00:10:17.640 We took a look at the data from the park's police about their crimes in an 18-month period living up to there,
00:10:25.000 and it was very clear that crimes of this nature were just so rare.
00:10:30.400 One stretch of the park lights up, an isolated run of trail near the Pierce Mill.
00:10:36.420 The attacks cluster there over a matter of weeks.
00:10:40.460 Then they stop all at once.
00:10:42.760 They stop the week a single man is arrested on those trails and taken to jail.
00:10:49.660 That man is already in prison.
00:10:51.740 He has been since the summer of 2001, serving 10 years for attacking Hallie Schilling and
00:10:57.460 Christy Wigand in Rock Creek Park, a man at whom no one working the Levy case has ever

00:11:30.620 So Rossmo takes a hard look at Rock Creek Park.
00:11:33.620 Years later, he will lay out what he found in a documentary
00:11:36.620 on Chandra Levy for investigation discovery.

00:11:44.840 Chandra's and the two women who lived.

00:12:58.600 And then we looked at the locations where the attacks on the two female joggers had occurred.
00:13:03.600 There's no one else around.
00:13:05.600 Attacks like that in the park are really rare.
00:13:07.760 And when you've got three of them in a very short time period,
00:13:10.580 that calls for them to be looked at as being connected crimes.
00:13:15.300 We know that he lived just to the east of Rock Creek Park.
00:13:19.540 And there were no similar attacks after the arrest of him.
00:13:24.540 It made Guandiki stand out like a neon sign.
00:13:27.500 He had to be considered a viable suspect and needed to be explored further.
00:13:32.200 There is one more thing the map shows.
00:13:34.240 The place where the man attacked Hallie Schilling is about half a mile from the ravine where Chandra's remains are found.
00:13:41.320 Seven weeks after those remains turn up, in July of 2002,
00:13:46.120 Levy detectives finally walked the ground where Hallie fought free.
00:13:50.460 And they put it in their investigative report in plain words,

00:14:02.660 Guandique came to the United States illegally from El Salvador.
00:14:07.440 He made his way through Mexico.
00:14:09.740 He swam across the Rio Grande into Texas.

00:14:14.320 And then he made his way to Washington, D.C.
00:14:18.280 He's got a family in El Salvador that's deeply impoverished.
00:14:22.800 He was born in 1981 in the early years of El Salvador's civil war,
00:14:27.360 which takes his father before he's born.
00:14:30.520 When Guandique's mother is three months pregnant, his father is killed by a government death squad.
00:14:35.920 The boy grows up in a house with a dirt floor.
00:14:38.940 His mother remarries, and Guandique will later say his stepfather and mother beat him.
00:14:44.940 He struggles in school and drops out in the seventh grade.
00:14:48.240 At 14, he is working in the fields.
00:14:50.880 Now, in Washington, D.C., Guandique is 19 and takes whatever work a man without papers can find
00:14:57.340 and for a while holds it together, but not for long.

00:15:03.860 He smokes marijuana and snorts cocaine when he can get it.

00:15:09.880 By the time the D.C. detectives come looking for him,

00:15:41.480 On the day Chandra Levy vanishes, Guandique does not show up for work.
00:15:46.420 Days later, his landlady sees him with a fat lip, a bloody eye, scratches at his throat.

00:15:57.340 that she hit him. The landlady doesn't believe him because she knows they broke up and his
00:16:03.600 girlfriend is small. Whoever did this fought back hard. 17 months later, in October of 2002,
00:16:12.840 a pair of snipers begins shooting people out the back of a car across the Washington, D.C. area.
00:16:19.360 Spoiler alert, we are covering this story on MK Confidential soon. The FBI pulls Brad Garrett
00:16:25.340 off the Levy case to help hunt the D.C. snipers. The press goes to. The Levy case recedes once
00:16:34.120 again. Guandique sits in prison for the two park attacks. No one is building a murder case against
00:16:40.900 him. Law enforcement is not focused on Chandra Levy, and her case goes cold again. Five years
00:16:49.560 later, the Chandra Levy case is revived thanks to a new police chief and a newspaper. Charles Ramsey
00:16:57.740 is gone, replaced by Kathy Lanier. In 2007, soon after she takes over, Lanier meets Susan Levy at
00:17:06.480 police headquarters. When Susan holds out her hand, Lanier hugs her instead and comes out of the
00:17:12.940 meeting vowing to solve the Chandra case. One of the two original detectives has retired.
00:17:20.180 Lanier removes the other, Ralph Durant, and hands the case to two veterans, Todd Williams and Anthony
00:17:26.760 Brigidini. The new detectives pull Chandra's clothing and Guandique's as well out of the
00:17:32.560 evidence lockers and send both for the DNA testing no one had run in 2001. And they start monitoring
00:17:40.260 Guandique's mail and phone calls from prison. When the results come back, the DNA does not
00:17:46.860 establish a tie between Guandique and Chandra. The testing that was supposed to break the case
00:17:53.420 wide open hands them nothing they can put in front of a jury. What finally shakes the case loose

