:46.640 that talent.
00:47:47.420 And Google won't work
00:47:48.560 with the United States
00:47:49.200 government.
00:47:49.680 And in fact, Google is
00:47:50.680 actively working with
00:47:51.580 the Chinese and sort of
00:47:53.680 hedging their bets about
00:47:54.720 who's going to win this
00:47:55.500 war.
00:47:55.820 If it's America or if
00:47:56.520 it's China, Google
00:47:57.100 doesn't really seem to
00:47:57.880 care.
00:47:58.500 And there's a host of
00:47:59.240 other reasons why I think
00:48:00.440 relying on Google for this
00:48:02.160 service is a
00:48:02.740 questionable wager.
00:48:04.380 So we are talking
00:48:05.080 about A.I., but unlike
00:48:07.060 anything that anyone
00:48:08.220 really understands, we're
00:48:10.520 talking about most
00:48:12.340 likely A.G.I., which is
00:48:14.080 artificial general
00:48:15.240 intelligence, which can
00:48:17.380 think like a human being
00:48:19.980 except a lot faster and a
00:48:23.940 lot more.
00:48:25.360 And it can it can be used
00:48:28.840 for all kinds of things.
00:48:30.520 And it's one intelligent
00:48:32.400 system that can handle
00:48:35.100 multiple topics.
00:48:36.260 For instance, Big Blue can
00:48:38.060 only play chess or Watson
00:48:41.720 can only diagnose cancer.
00:48:43.740 We're looking now at
00:48:45.640 entering a realm where one
00:48:47.720 program would be smarter
00:48:49.360 than the best minds on
00:48:50.660 Earth on everything.
00:48:52.160 In fact, have the computing
00:48:53.460 power of more than all minds
00:48:56.260 on Earth put together would
00:48:59.280 would have and we're not
00:49:01.960 even sure if if it will
00:49:04.220 eventually control us or
00:49:06.060 we'll ever be able to
00:49:07.520 control it.
00:49:09.080 But if Putin is right,
00:49:11.440 whoever gets this
00:49:13.080 rules the world.
00:49:16.020 And I have been assured by
00:49:18.000 people who
00:49:19.600 know this stuff in
00:49:22.140 the Pentagon that
00:49:23.900 don't worry, we're going to
00:49:25.640 be fine.
00:49:26.120 And I'm like, you know, I
00:49:27.160 don't think you should ever
00:49:28.140 say that because you guys
00:49:29.820 having it, I'm not sure, is
00:49:31.480 the best thing.
00:49:33.500 But anyone having this is
00:49:35.820 not good.
00:49:36.540 Google does not care.
00:49:38.660 And I don't understand that.

00:50:02.720 forcibly sterilize their
00:50:04.200 Uyghur Muslim minority.
00:50:05.720 You know, and but
00:50:06.200 contrast that, right?
00:50:07.980 Google has no problem
00:50:09.020 opening an AI office in
00:50:10.300 Beijing and working with
00:50:11.700 the Chinese, but they
00:50:12.980 won't work with our U.S.
00:50:15.020 government citing ethical
00:50:16.340 obligations.

00:50:18.480 project called Project
00:50:19.520 Maven where Google was
00:50:20.480 supposed to work with the
00:50:22.160 United States government to
00:50:23.040 develop AI that would be
00:50:24.120 used for drone technology.

00:50:26.800 said, no way, we're going
00:50:27.920 to protest this.
00:50:28.700 About 4,000 of them signed
00:50:29.900 a letter.
00:50:30.340 We're refusing to do this.
00:50:31.520 So Google pulled out of the
00:50:32.500 contract and has been
00:50:33.780 hesitant and reticent to
00:50:35.720 join the U.S.
00:50:36.640 government in, you know,
00:50:37.840 any AI project since then,
00:50:39.560 but have no problem, again,
00:50:41.080 working with the Chinese who
00:50:42.580 obviously, very openly are
00:50:45.020 committing gross human
00:50:46.580 rights violations, sometimes
00:50:47.700 using AI technology.
00:50:49.680 So it's a real, it's a
00:50:51.280 concern because, again, you
00:50:52.900 know, the U.S.
00:50:53.280 government for many years
00:50:54.540 has relied sort of on private
00:50:56.300 industry, private research,
00:50:58.340 sort of this U.S.
00:50:59.180 national champion model where
00:51:00.940 they outsource a lot of this,
00:51:02.840 you know, this research and
00:51:03.940 development to private
00:51:04.940 corporations.

00:51:35.200 Chinese because you know who
00:51:36.340 isn't involved in woke struggle
00:51:37.500 sessions?

