00:00:47.260 Teenagers often hired or conscripted by drug cartels that knew they would not be prosecuted if caught.

00:00:53.560 Young Mexicans are now being held for months without charge in shelters across the United States.

00:03:45.800 In November, Oscar, Jaime Rodriguez-Mendoza, a 16-year-old from the border town of Raynoza, left for the United States and didn't come home.

00:03:59.740 She finally learned that he had been sent to a shelter in California.

00:04:03.960 From there, he was allowed to talk to her by phone every night for 10 minutes.

00:04:07.860 Oscar told his mother that the kids were grouped by risk behavior, purple, yellow, green, and that some couldn't leave the facility.

00:04:15.660 Oscar, however, was a purple, he told his mom, with the least restrictions.

00:07:09.320 It is always the policy, when you are prosecuting someone, to separate them from their parents.

00:07:42.700 But the uptick has gone from about 100 a month, as far as family separations, to about 1,200 a month.

00:07:49.540 And the change is understandable when you look at the motivations of the Trump administration.

00:07:55.760 What they're trying to do is incentivize people to say, you know what is a terrible idea is crossing that border illegally.

00:08:07.340 But it's always, of course, the policy to separate a family when you're prosecuting them in a situation like this or in other situations.

00:08:23.320 And I'm taking the most crazy crime I can think of intentionally to make a point.

00:09:42.640 Tough talk is something that can encourage people to not cross the border.

00:09:47.560 However, tough talk doesn't last forever.

00:09:49.940 And when tough talk was not backed up by policy changes and big things, the numbers have increased.

00:09:57.140 And this is angering Trump and the administration.

00:09:59.900 They're trying to do something to disincentivize people from crossing that border illegally.

00:10:03.700 So, what is new is that everybody's getting prosecuted now.

00:10:11.380 Laws are supposed to have very easily identifiable consequences.

00:10:18.120 If you have a law that no one knows how it's going to turn out when you break the law, well, that's not a good law.

00:10:31.480 So, now they've decided to actually prosecute this law that has been on the books.
