00:01:57.080 millions of people in Cuba were looking for a similar website

00:01:59.860 that they could use to send short messages to the world.

00:02:02.960 It was difficult to access Twitter itself because Cuba's communist government

00:02:07.000 restricted internet access, so there was a big untapped market there.

00:02:11.080 Fortunately for Cubans, an alternative quickly emerged.

00:02:13.540 It was called Zunzunil, which is a Cuban expression

00:02:17.220 that's supposed to sound like the noise a hummingbird makes, I guess.

00:02:20.680 So we had Twitter, and they had a knockoff called Zunzunil.

00:02:25.280 But even though it was a pretty cheap knockoff,

00:02:27.720 the application quickly became popular,

00:02:29.220 gaining tens of thousands of users in a matter of months.

00:02:31.800 The creators of the app had obtained a list of 500,000 Cuban cell phone numbers

00:02:35.740 from somewhere, presumably the black market.

00:02:38.460 So they were able to pitch the program directly to users,

00:02:41.580 and cell phones were the key to the whole business model.

00:02:44.240 Zunzunil was able to evade Cuba's internet restrictions

00:02:47.540 because it relied entirely on text messaging and cellular services.

00:02:52.240 And after just a couple of years in service, though,

00:02:54.860 Zunzunil abruptly disappeared.

00:02:57.740 It just went offline without any warning whatsoever.

00:03:43.120 The Associated Press news agency revealed that the U.S. aid agency funded Zunzunil,

00:03:48.780 claiming it aimed to stir unrest, something the White House refuted.

00:04:01.360 These appropriations are public, unlike covert action.

00:04:09.520 So the White House spokesman, Jay Carney, was, whatever happened to that guy?

00:04:28.840 As it turns out, even if you assume that the U.S. should be helping out foreign countries

00:04:40.940 the estimated $1.6 million spent on Zunzuneo was publicly earmarked

00:04:45.560 for an unspecified project in Pakistan,

00:04:47.660 but those documents don't reveal where the funds were actually spent.

00:04:51.480 So in other words, this is what we call fraud.

00:04:54.020 Congress authorized the money to go to Pakistan.

00:04:57.480 The president signed an appropriations bill sending the money to Pakistan,

00:05:01.540 and the money did not go to Pakistan.

00:05:05.140 Not that we want any money going to Pakistan, by the way,

00:05:07.600 but they said that's where it's going, but instead it went to Cuba.

00:05:12.060 American voters were told the money was going to one place, but it went to another.

00:05:16.080 And there's a very clear reason why USAID might have been interested in lying

00:05:19.640 about where the money was going, which is this.

00:05:21.680 The point of spending the money was not to develop Cuba.

00:05:25.040 The point was to overthrow Cuba's government.
