01:25:31.460 perspective really began with the leak
01:25:33.420 of a department of homeland security memo
01:25:35.680 it was a picture of an email that had
01:25:38.400 been sent around and what it said was
01:25:40.660 that there were hundreds over 800
01:25:42.520 chinese-owned illegal marijuana
01:25:44.920 cultivation sites operating within the
01:25:47.420 united states and it specified that
01:25:49.600 there were more than 270 of these sites
01:25:52.020 operating in maine and that came as a
01:25:54.380 surprise to me as a lifelong mainer
01:25:56.020 someone who covers maine politics i'd
01:25:57.920 heard some about it but 270 seemed like
01:25:59.980 a big number so after that initial story
01:26:02.720 came out we decided that we were going to
01:26:04.500 start reviewing public records interviewing
01:26:06.620 people in the community and try to see if
01:26:09.240 we could find these locations and really
01:26:11.000 flesh out this story and so i actually
01:26:13.380 called a buddy of mine in the central part
01:26:16.160 of the state and asked him about it he's
01:26:18.400 an electrician and he's plugged in with
01:26:20.240 this and he said oh yeah it's a big
01:26:21.460 problem there's there's seven of these
01:26:23.120 in our hometown and so i went to dexter
01:26:25.360 where i grew up and i went around and i
01:26:27.560 saw these sites and you know you can you
01:26:29.700 can smell them and there's other
01:26:31.320 indications based on the property
01:26:32.920 records the tax records electrical
01:26:35.280 permit records where you can put
01:26:37.180 together that it's a pretty big
01:26:39.200 sophisticated marijuana grow without
01:26:40.960 even having to look inside of it
01:26:42.380 and then you can look and ask the town
01:26:44.980 you know as have you guys approved any
01:26:46.760 marijuana grow sites for the most part
01:26:49.740 the local police the county sheriffs the
01:26:52.240 state police they know where these
01:26:54.060 locations are but for some reason even as
01:26:57.280 this network has proliferated across rural
01:26:59.520 maine over the last three years there
01:27:02.220 really hasn't been a tremendous amount of
01:27:04.520 law enforcement activity around them now
01:27:06.960 that's kind of starting to change there's
01:27:08.960 been about eight or nine busts of these
01:27:10.760 facilities and you're talking about
01:27:12.820 places where they're growing a thousand
01:27:14.920 two thousand three thousand marijuana
01:27:16.880 plants and trafficking that typically
01:27:19.640 out of maine to places where there are
01:27:22.640 still black markets and they can get a
01:27:24.200 higher value for it but it's a it's a
01:27:26.980 vast network a vast organized crime
01:27:29.860 network that is taking advantage of
01:27:31.880 rural maine buying up houses that
01:27:33.920 middle-class families could be living in
01:27:35.620 using tremendous amounts of electricity
01:27:38.540 which increases prices for the rest of
01:27:40.860 maine and generally undermining the
01:27:42.800 quality of life for people in the state
01:27:45.400 so this is happening over six different
01:27:48.460 counties in maine uh and there these these
01:27:53.000 sites are purchased by whom are they are
01:27:56.280 they chinese nationals or do they hire an
01:28:00.040 american to be the name on the on the title
01:28:04.360 how is this working so none of them uh none
01:28:08.320 of them that i've found have an american
01:28:09.980 name on the deed most of them according to
01:28:13.080 the department of homeland security they
01:28:15.460 believe that the sites are operated by
01:28:17.760 individuals who are president in the united
01:28:20.040 states illegally uh some of them wait
01:28:22.580 wait wait illegally or legally illegally okay
01:28:26.520 they're there they have they do not have
01:28:27.980 authorization to be here in the united
01:28:29.480 states and i'll say that the the rise of
01:28:31.940 this network in maine has corresponded with
01:28:34.040 unprecedented levels of uh you know
01:28:36.620 encounters of chinese nationals at the
01:28:38.460 southern border according to dhs data
01:28:40.620 um so there's there's every reason to
01:28:42.800 believe that the people who are here are
01:28:44.700 operating these sites are here illegally
01:28:46.800 the chinese individuals who own these
01:28:50.040 sites are predominantly from brooklyn and
01:28:52.940 quincy massachusetts uh and whether they
01:28:55.860 have legal status or not is hard to discern
01:28:57.780 because new york and massachusetts will
01:29:00.220 both give a driver's license to an illegal
01:29:02.640 alien regardless of their citizenship status
01:29:05.160 and uh do they speak english do they fit
01:29:11.140 in uh they're they're they operate really
01:29:14.980 apart from the community they're they're
01:29:17.460 often never seen outside of the houses
01:29:19.500 they'll go to grow shops in the areas
01:29:22.260 where they'll show a picture of the product
01:29:24.800 that they want on their phone uh and
01:29:27.020 indicate that that's what they want uh for
01:29:28.920 supplies because they're spending a lot of
01:29:30.480 money at the growth shops they are treated
01:29:32.120 like vips for the most part they have
