00:01:14.780 ice cbp atf dea diplomatic security service in the u.s marshals have to go out and pick up some of the
00:01:21.760 most horrible criminals that are roaming free in massachusetts these are just some of them a child
00:01:27.140 sex offender that was previously deported that was released by a local agency but was back living
00:01:33.080 across the street from a playground a sex trafficker that are that was arrested for raping a child that
00:01:40.360 was re-released back into the community a habitual drunk driver who in the midst of his drunk driving
00:01:46.240 kidnapped a child theft from we have one person that was previously deported that was stealing from
00:01:53.220 disabled senior citizens not only that but they got several convicted murderers rapists spouse abusers

00:16:57.960 going bonkers in which the tariff wars that americans are against have been going on and yet despite all of
00:17:03.480 that the democrats are down by 12 points on the economy this speaks to democratic problems on the economy

00:17:13.900 on the all-important key issue of the day which is the party of the middle class has been a huge advantage
00:17:19.880 for democrats i have polling from nbc going all the way back since 1989 when democrats had a 23 point advantage

00:23:29.240 agenda it's listening let's uh talk about the budget uh that was the budget to come but i want to talk
00:23:35.840 about what has been going on with doge and what elon musk has already done uh he says it was 175
00:23:44.000 billion dollars in cuts and these are cuts uh to funding and programs that congress already passed
00:23:51.220 already signed into law the law of the land uh before you took office you say that you're going
00:23:57.160 to submit about nine billion dollars in cuts this week for congress to approve to make those cuts
00:24:03.700 you've already done official largely in foreign aid and public broadcasting but you're hearing from
00:24:09.340 members of congress on both sides of the aisle that they want you to submit approval for all of the
00:24:15.540 cuts that you've done through doge will you we might we want to see how this first bill does we
00:24:21.460 want to make sure it's actually passed uh it's the first of many rescissions bills some we may not
00:24:26.740 actually have to get a congress to pass the rescissions bills why some we have executive tools we have
00:24:32.380 impoundment that 200 years of presidents had the ability and the the recognition that they had the
00:24:37.520 ability to spend less than the ceiling if you have 100 million dollars that the congress says we want
00:24:42.860 you to go and use for particular use and you can do it less for 200 years that was totally appropriate
00:24:48.540 and since the 1970s that has changed and has led to massive waste foreign abuse secondly the very
00:24:54.560 impoundment control act itself allows for a procedure called pocket rescissions later in the year to be
00:25:01.160 able to bank some of these savings without the bill actually being passed it's a provision that has been
00:25:07.420 rarely used but it is there and we intend to use all of these tools we want congress to
00:25:12.840 pass it where it's necessary we also have executive tools and that is something we're going to be
00:25:17.260 working with congress but it's very important to pass this bill and to see whether there is a will on
00:25:23.540 both the house and the senate to secure the vote for it let me just unpack a couple of things that you
00:25:28.200 said first uh you said that there is 200 years of precedent of presidents taking what congress
00:25:35.540 passed and of course people who are watching this know that the constitution says that it is congress
00:25:40.840 it has the power of the purse which is why we're even having this the seal they have the power well
00:25:45.260 that's well that's what i want to ask you about so there's some dispute about the 200 years but most
00:25:49.880 importantly uh a law passed in 1974 because of this dispute uh that you mentioned the impoundment act
00:25:58.280 and so because of that law which has now been in place for more than 50 years
00:26:03.320 it is the requirement of the executive branch except for in in situations where you're having
00:26:10.440 discussions with congress to implement what is signed into law i know you don't believe that
00:26:16.840 that is constitutional so are you just doing this in order to get the supreme court to rule that
00:26:23.640 unconstitutional we're certainly not taking impoundment off the table we're not in love with the law it's
00:26:27.920 a law that uh came after 200 years of precedent in history at the lowest point lowest moment of the
00:26:33.840 executive branch but even the very impoundment control act notice it's not called the impoundment
00:26:38.720 elimination act even congress at the time realized that impoundments were perfectly legal and
00:26:43.600 appropriate they were saying the impoundment control act even the impoundment control act allows for
00:26:49.360 procedures that both require their assent on a rescissions bill that's the one that we're sending
00:26:55.120 up this early this week and also allow for pocket rescissions for those that come later they say
00:27:00.800 you're breaking congress says that you're just breaking the law well they're they're wrong we're
00:27:04.720 not breaking the law every part of of the federal government each branch has to look at the constitution
00:27:11.360 themselves and uphold it and there's there's tension between the branches and i don't i don't i don't
00:27:16.720 doubt that congress is going to make accusations uh some of them come by their own watchdogs but those
00:27:22.160 watchdogs have been historically wrong and we're that's not going to stop us from moving forward
00:27:26.240 to bank the doge pets i want to sort of bring this up bigger picture a little bit because this is part
00:27:32.160 of a very clear um strategy that you have had for years and years and years in order to really cut
