00:06:28.080 First, we want to discuss information the committee has learned since our last press conference

00:06:34.380 New information investigators have uncovered regarding the transfer of money from foreign
00:06:40.340 entities to the Biden family.
00:06:44.060 Many of the wire payments occurred while Joe Biden was vice president and leading the United
00:06:51.560 States efforts in these countries.
00:06:53.780 First instance, while vice president Biden was lecturing Romania on anti-corruption policies,
00:07:01.140 in reality, he was a walking billboard for his son and family to collect money.
00:07:06.100 Hunter Biden and his associates capitalized on a lucrative financial relationship with the
00:07:12.560 Romanian national who was under investigation for and later convicted of corruption in Romania.
00:07:20.620 The Bidens received over $1 million for the deal.
00:07:25.980 And 16 of the 17 payments to their associates account that funneled the Biden's money occurred while Joe Biden was vice president.
00:07:36.020 In fact, the money stops flowing from the Romanian national soon after Joe Biden leaves the vice presidency.
00:07:44.300 This is a pattern of influence peddling.
00:07:48.620 This appears separate from any payment Hunter received from his work connecting this individual to a U.S. law firm.
00:07:56.260 We'll also provide further information regarding the Bidens' relationship with China.
00:08:00.300 This includes two individuals the committee is particularly concerned about.
00:08:05.700 One of them, Yuzhen Ming, had close ties to the highest levels of the Chinese Communist Party
00:08:12.080 and operated a multi-billion dollar energy company with access to large sums of money.
00:08:19.200 We'll discuss how the Bidens received millions of dollars from this individual through the use of shell companies and wire transfers.
00:08:28.840 In March, the committee released its first bank records memorandum that showed a Biden associate, Rob Walker,
00:08:36.320 used his company to funnel money from the Chinese to various Biden family members.
00:08:41.880 Democrats dismissed the evidence, even though it was based on bank records directly from the bank.
00:08:48.080 The Democrats on the oversight committee received the same records as the Republicans,
00:08:52.940 and they were able to verify the information.
00:08:55.160 Democrats said all the bank records showed were Papa John's and Starbucks receipts.
00:09:00.900 They deliberately chose to misconstrue and deny what was clearly in front of them.
00:09:07.120 Hunter Biden's representatives claimed the money was, quote,
00:09:10.100 good faith seed funds, but could not explain why those funds had to go through an intermediary
00:09:15.340 in what appears to be an attempt to hide the transfers from the Chinese.
00:09:19.600 They also couldn't explain why the Bidens received over one million dollars in 16 different wire transfers
00:09:27.900 over a period of three months to at least five different banks.
00:09:34.240 The president, when confronted with this information, said it wasn't true.
00:09:39.880 Instead of being honest with the American people,
00:09:42.680 President Biden has claimed since the 2020 election that his family has not received money from China.
00:09:48.120 That was a lie in 2020, and he continues to lie to the American people now.
00:09:56.160 The Bidens have received millions of dollars from China.

00:10:05.360 The White House refuses to correct the president's statements,
00:10:08.560 showing the president is now using the federal government to run interference for his families

