00:03:43.780 been arrested in a sting operation in New York, Los Angeles, and Philadelphia.
00:03:48.820 Those six arrested are reported to have come through the cartel border to the south.
00:03:56.080 Our guest today knows more about that cartel-owned border than perhaps anyone.
00:04:01.520 He is the former head of Customs and Border Protection, Mark Morgan.

00:04:07.980 And Mark, I just got to tell you how great it is to have you on the show again and to talk
00:04:13.360 about, I think, certainly, if it is not the most important issue, one of the most important
00:04:19.140 issues in this election and for this country.
00:04:22.620 Let's start with your assessment of what has happened here to the borders.
00:04:29.420 This administration has, without question, simply turned that border over to the Mexican
00:04:35.040 drug cartels, don't you think?
00:04:37.340 Lou, first of all, it's great to be with you once again.
00:04:39.820 And I couldn't have said it better myself, but I completely agree.
00:04:43.120 We were talking about it a few minutes ago.
00:04:44.680 And at the end of the day, look, there's been challenges on both sides of the aisle when
00:04:49.460 it comes to securing our border for decades.
00:04:51.680 But this is really the first time in our lifetime where an administration intentionally and knownly
00:04:56.800 came in and literally took the most secure border in our lifetime and intentionally unsecured
00:05:02.360 it.
00:05:02.580 And it took me a while because, as an American, I didn't want to come to this realization.
00:05:07.980 But at the end of the day, because we ask each other all the time, why?
00:05:11.820 Well, at the end of the day, we know why.
00:05:13.320 It's about perpetual political power.
00:05:15.620 It's about votes.
00:05:17.060 And really, there's two major things that strive to, one, we know that illegal aliens are
00:05:22.000 counted as part of the census.
00:05:23.260 So there's a very real redistricting of House seats in favor of the Democrats, which clearly
00:05:28.440 impacts Electoral College.
00:05:30.420 And then they're also playing the long game.
00:05:32.440 And they believe every single illegal alien, they find a pathway to citizenship is going
00:05:36.980 to equate to a Democratic vote.
00:05:39.080 So they've literally jeopardized our nation's safety and national security in the name of
00:05:43.460 politics.
00:05:45.180 And to that point, I was stunned to see, because as you know, for years, immigration has been
00:05:52.620 at the very top of this country's priorities in terms of political issues, etc.
00:05:59.080 But never before have we seen illegal immigration rise to 62% of those who say we have to have
00:06:08.620 deportations of all the illegal aliens who've come into the country in the past three years
00:06:15.420 and three months.
00:06:18.400 It's stunning to see it.
00:06:20.180 And by the way, it's also reassuring.
00:06:23.540 I agree on both counts.
00:06:25.580 If you would have asked me that the poll would have been 62%, like you said, supporting large
00:06:30.740 scale removal operation in this country, I would have said, no, that's never going to happen.
00:06:35.060 And that's, of course, part of the problem.
00:06:36.560 But I think the reality that's happened is that the past three and a half years, this
00:06:40.960 administration has so blatantly and so boldly opened our borders up again.
00:06:46.220 The last 40 months or so, there's been 10 million in total nationwide encounters, plus another
00:06:52.800 2 million gotaways.
00:06:54.120 At this pace, by the end of his first four years, you're looking around 14 million total
00:06:59.140 nationwide encounters and gotaways, Lou.
00:07:01.320 I mean, that would make it the equivalent to the fourth most populated state in this country.
00:07:05.480 That's insanity.
00:07:06.560 There's no country on the face of the planet that can sustain that.
00:07:10.000 None.
00:07:10.540 And I think the American people, after three and a half years, see that for what it is.
00:07:14.600 And they understand that this cannot be sustained.
00:07:17.760 And part of the solution can't just be to secure a physical border.
00:07:22.660 We also have to take care of the individuals that are here in the country illegally, as well
00:07:27.380 as go after the cartels, as you mentioned earlier.
00:07:29.840 And I think that's what you're seeing reflected in the polls.
00:07:31.920 And there's another poll I just saw from, I believe it was CNN, that said,
00:07:36.080 President Biden right now is upside down 28 points with respect to his handle on the border
00:07:41.480 as compared to the confidence of how President Trump would handle it.

