00:08:46.120contracts. Initially, the plan was apparently to kidnap the president and fly him out of the
00:08:50.180country, but they gave up on that idea when they realized that they had nowhere to put them. So
00:08:54.460they just killed them instead. A lot easier, I guess. In other words, the plan here was to1.00
00:08:58.920defraud the US government in order to fund an operation to kill Haiti's president so that they
00:09:03.000could then defraud Haiti's government for even more money. So really next level, this is like
00:09:09.920fraud inception going on here. Most COVID fraudsters were content to just steal hundreds
00:09:15.300of thousands of dollars, but these COVID fraudsters, they drain much bigger. I mean,
00:09:20.960they had ambition. You got to give them that at least. They saw the initial fraud as a down payment
00:09:25.340on the bigger fraud. Now, the indictment mentions another Florida company, Worldwide Investment
00:09:31.340Development Group, LLC, which is the company that allegedly got the fraud started. And here's how
00:09:36.640the scheme worked, according to the DOJ. The conspirators used shell companies with names
00:09:41.520like Dragon's Play and Agatha Construction to get hundreds of thousands of dollars from the
00:09:47.660federal government under the COVID programs, no questions asked. They fabricated payrolls and
00:09:54.000employees and no one in the federal government noticed or cared, of course. The money was wired
00:09:59.600to them almost immediately. Worldwide then used some of this money to extend a $175,000 line of
00:10:05.900credit to CTU, which was earmarked for military equipment, including ballistic vests for private
00:10:11.160military forces in Haiti. A principal of Worldwide also allegedly, quote, paid $9,000 to fund the
00:10:17.440travel of approximately 18 Colombian nationals with military training to Haiti, as well as $15,000
00:10:23.860for ammunition. Now, at one point, the head of CTU allegedly told Frederick Bergman, he was a
00:10:30.800Florida businessman, that he has an idea. He was going to ship the bulletproof vests for the hit
00:10:37.160squad from Florida to Haiti by claiming that they're paintball protection vests. And Bergman
00:10:42.920then offers an alternative idea, quote, I don't think they'll have any problem having my research
00:10:47.020company ship x-ray protective vests. So that's what they decided to do. They managed to convince
00:10:53.640the customs that they were sending dozens of x-ray protective vests. And apparently that didn't raise
00:10:59.760any eyebrows whatsoever. I guess they thought it was totally normal for someone, you know,
00:11:04.240getting an x-ray to need ammunition pouches and ballistic hard plates. So the Florida companies
00:11:10.600take the stolen money, they ship the mercenaries to Haiti, and then they ship them the ballistic
00:11:15.860vests as well. They're able to source the firearms themselves from the local black market in Haiti,
00:11:21.420but evidently it was harder to get the ballistic vests that looked like something the DEA would
00:11:25.400wear. So they use CTU's expertise to procure the vests in the U.S. and then ship them overseas.
00:11:31.720The night before the assassination, the conspirators met up, distributed all the equipment, and then they executed the plan.
00:11:39.100Now, the result of this assassination was that Haiti has been thrown even further into turmoil.
