00:02:42.080 much of the discussion focusing on crime,
00:02:44.040 with the president touting the federal takeover of D.C. police,
00:02:47.240 so far resulting in more than a thousand arrests and dozens of illegal guns seized.
00:02:53.480 Many in the media hanging on to their narrative that crime in D.C. is not the problem the president insists it is,
00:03:00.160 describing the move as an authoritarian federal overreach.
00:03:03.600 However, President Trump did find at least one grateful member of the press corps

00:13:04.680 Well, it's going to depend if he's above or below ground.
00:13:07.720 So let's say he's above ground, which is what it looked like how they were looking yesterday.
00:13:14.080 You know, we've been in a heat wave here, and this is already a hot part of Southern California.
00:13:19.520 So 100 degree weather, you know, if it's been a month, a small child, a decomp process will happen pretty quick.
00:13:26.780 And then also this type of area, there's predators out here.
00:13:30.440 There's coyotes, mountain lion, there's all types of stuff out here.
00:13:33.480 So and that we see in search and rescue all the time.
00:13:36.320 You know, predators will spread remains and whatnot.
00:13:39.280 However, cadaver canines can still pick up that scent.
00:13:43.080 And, you know, so they would be able to find something.
00:13:46.880 And from there, kind of piece it together.
00:13:49.160 The search is ongoing.
00:13:51.340 News Nation reporting that Jake and Rebecca's arraignment will take place on September 4th.
00:13:56.220 That's when they are expected to enter a plea.
00:14:00.520 Transportation Secretary Sean Duffy on Tuesday putting three states on notice,
00:14:04.940 saying they are out of compliance with English Language Proficiency Requirements, or ELPs, for commercial drivers.
00:14:11.640 Drivers operating across state lines must be able to read and speak English well enough to converse with law enforcement,
00:14:19.600 understand traffic signs, and complete paperwork.

00:14:28.060 The issue was thrust into the spotlight in August when an illegal migrant truck driver allegedly killed three people in Florida

00:14:37.540 The driver, 28-year-old Harjinder Singh, later failing an ELP assessment,
00:14:43.180 according to DOT records providing correct responses to just two of 12 verbal questions
00:14:48.660 and only accurately identifying one of four highway traffic signs.
00:14:53.620 Despite his apparent inability to read and understand the language,
00:14:57.700 Singh was granted a commercial driver's license in Washington and then again in California.
00:15:03.060 Here's Secretary Duffy.
00:15:04.240 We are not going to tolerate states that don't comply with the rules that come from this department.
00:15:11.460 Washington, California, and New Mexico.
00:15:14.660 Those are the three states that have not complied with this rule.
00:15:17.120 Which, by the way, this driver in Florida had received a CDL in Washington, California,
00:15:23.560 and was pulled over in July for speeding and no doubt couldn't speak the English language.
00:15:30.820 And law enforcement in New Mexico did not take his rig out of service.
00:15:36.680 So this one driver touched all three states.
00:15:39.580 We are going to give these states 30 days to come into compliance with truck drivers speaking proficiently the English language,
00:15:48.140 or we're going to look at federal funding that they receive under the Motor Carrier Safety Assistance Program.
00:15:55.240 There are other actions that we can take to make sure states comply.
00:15:59.020 And hopefully in the next 30 days, we won't have to withhold any money from them.
00:16:02.580 The Secretary is saying California could lose $33 million in funding under the program,
00:16:07.800 $10.5 million for Washington, and $7 million for New Mexico,
00:16:11.540 with a promise of additional steps if these states resist.
00:16:15.140 California Governor Gavin Newsom's press office responding on X, quote,
00:16:19.300 This is rich.
00:16:20.520 The Trump administration approved the federal work permit for the man who killed three people,
00:16:24.880 and now they're scrambling to shift blame after getting caught.
00:16:27.960 Homeland Security has previously called this claim inaccurate,
00:16:32.220 telling Fox's Bill Malusian that Singh was initially processed for expedited removal from the U.S.,
00:16:38.300 then in 2019 was released into the country on bond with a pending asylum claim.
00:16:43.840 He's remained in immigration proceedings ever since.
00:16:47.320 DHS officials saying Singh was granted a work permit under the Biden administration.
00:16:52.200 Singh has been charged in Florida with three counts of vehicular homicide.
00:16:55.680 He required an interpreter for his court proceedings.
00:16:59.260 He was denied bond and remains in custody,
00:17:02.000 ICE lodging a detainer to begin deportation proceedings once the Florida case is resolved.
00:17:07.440 A Change.org petition, meantime, gathering more than three million signatures in support of, quote,

00:17:19.360 This was a tragic accident, not a deliberate act.
00:17:22.280 While accountability matters, the severity of the charges against him does not align with the circumstances of the incident.
00:17:29.180 The petitioner's hoping for, quote, restorative justice, counseling, or community service.
00:17:34.240 The petition carries no legal weight in court and, of course,
00:17:37.760 fails to mention the glaring no U-turn sign the driver ignored,
00:17:42.800 pulling a stunt any driver would know, is begging for disaster.
00:17:46.340 Trying to make the U-turn anyway, entirely blocking all lanes of traffic,
00:17:51.860 the approaching motorists had no chance.
00:17:54.820 And now, three people are dead.
00:17:57.640 Secretary of State Marco Rubio announcing this week that the U.S. is halting work visas for foreign commercial truck drivers.