00:07:45.540 And that is a major, major issue, obviously, for the electorate this year going into November
00:07:52.360 5th.
00:07:52.860 I also wonder just how in the world we're going to get it fixed.
00:07:58.140 I know the president has said he wants the largest massive deportation effort in the country's
00:08:04.120 history, a program to deport all of those illegals.
00:08:07.560 I mean, that is a huge undertaking.
00:08:11.320 No one knows that better than you.
00:08:13.840 What do you think it will take to remove, you said 14 million, let's call it, make it
00:08:19.840 easy, 5 million a year?
00:08:22.620 How in the world can we get them out of that efficiently, effectively, and in a reasonable
00:08:28.920 amount of time?
00:08:30.500 Well, first of all, let's step back real quick for context.
00:08:33.640 Really, to do what we need to do, there's a multilayer strategy.
00:08:36.440 First, we have to secure a physical border.
00:08:38.400 We need resources and policies.
00:08:40.960 I don't have faith that Congress is going to give those to us, so we're going to have
00:08:44.560 to do that through executive action.
00:08:46.100 But President Trump gave us those tools and networks and authorities the last time.
00:08:49.980 I'm confident the same thing will happen.
00:08:51.380 The second leg of that three-legged stool is we have to fundamentally change how we go up
00:08:56.520 to the cartels.
00:08:57.140 We have to defeat them.
00:08:58.040 They cannot remain in existence if we're truly going to have a secure border.
00:09:02.380 And the third thing is interior enforcement, Lou.
00:09:04.700 And here's what I say.
00:09:05.640 I know it's a little tongue-in-cheek, but people say, well, how can we do it?
00:09:08.720 And I say, well, we start with one at a time.
00:09:10.900 And my purpose of saying that is that we can't just give up.
00:09:14.920 We can't say because there's too many, what do we do, just not try?
00:09:17.980 We have the foundation.
00:09:19.700 Enforcement and removal operations, it's a subcomponent of ICE.
00:09:23.100 Look, I think there's some of the best in the world at going after individuals in a
00:09:27.280 country that are here illegally.
00:09:28.940 We just need to help ICE.
00:09:30.460 We need to give them, what I would say, assistance on steroids.
00:09:34.300 It's going to take a whole other government approach.
00:09:36.240 A lot of different departments and entities are going to have to be involved.
00:09:39.340 And we're also going to need congressional assistance, political will, especially through the funding
00:09:45.140 mechanism.
00:09:45.660 If we have all that together, we can do this, Lou.
00:09:48.940 Well, I certainly believe we can.
00:09:52.140 What I don't understand is the scale of it, because we've never before been bringing in
00:09:58.000 5 million illegals a year.

00:10:06.300 It's just how big would ICE have to be to be effective in that role of bringing those
00:10:13.840 people from wherever they are, whatever community, and getting them ready to be transported back
00:10:21.920 to the countries of origin?

00:10:23.940 So, Lou, you bring up a very, very good point, right, about the numbers that are coming in.
00:10:29.240 First of all, for interior enforcement to be successful, we have to cut up the spigot first,

00:10:34.700 You know, the former chief of Border Patrol said, hey, look, you know, I don't need necessarily
00:10:39.860 more resources this moment.
00:10:42.120 You know, when his analogy was a fire hose, he goes, I don't need more buckets to manage
00:10:47.860 the water.
00:10:48.440 I need you to turn off the fire hose.
00:10:50.580 So one of the first things, strategy, we have to secure the border.
00:10:54.040 We have to shut down the border.
00:10:55.340 We have to stop the introduction.
00:10:57.420 We have to stop catching release of more illegal aliens.

00:11:01.000 And then simultaneously going after cartels.
00:11:02.780 But when it comes to interior enforcement, look, we're going to need assistance, including

00:11:13.620 But to help support them on the logistics side, whether that's transportation you talked
00:11:18.240 about, whether that's temporary detention facilities.
00:11:20.580 So we're going to need to augment ICE resources to be able to do that.