01:29:35.240 enough english to get by if they're ever
01:29:37.600 questioned by law enforcement or a code
01:29:39.580 enforcement officer we've heard stories
01:29:42.080 about their ability to speak english rapidly
01:29:44.180 going away when they think that they're
01:29:45.700 coming under scrutiny at a recent bust in
01:29:48.800 machias maine that was spearheaded by the
01:29:51.380 machias police department and the washington
01:29:53.660 county sheriff's office which is you know it's
01:29:56.020 one of the most rural counties in maine law
01:29:58.520 enforcement uncovered a uh a prc passport to
01:30:03.920 malaysian passports an airplane ticket that
01:30:06.700 showed a recent arrival from uh the people's
01:30:09.060 republic of china and they also found close to
01:30:12.260 three thousand pot plants in nine different
01:30:14.400 grow rooms and they found uh in the meter
01:30:17.840 box uh because of course these places need
01:30:20.080 tremendous amounts of power they found that
01:30:22.380 the meter box had been uh rewired by someone with
01:30:25.380 a sophisticated understanding of electrical
01:30:27.920 engineering so as to steal power from the
01:30:30.460 power grid and the power company doesn't really
01:30:32.920 know exactly or hasn't told law enforcement how
01:30:36.060 much power was being stolen or for how long but
01:30:38.820 their best guess is tens of thousands of dollars
01:30:40.860 worth of electricity was stolen and used to
01:30:43.780 create a tremendous amount of marijuana uh and
01:30:47.880 they know that they were using through the meter
01:30:49.720 10 000 kilowatt hours a month in addition to
01:30:52.380 whatever they were stealing so across the board
01:30:55.000 the the impact of these sites this operation on the
01:30:59.200 state is not doing anything good for the people of
01:31:02.060 maine and there's also a quite a bit of evidence that
01:31:05.140 the the people who are operating these sites are
01:31:07.840 victims of human trafficking the three individuals who
01:31:10.700 were managing the grow in machias said that they were
01:31:14.100 paid between a thousand and two thousand dollars a
01:31:16.180 month for their work managing that grow so why is this
01:31:21.120 not being picked up by the state why is nobody doing
01:31:24.500 anything about it it's illegal they're not licensed to
01:31:28.400 do it why isn't anything being done
01:31:31.920 that's a fantastic question uh the governor of the the state
01:31:36.460 janet mills has been completely silent on this as has her
01:31:40.400 appointed police commissioner the congressional
01:31:42.980 delegation when the original story broke all four of
01:31:45.720 them sent a letter to attorney general merrick garland asking
01:31:49.360 him to take a look at this they never received a response uh a
01:31:53.420 few months later senator susan collins sent a letter
01:31:56.080 highlighting the main wires reporting to the u.s attorney of
01:31:58.920 maine there's some indication that she might be taking uh you
01:32:02.660 know hearing evidence from law enforcement about
01:32:05.580 developing a possible strategy for this
01:32:07.640 but i think that the real answer is is twofold glenn it's uh when the when
01:32:12.700 the people of maine voted in 2016 in favor of legalizing marijuana and in
01:32:17.200 2020 brought out the regulatory framework that was a signal to law
01:32:21.520 enforcement that marijuana was no longer a law enforcement priority that they
01:32:25.520 should be focusing on fentanyl so when they hear about a marijuana grow they
01:32:29.000 kind of just say oh all right you all it's not really a problem but the other
01:32:32.400 one is a fear of racism there's a tremendous amount of concern amongst law
01:32:38.300 enforcement uh amongst the power companies regulators anybody that there'll
01:32:42.880 be a perception that they singled out somebody based on their race their
01:32:46.900 ethnicity their nationality uh and that has hampered law enforcement's ability
01:32:51.280 to deal with a criminal network that is operating with the tacit if not
01:32:57.660 explicit blessing of the communist party of china where's this money going
01:33:01.840 according to the department of homeland security a lot of the money is going
01:33:06.520 right back to prc and money does not flow back to mainland china without the
01:33:11.160 approval of people in the government there the money is also being used to
01:33:16.080 finance other activities according to the feds like human trafficking like
01:33:20.420 narcotics trafficking as well that's been harder for us to pin down in the
01:33:26.100 course of our investigation because you fentanyl doesn't isn't quite as
01:33:29.640 smelly as marijuana is it's harder to pin down uh but the the homeland security
01:33:34.240 does believe that they're engaged in narcotics trafficking and and like any
01:33:37.840 any criminal organization that's running rackets why wouldn't they expand and
01:33:41.440 diversify if they already have a network uh set up along the i-95 corridor to move
01:33:46.200 product up and down and distribute it to where they can sell it to customers
01:33:50.040 i can't i can't believe i mean because this is happening in other states it's not