00:10:19.620 A week ago, I sent a subpoena to the FBI for a form that a whistleblower has alleged is in the FBI's possession.
00:10:27.660 We hope the FBI will be transparent and forthcoming
00:10:30.960 and provide the Oversight Committee with the 1023 form we have subpoenaed.
00:10:36.280 If they do, the committee will assess the form it has subpoenaed from the FBI and has been my practice.
00:10:43.380 We will report to you only facts when they are verified and indisputable.
00:10:48.640 This committee will not pursue witch hunts or string the American people along for years
00:10:53.600 with false promises of evidence that is beyond circumstantial evidence,
00:10:57.640 as Representative Adam Schiff and the Democrats did for years.
00:11:01.440 I trust the whistleblower.
00:11:04.880 A subpoena from this committee is a powerful tool that I do not take lightly.
00:11:09.260 The level of detail provided to Senator Grassley led me to conclude a subpoena was warranted,
00:11:14.980 and I stand by that assessment.
00:11:17.040 I will say this.
00:11:18.520 When Senator Grassley approached me with the information the whistleblower provided,
00:11:22.520 it was because of the information we've learned through this committee's own investigation
00:11:26.800 that indicated to me the whistleblower's allegations are consistent with our independent findings.
00:11:35.020 Those findings are what I called you here today to discuss.
00:11:39.380 The committee has reviewed thousands of bank records from individuals and companies
00:11:42.960 affiliated with the Bidens and their associates.
00:11:46.240 It has received these bank records pursuant to four subpoenas I've issued to different banks.
00:11:51.340 These were targeted and specific subpoenas,
00:11:55.320 and each was different based on the information we believed the banks possessed.
00:12:01.020 Every one of those subpoenas returned valuable information that had been unreported
00:12:05.380 and that contributed to this committee's understanding of how the Bidens conducted their businesses.
00:12:12.300 The committee is concerned by the complicated, suspicious network of over 20 companies.
00:12:19.120 We have identified the Bidens and their associates used to enrich themselves.
00:12:24.920 Most of these companies were limited liability companies formed during Joe Biden's vice presidency.
00:12:31.900 The bank records show the Biden family, their associates, and their companies
00:12:35.820 received over $10 million from foreign nationals and their companies.
00:12:43.360 Some of that money came from a Chinese company and went to Hunter Biden's company.
00:12:47.660 Other transfers occurred with the help of Rob Walker, who then sent it on to different Biden family members.
00:12:55.360 This is not how lawful businesses operate.
00:13:00.040 Chinese nationals affiliated with the Bidens created limited liability companies in the United States
00:13:05.200 and then in a short period of time transferred their interest to a Chinese company
00:13:09.520 that sent money to the Bidens.
00:13:12.480 This is not normal.
00:13:15.700 Hunter Biden and his associates courted business in countries that correlated directly
00:13:20.280 with Joe Biden's work as vice president.
00:13:23.860 This is also not normal.
00:13:26.800 It is not ethical.
00:13:28.300 And this is why we need legislative solutions.
00:13:30.900 Our purpose here is to provide legislative solutions to prevent this unethical behavior

00:13:35.800 This investigation is about investigating allegations of corruption and fraud

00:13:53.040 Specifically, the committee is crafting legislative solutions aimed at deficiencies
00:13:56.420 it has identified in ethics laws and disclosure laws for immediate family members
00:14:00.060 of vice president and the president.
00:14:02.320 These deficiencies potentially place American national security and American interest at risk.
00:14:08.100 Additionally, the committee is considering legislation that would strengthen reporting requirements
00:14:11.900 related to certain foreign transactions involving senior elected officials' family members.

