00:04:51.540Now, right off the bat, even if you put aside all the specific debate about the law, it's a pretty incredible turnaround time.
00:04:57.400I mean, when was the last time a politician saw something on social media that he didn't like and promised to outlaw it within a matter of weeks?
00:05:05.780California is so corrupt and slow-moving that they can't even pass legislation to fix their high-speed rail project,

00:05:15.800But when it comes time to memes, when it comes to memes that offend Kamala Harris,
00:05:20.420Gavin Newsom and California Democrats can move very quickly.

00:05:49.920Now, there have been signs for a while that a similar crackdown might be coming for people who make political memes on the Internet.
00:05:56.880You probably remember the case of Douglas Mackey, who was sentenced to seven months' imprisonment because he mocked Hillary Clinton voters.
00:06:03.640And now, true to his word, Gavin Newsom is bringing a similar crackdown to the most populous state in the country.
00:06:10.420On Tuesday, Gavin Newsom signed three separate laws related to deepfakes and elections.
00:06:15.300He also gloated about the legislation.
00:07:05.180Except, of course, Gavin Newsom didn't sign those bills for the benefit of any of his constituents.
00:07:08.980He signed them for the benefit of the Democrat Party.
00:07:12.020That's why there was no delay in getting these bills passed.
00:07:14.260All these bills were created this year.
00:07:15.780As far as I could tell, none of these bills existed in any form prior to 2024.
00:07:20.060And then once the Kamala Harris parody went up, they were fast-tracked and signed with very little debate.
00:07:25.800That's too bad because, especially on this issue, debate would have been helpful and illuminating.
00:07:32.540For one thing, it might have helped Gavin Newsom realize that the Streisand effect is very real,
00:07:37.100and he's only increasing the popularity of this Kamala ad by trying to ban it.
00:07:40.840But for another thing, more conversation would have produced a more workable solution to an actual problem that does exist.

00:07:51.820We've all probably been fooled at one point or another by a fake audio recording or a fake image.
00:07:56.240If you've been on Facebook recently, you'd know that there's a whole cottage industry of deliberately misleading AI-generated content on there.
00:08:03.060And they trick a lot of people every day.
00:08:04.480And as convincing as these AI voices and deepfakes are right now, they're only going to get exponentially more convincing in the future.
00:08:12.340And that's going to create all kinds of problems.
00:08:15.220I mean, something making fun of Kamala Harris is not really a problem.
00:08:19.460But it's not hard to imagine ways this technology could be used that would be legitimately harmful, if not totally catastrophic.
00:08:29.240At the same time, as Gavin Newsom himself has warned in the past, there are massive risks to over-regulation.
00:08:37.660One of those potential risks is that we could end up sabotaging our own economy.
