We have no sense that the federal government, we send them $8 billion, it goes out the door, and we have no way of confirming whether the state of California is actually spending that on needy Americans because, of course, we want to help people who can't afford a bite to eat.

00:11:36.600 And what California and so many blue states have done is really turn down the eligibility requirements, turn down the verification requirements.
