01:46:41.540 And, uh, it is fascinating and it takes
01:46:47.080 you back to around the turn of the
01:46:48.300 century, 1900.
01:46:50.460 And it is the story of how colonial
01:46:52.960 authorities in Hanoi came to establish
01:46:56.720 two kinds of rat farms.
01:47:00.880 And one was intentional.
01:47:04.980 The first, the first rat farm was
01:47:07.560 unintentional.
01:47:09.280 The French colonial authorities decided
01:47:11.220 to modernize the French quarter of
01:47:13.180 Hanoi, where the Westerners lived by
01:47:15.420 constructing a modern sewer system.
01:47:18.260 The goal was establish a little Paris in
01:47:21.480 the East.
01:47:23.000 Now their understanding of sewers was
01:47:25.700 limited to the first order effect.
01:47:28.720 First order, second order effect.
01:47:30.480 Important to understand.

01:47:32.840 That's so this is where it ended.
01:47:34.720 Sewers collect and dispose of human
01:47:36.720 waste.

01:48:12.320 rats just loved.

01:48:45.220 So the bubonic plague hits Hanoi 2000 or
01:48:51.040 I'm sorry in 1902 and now you've got a
01:48:57.360 real health crisis going on.
01:49:00.140 What caused the health crisis?
01:49:02.060 Oh, the rats, which were caused by the
01:49:05.980 sewers, which was caused by the idea.
01:49:08.560 I really want to have a nice Paris type
01:49:10.860 town.
01:49:12.520 So what did they do?
01:49:14.640 Well, they hired crews to go down into
01:49:17.700 the sewer and kill the rats.
01:49:21.780 It was not fun.
01:49:24.660 Crappy work.
01:49:25.580 Ba-dum-ba.
01:49:27.700 And hazardous.
01:49:29.300 Now they killed thousands of rats every
01:49:33.300 single day, but rat fertility is more
01:49:37.760 than a match for the extermination
01:49:40.140 crews.
01:49:41.500 So then the city said, you know what?
01:49:46.020 Everybody, you catch a rat, you catch a
01:49:49.460 rat, we'll give you a bounty for every
01:49:52.460 dead rat.
01:49:54.420 Well, everybody got involved.
01:49:55.940 And then it was, you know, we got a pile
01:49:59.780 of dead rats.
01:50:00.440 Just bring us the tail.
01:50:03.260 Because the pile of rats waiting to be
01:50:05.660 disposed of was too expensive.
01:50:07.760 So what did they want to do?
01:50:09.460 Make sure they didn't have a pile of dead
01:50:11.320 rats.
01:50:12.540 Unintended consequence by saying, okay,
01:50:15.200 just bring us the tail.
01:50:17.100 Rat farms began to sprout up because you
01:50:21.160 could cut the tail of a rat off and hand it
01:50:24.800 in and I'm not sure if the rat would grow
01:50:28.460 another way or another tail, but it would
01:50:30.520 at least be there to breed.
01:50:32.340 That's incredible.
01:50:33.360 I love this scam.
01:50:34.300 Is this not great?
01:50:35.480 Right?
01:50:36.160 So they discovered that they had, they
01:50:41.480 had started to have perverse incentives.
01:50:47.800 Rat farms were built all around Hanoi by
01:50:51.000 private sector entrepreneurs to maximize the
01:50:54.140 harvesting of profitable rat tails.
01:50:57.920 So in effect, the government created two rat
01:51:01.420 farms, both unintended really, the sewers and
01:51:06.540 the private sector rat farm.
01:51:08.200 In 1998, the Vietnamese authorities closed
01:51:14.720 restaurants selling cat meat, which was
01:51:19.140 marketed as little tiger meat because they
01:51:21.960 thought of it, you know, if the cat
01:51:23.340 population decreased, rats would invade the
01:51:25.800 rice fields, showcasing the same mentality that
01:51:29.580 had happened before.
01:51:30.480 happened, happened again, happened again.
01:51:36.580 Rats.
01:51:37.380 And what do we do with the rats?
01:51:39.420 Here's the thing.
01:51:43.000 If you look at our society now, everything we are
01:51:46.980 trying to fix, let's fix education.
01:51:50.320 Let's fix, let's fix health care.
01:51:52.800 Let's fix homelessness.
01:51:54.140 We're going to fix our intelligence gathering, our
01:51:57.680 national defense.
01:51:59.360 What do we do?
01:52:00.880 We pour all kinds of money into this sewer system.
01:52:06.700 And who's in the sewer system?
01:52:09.420 People who are now administrators, support staff,
01:52:14.560 consultants, con artists, con artists, some good people in
01:52:19.400 there, but the system wants the money to keep
01:52:24.300 flowing.
01:52:25.840 So they're not incentivized to actually solve a
01:52:29.160 problem.
01:52:30.000 They actually become people to protect the
01:52:33.520 paradise of more and more funding.
01:52:38.480 This is why this is why the free market works and why
01:52:44.160 the government must get out of the market, because
01:52:48.440 once they start protecting their boys, it becomes a
01:52:52.620 rat hole.
01:52:53.900 It's another rat farm.
01:52:56.800 You've got to get the government out of the farming
01:52:59.880 business, out of the rat problem, because they're the
01:53:03.960 biggest source of them.
01:53:07.920 This reminds me of a story I freaking love from a couple
01:53:11.500 of weeks ago.
01:53:13.240 In New York, they had a gun buyback.
01:53:17.080 Exactly right.
01:53:18.800 And they look first order effects.
01:53:20.500 We're going to get guns off the streets and we're going to
01:53:22.260 make everybody safer.
01:53:23.500 Of course, they don't they don't think of the second
01:53:25.000 order, which means that law abiding citizens can no longer
01:53:27.540 protect themselves.
01:53:28.280 But I'm not even talking about that one.
01:53:29.780 One guy saw how stupid it was and got his 3D printer
01:53:34.260 out and started 3D printing a small device that can
01:53:39.200 convert firearms into fully automatic weapons under the
01:53:42.940 rules of the buyback.
01:53:44.200 And this is by Letitia James, by the way, in New York and city
01:53:48.700 police that entitled him to three hundred and fifty dollars for
