00:09:20.040 As a matter of fact, when we would go out to do our investigations,
00:09:24.140 one of the things that we would have to do or I would have to do is we would scout out a location
00:09:29.620 for our surveillance cameras that allowed us a direct line of sight to the centers,

00:09:36.120 A lot of that, because of the location where we were in these industrial, commercial areas,

00:10:46.880 So $24 billion in homelessness, and yet the homeless population went up,