00:19:49.420 Not enough attention was being paid to a suspect
00:19:52.180 who was hiding in plain sight.
00:19:54.920 The series clears Gary Condit
00:19:56.700 and names Guandique as the most likely killer,
00:19:59.640 though it offers little in the way of hard evidence. It puts the reinvestigation and
00:20:04.640 everything the police had missed on the front page for 13 straight days. A few days before
00:20:11.040 it starts, Horwitz asks Police Chief Lanier what she hopes it will do. Stir things up,
00:20:17.120 Lanier says. Sometimes people do come forward. It was the first time anyone from the outside
00:20:23.760 had really exposed what was going on with this case and some of the mistakes that led
00:20:28.800 the case to go cold. The reinvestigation also surfaces something buried since 2001. When the
00:20:35.900 park police first arrested Guandique, he told an officer he had seen Chandra Levy in Rock Creek
00:20:42.880 Park and that he found her pretty. The officer remembered it, but for seven years that information
00:20:49.320 never made it into any report. Through all of it, one thing never changes. Guandique does not leave
00:20:56.660 prison. From his arrest in the summer of 2001, through the cold years and the reinvestigation,
00:21:02.680 he stays locked up for the two park attacks. When the detectives finally go looking for their man,
00:21:09.880 they already have him in a cell in California. In September of 2008, two months after the series
00:21:17.000 of articles, a team of D.C. detectives flies to the federal prison at Victorville in the California
00:21:22.880 desert, where Guandique is finishing his sentence for those park attacks. The detectives have done
00:21:29.040 their homework. They have read the park police reports from 2001, and they know how an officer
00:21:34.880 named Joe Green once talked Guandique into admitting the two park attacks by offering him
00:21:41.280 a less despicable version of the story. They sit Guandique down. They ask him for a DNA sample,
00:21:48.280 and then they run a bluff. They tell him they already have his DNA on evidence from the Chandra
00:21:54.360 Levy case, and they wait. Guandique doesn't flinch. If they have his DNA, he tells them,
00:22:01.740 they should charge him with murder. They press him. Why would his DNA be on Chandra Levy's things?
00:22:08.060 He gives them a line the detectives will not forget, one that is not a confession
00:22:12.780 and not quite a denial either. So what if I touched her? It is the closest thing to an
00:22:20.160 admission anyone will ever get from Guandique. Not, I never met her. Not, I never touched her.
00:22:27.340 Not, who's Chandra Levy? Instead, so what if I did? The detectives write it down word for word.
00:22:35.580 It's nowhere near enough to charge a man with murder, but it is the first time Guandique has
00:22:40.080 placed himself anywhere near Chandra Levy, and he's done it in his own words. The detectives
00:22:47.280 turn to the fat lip and the scratches from May 1st, 2001, seven years earlier. He tells them
00:22:54.100 two men robbed him. They remind him he had told his landlady it was his girlfriend.
00:23:00.440 Guandique splits the difference. The lip from the robbery, the scratches from the girlfriend.
00:23:05.580 While the detectives are in the room with him, prison officials are searching his cell.
00:23:12.040 Tucked among his things, kept by his bed, they find a photograph of Chandra clipped from a magazine.
00:23:20.180 It is an odd thing for someone with allegedly no connection to her to have bedside seven years after she vanished from a city 2,000 miles away.
00:23:28.920 They saw a photo of Chandra Levy in his cell right by his bed, which was very odd.
00:23:35.580 And as they were talking to Guandique, they saw something else that really struck them as odd.
00:23:40.540 They saw a tattoo of a woman on his body.
00:23:42.980 And as they looked at this tattoo, they believed that it resembled Chandra Levy.
00:23:48.740 There is one more thing they learn about the man at Victorville.
00:23:52.020 In early 2009, as the murder case against him is coming together,
00:23:56.900 an inmate tips off prison officials that Guandique is planning to break out.
00:24:02.640 On February 26, guards pull him from his cell and search it.
00:24:07.500 They find the makings of a weapon and an escape kit.
00:24:10.860 Loose razor blades, a AA battery, a filed-down sliver of toenail clipper, and a homemade knife.
00:24:18.400 Two of the blades lashed together with strips of plastic.
00:24:21.480 Guandique will not be going anywhere.
00:24:24.240 So the detectives move on to the one thing that could actually make a case.
00:24:28.740 A witness.
00:24:30.160 That witness is a man named Armando Morales, and you'll be hearing quite a bit about him.
00:24:37.500 Armando Morales is a Fresno, California native, a lifetime criminal with a long record of violent crimes, guns, drugs, and so on.
00:24:47.200 He was a cellmate of Ingmar Guandique in Kentucky in 2006.
00:24:54.760 Morales comes forward in 2009 while the reopened Levy case is searching for anyone who can tie
00:25:00.780 Guandique to the killing. He's been in federal prison since the 1990s, serving a long sentence
00:25:07.040 on drug charges, a lifelong criminal with a violent record, and Morales is not the kind of
00:25:12.580 man juries usually trust. What makes prosecutors listen is that Morales asks for nothing. He is
00:25:19.920 also not the first inmate to say Guandique has talked. Over the years, several jailhouse witnesses
00:25:25.980 did, and their stories did not always match. Guandique's defense will seize on this fact later.
00:25:32.600 But Morales is the witness around whom the prosecution decides to build its case.
00:25:37.440 Guandique and Morales belong to allied gangs, and for six weeks in a Kentucky cell, they talked.
00:25:44.040 Armando Morales and Imar Guandique belonged to a similar gang affiliation.
00:25:49.940 And as a result, they considered themselves brothers.
00:25:52.720 They were honest with each other.
00:25:53.960 They looked out for each other in prison.