00:16:51.260 First, they used them as vehicles to move money directly into Biden family accounts.
00:16:58.920 Why is that?
00:17:00.080 It's because they were looking to obfuscate and hide where the money was coming from.
00:17:05.360 For example, the Bidens used their associate, Rob Walker,
00:17:08.720 to bring in millions of dollars from China and Romania.
00:17:12.960 Walker's limited liability company, Robinson Walker LLC,
00:17:17.300 paid Hunter, James, Halley, and others in the Biden network
00:17:20.980 more than $2 million after foreign money hit his account.
00:17:26.720 One-third to the Bidens.
00:17:29.640 That was the pattern.
00:17:30.700 For example, on March 1st, 2017, only two months after Joe Biden left office,
00:17:36.360 Robinson Walker received a $3 million wire from State Energy HK Limited, a Chinese entity.
00:17:43.340 The next day, one-third of that money, $1,065,000,
00:17:49.080 went to the bank account in Abu Dhabi of the company EEIG,
00:17:52.660 which was controlled by James Gilead, another Biden associate.
00:17:58.160 Over the next three months, Robinson Walker LLC sent 16 incremental payments
00:18:03.080 to over five different Biden accounts, totaling $1,065,692.
00:18:12.180 This included payments to James Biden, who received five wires and over $50,000,
00:18:18.520 who did no discernible work to earn that money.
00:18:23.440 A third to Gilead, a third to the Bidens.
00:18:27.080 What was State Energy HK Limited?
00:18:30.060 That is a second class of Biden associates,
00:18:33.340 the people from whom the Bidens conducted business.
00:18:36.380 State Energy HK Limited was a company controlled by Yi Ximing.
00:18:41.440 Yi was a Chinese billionaire who was reportedly the former Deputy Secretary General,
00:18:46.280 excuse me, Deputy Secretary Counsel for an International Outreach Army
00:18:51.200 for the People's Liberation Army.
00:18:53.380 It's called the China Association for International Friendly Contact.
00:18:57.740 According to a U.S. agency, that organization is a platform
00:19:01.300 for deploying undercover intelligence gatherers.
00:19:05.940 Chairman Yi started an energy company called CEFC, China.
00:19:10.980 He explained in a speech to the committee that the committee has obtained
00:19:16.360 and translated into English that CEFC, China's vision is very simple.
00:19:24.620 It is to obtain overseas resources and serve the national strategy,
00:19:30.500 not U.S. national strategy, Chinese national strategy.
00:19:35.160 And Chinese national strategy is Chinese Communist Party's strategy.
00:19:41.360 Yi was close to Chinese President Xi Jinping
00:19:43.440 and welcomed at least one foreign president to Beijing with Yi.
00:19:49.240 The DOJ has referenced Yi and CEFC in a scheme bribing African leaders.
00:19:55.360 The other Chinese national I'll mention now is Gong Wen Dong,
00:19:59.940 who did work for Yi in America.
00:20:01.720 When Yi needed to do business in America, he often looked at Gong Wen Dong.
00:20:07.060 The amount of money Yi was sending to Gong Wen Dong was staggering.
00:20:11.780 From June through August of 2017 alone,
00:20:15.600 Yi transferred to Gong Wen Dong in America more than $130 million.
00:20:22.000 Yi met with Hunter Biden in February 2017
00:20:24.500 and gave him a diamond reportedly worth tens of thousands of dollars as a gift.
00:20:29.460 In August of 2017, Yi, through Gong Wen Dong,
00:20:33.800 opened up a business with Hunter and James Biden called Hudson West 3,
00:20:38.620 based here in Washington, D.C.
00:20:41.180 And Hunter wanted to get Joe Biden's keys to the office
00:20:44.660 and they could all share office space together,
00:20:48.020 according to an email verified by the Washington Post.
00:20:50.880 But things didn't go as planned because the Chinese detained Yi in March of 2018 for fraud.
00:20:57.540 In an email to Gong Wen Dong and another associate,
00:21:00.540 Hunter tried to explain away the last year of doing business together.
00:21:04.300 This is an email that has also been verified by the Washington Post.
00:21:08.400 Hunter wrote, and I quote,
00:21:09.440 I am not in a joint venture with CEFC.
00:21:13.020 I'm not partners with CEFC,
00:21:14.860 and I'm not employed nor funded by CEFC.
00:21:17.880 Close quote.
00:21:19.140 But Hunter was funded by CEFC,
00:21:21.860 as Ms. Mace will explain.
00:21:24.020 I'm extremely concerned about the President's connections to these individuals
00:21:27.740 he was supposedly meant to share office space with
00:21:30.600 and is denied knowing anything about these transactions
00:21:34.220 and these business dealings
00:21:35.520 and also is denied receiving any money for himself or his family
00:21:39.480 from Chinese connections.
00:21:41.420 That has been proven to be a lie.
00:21:44.380 And I'll yield back to Mr.

00:27:37.440 And what was siphoned off over and over and over again was about one third.