00:11:26.440 Eisenhower did this, you know, back in the 50s, right?
00:11:30.120 In one year, we removed over a million.
00:11:32.860 And then what we also saw, and I think the same thing will happen again.
00:11:36.120 They had over 700,000 self-deport.
00:11:38.780 So people are here in the country illegally, really believe we're serious about it.
00:11:43.420 You're going to have potentially hundreds of thousands actually self-deport as well.
00:11:47.820 And the last thing I'll say about this is that we've got to have the political strength,
00:11:53.120 courage, the will of Congress to support us financially.
00:11:55.540 And I think one way we do that is what ICE has continued to do, and that's prioritize
00:11:59.380 criminals.
00:12:00.240 No one can be off limits, but we prioritize criminals.
00:12:04.740 We go after murderers, rapists, pedophiles, aggravated felons, and gang members first, and

00:21:01.140 I subscribe to the AG Barr approach to going after the cartels, the kind of planned Columbia
00:21:06.880 approach where we use the United States military.
00:21:09.280 I'm not saying we roll tanks into Mexico, but we use special operations capabilities to
00:21:15.260 use precision surgical kinetic operations to go into Mexico and really strike at the
00:21:22.360 heart of the cartels.
00:21:23.600 We know where all the meth labs are.
00:21:25.060 We know where the fentanyl is coming in.
00:21:26.460 We know where all the drug and human smuggling routes are.
00:21:29.480 And we can defeat them.
00:21:30.800 But that's going to be the only way we can.
00:21:32.260 Because Mexico doesn't have the political will or the capability to actually defeat the cartels

00:22:19.680 And at the midnight hour, for unspeakable reasons, he walked away from H.R. 2 and still gave
00:22:25.600 $95 billion to other countries to secure and defend their border.
00:22:29.160 So I'm not sure we have the political will to do it.

00:25:43.760 But the challenge that I really have is the Republican side.

00:25:55.420 yet they failed to get a single piece of meaningful border security legislation passed
00:26:00.180 that would have addressed the loopholes and really give the authorities to the president
00:26:04.640 and us on the front lines to do our job.
00:26:06.920 At the end of the day, we had to really look at and use purely internal policies and executive order
00:26:13.020 to get done what we needed and provide the resources like the wall that we needed.
00:26:18.000 I think the same thing is going to be done.
00:26:19.540 Again, we just talked about Speaker Johnson as a quintessential example.
00:26:22.820 HR2 was the strongest piece of border security legislation that's ever been passed
00:26:27.480 in either chamber of the Congress in our lifetime, Lou.

00:26:32.600 And again, Speaker told the American people, Lou,
00:26:34.820 I promise we're going to hold the line on HR2.
00:26:37.420 Once he do, backs off, gives $95 billion to multiple countries to protect,

00:26:43.980 Meanwhile, nothing with respect to HR2 and our ability to secure our border.
00:26:47.880 So I don't have faith in either party that even if President Trump's in the White House,
00:26:52.320 that they're going to give him what he needs.
00:26:53.980 And so we're going to have to use executive order and internal policies
00:26:57.660 to actually secure the border and protect this country.
00:27:01.500 Do you think that finally, at long last, the political admixture is here, finally,
00:27:10.420 to actually put in e-verify, to hold employers accountable for illegal employees,
00:27:16.000 to actually deport illegal aliens who are in this country at the invitation of Joe Biden
00:27:24.300 and have come on over the last three and a half years, some 15 million of them.
00:27:29.160 Do you believe that we're near that in terms of political will and purpose?
00:27:34.240 I don't, Lou.

00:27:36.520 If Speaker Johnson would have held to HR2 with respect to the foreign aid package,
00:27:43.180 I may have a different response.
00:27:44.900 I may say the Republicans are finally coming together,
00:27:47.820 and they're actually sowing some strength and political courage and will.
00:27:51.140 But they failed once again to hold that line and do what the American people needed them to do.
00:27:57.480 So what I do have faith, though, is that President Trump will come in
00:28:00.880 and give ICE the support they need to do to increase worksite enforcement operation,
00:28:06.200 to go after those companies hard,
00:28:08.740 and go after them every day across this country with respect to hiring illegal aliens
00:28:14.140 and actually holding the illegal aliens to task as well and removing them as well.
00:28:20.540 I think that's what we're going to need to do.
00:28:22.780 Now, that, I think the American people are starting to see the light,
00:28:26.200 and you're seeing some of that change in the polls that you mentioned.