00:52:19.860 don't, don't fear the machine, fear

00:52:31.960 and I think that's one of the big
00:52:33.860 challenges with AI development is
00:52:36.060 that it very much takes on the
00:52:38.040 biases of people who create it.
00:52:39.440 So I think there is, there are
00:52:40.840 good questions being asked about
00:52:42.160 the ethics, who's programming, what
00:52:43.980 are we getting it right?
00:52:45.400 But in so many cases where, again,
00:52:47.640 we are in a sort of geopolitical
00:52:49.760 battle for dominance of this
00:52:51.520 technology with China and we are
00:52:53.860 getting caught up in just circular
00:52:56.520 firing squads where you cannot get
00:52:58.500 this technology out the door because
00:52:59.900 of, you know, special interest
00:53:02.360 groups or, you know, this faction or
00:53:04.240 that faction.
00:53:05.180 And it's really like if we're going
00:53:06.520 to win this war, we have to be able
00:53:08.320 to sort of make collective
00:53:09.420 decision-making and move on.
00:53:11.240 And we are unable to do that,
00:53:13.140 presumably even at the private
00:53:15.720 level, but also even in the
00:53:17.100 government.
00:53:17.700 And this should be really
00:53:19.260 concerning to anyone who is
00:53:20.480 worried about sort of competition
00:53:21.520 with China, global dominance with
00:53:23.300 China.
00:53:23.900 This is a key area where we are
00:53:25.680 failing and we don't have a lot of
00:53:27.240 time to get it right.
00:53:28.720 So let me change subjects here
00:53:30.040 because I know you wrote the book
00:53:31.740 Conservative Knowing What to Keep.
00:53:33.760 There is a change that is
00:53:36.480 happening right now and I'm
00:53:38.720 seeing this from a great deal of
00:53:41.000 people, people even like Joe
00:53:42.820 Rogan, who would not necessarily
00:53:44.760 classify themselves as
00:53:46.140 conservative, but certainly don't
00:53:49.920 classify themselves as progressive
00:53:51.980 and they are wide awake.
00:53:54.460 And conservatives, I'm not even
00:53:56.520 sure how to define it anymore.
00:53:59.340 I know what I'm for and I'm for the
00:54:01.640 Bill of Rights, I'm for equal
00:54:04.000 protection under the law for
00:54:06.080 everyone.
00:54:07.340 I believe in the Declaration of
00:54:09.200 Independence and the Constitution
00:54:10.560 and the Bill of Rights and none of it
00:54:12.580 has been done for a long time and
00:54:15.780 it's all gone almost now.
00:54:18.360 So what is it, how would you
00:54:20.080 describe what the conservative
00:54:21.700 believes in now?
00:54:25.480 So it's a great question and I think
00:54:27.380 your diagnosis of the issue is apt in
00:54:30.100 that the conservative movement is in
00:54:31.380 flux and this has happened many
00:54:33.840 times before.
00:54:34.780 I think what's happened for a long
00:54:37.080 time in D.C. is that people have
00:54:38.720 identified conservatism with a set of
00:54:41.260 policies or ideologies when in fact
00:54:43.620 it's always been about principle.
00:54:45.880 And that's what makes conservatism
00:54:47.120 sustain is that it's the broad
00:54:49.460 principles that can be applied to new
00:54:51.180 challenges in every generation and
00:54:52.980 that's why unlike progressive, you
00:54:55.180 know, ideology, it's not brittle.
00:54:57.080 But unfortunately, I think too many
00:54:58.980 people have ascribed it to this sort
00:55:00.440 of throat dogma or ideology.
00:55:02.500 And so what I think we're seeing now
00:55:03.980 is a lot of the institutional
00:55:05.100 conservative movement here where I am
00:55:06.840 in D.C. waking up to the fact that,
00:55:08.580 hey, the country doesn't look like it
00:55:09.780 did in 1980.
00:55:11.240 It's a different country.
00:55:12.580 We have a different base.
00:55:13.940 We have a different set of
00:55:14.840 challenges.
00:55:15.760 Our principles can handle this.
00:55:17.180 Our traditions are made for this.
00:55:18.980 And that is preservation of the
00:55:20.720 family, you know, preservation of
00:55:23.100 traditions that have worked over time
00:55:25.260 and emphasis on individual liberty
00:55:27.260 and ordered liberty that fits,
00:55:30.220 you know, within our democratic
00:55:31.200 tradition, our speech values, our
00:55:32.780 religious liberties, and bringing
00:55:34.580 those to bear to the modern
00:55:36.120 problems.
00:55:36.980 Those policies are going to look
00:55:38.120 different than they did in 1990 or
00:55:40.100 1980 or even 2000.
00:55:41.780 And that's OK, because, again, we are
00:55:43.660 not a party that's driven by this,
00:55:45.740 you know, ideological conviction to
00:55:47.860 dogma.
00:55:48.980 We are creative problem solvers that
00:55:51.700 keep our principles in mind and make
00:55:53.660 policy accordingly.
00:55:54.540 And I think right now what we have is
00:55:57.480 a left that is hell-bent on
00:55:59.380 destruction of anyone who doesn't
00:56:01.420 agree with them.
00:56:02.560 And so I think a lot of conservatives
00:56:03.780 need to wake up to that moment and
00:56:05.760 be a lot more aggressive than they
00:56:07.240 have been in previous years, because
00:56:08.540 we are not dealing with a left of,
00:56:10.680 again, 20 years ago.
00:56:11.780 We are dealing with a totalitarian
00:56:13.440 ideology that seeks to destroy
00:56:16.380 anything that gets in its way.
00:56:17.860 And we haven't seen that in a long
00:56:19.360 time.
00:56:19.880 And I would say that it's not just
00:56:21.700 conservatives that need to wake up.
00:56:23.460 It is the independents and the
00:56:24.900 Democrats.
00:56:25.700 I mean, if you are a Democrat and
00:56:27.400 you always have been, you have to
00:56:29.640 understand that's that's not who
00:56:31.780 you're voting for anymore.
00:56:34.060 That's that's not what they're doing.
00:56:35.340 You are in bed with radical
00:56:36.840 revolutionaries.
00:56:38.520 For instance, Google working with
00:56:40.140 China as opposed to the United
00:56:41.960 States.
00:56:42.440 I could understand them saying I'm
00:56:44.660 we're not working with any
00:56:45.560 government.
00:56:45.940 We're not doing that.

00:57:39.640 our tribal.
00:57:40.360 So our policies have to reflect
00:57:42.440 this new reality.

00:57:47.460 some of us are speaking out
