00:00:00.000Although it's always good to hear that Canada is going to get a new pipeline, in this case potentially the Pacific Link pipeline, that's the one that Alberta Premier Danielle Smith and Mark Carney agreed to, there are still some problems with it and it mostly has to do with dumb liberal government processes.
00:00:19.200I want to first cut to Prime Minister Mark Carney announcing the new pipeline, then I want to get into some of the nitty-gritty details that make the announcement have a little bit less fanfare to it when you realize that the timeline to actually even starting to build this thing is quite a while away.

00:04:08.140It's an entirely new way of building in a Canada that works. When he says an entirely new way of
00:04:14.760building, it's actually just the old way, but I guess it's maybe mapped out a little bit more

00:04:25.060concept for how this thing might actually get built so we're not building anything yet still
00:04:32.100and this is the thing that drives me up the wall i have no doubt that alberta premier danielle
00:04:37.300smith wants to build the pipeline asap this has probably been her dream since she was a little
00:04:42.100girl building pipelines around canada whereas carney he can keep saying yes but he keeps adding
00:04:48.980more time to the thing actually getting built i now want to quickly uh jump over to this uh some
00:04:55.860of these clips because he started getting asked questions at this press conference regarding how
00:05:00.660this thing is being paid for because right now taxpayers are the main party on the hook and can
00:05:06.660you be explicit with canadians about how many billions of dollars you expect federal taxpayers
00:05:11.060to contribute to get this pipeline built and can you explain why it's necessary when you said
00:05:15.460there's been great global appetite for Canadian energy? The Canadian taxpayer is going to make
00:05:20.820a lot of money off this pipeline. That does not actually answer the question. Canadian
00:05:27.220taxpayers apparently could be on the hook for as much as $40 billion for the pipeline. Would
00:05:33.620a Canadian taxpayers eventually make their money back if a pipeline gets built? Yes. But it's a lot
00:05:38.740of deficit uh spending and debt up front that is really hampering how long it's going to take for
00:05:45.540this thing to start making the public money if it was private sector built it'd be way better
00:05:50.340and as people pointed out there's really not much of a private sector partner in all this
00:05:55.140but carney laughs this question off about private about the private sector because
00:05:59.700pembina pipelines is a private company there's still no private proponent for this pipeline
00:06:04.500how confident are you that there will be one and why do you think there's no interest yet
00:06:08.740have you been nationalized he looks pretty private sector he was looking at the pembina
00:06:15.220pipeline ceo i believe and turning around saying oh you're you're not nationalized right you look
00:06:20.580pretty private and it's like the problem is is that they're only a proponent because they are
00:06:25.460getting they are basically being one of the builders of the project and they get 10 for doing
00:06:30.980so it's still a 90 taxpayer funded or owned project because trans mountain because the the
00:06:40.160indigenous portion of the and other other like ownership stakes all really are backed by taxpayer
00:06:47.040money and it'd be good if they could get private sector proponents but the problem is that they're
00:06:51.660effectively going to try and build this thing and then find the private sector proponents later on
00:06:57.340down the road. And if it starts really dragging its feet, we're rolling a dice here, hoping that
00:07:02.420somebody else steps in with private sector money so that the taxpayer doesn't get fully put on the
00:07:07.880hook for what's being done here. Now, we're going to go over to the Tim Hodgson here, who is being
00:07:13.800questioned by Vashti Capellos on CTV News yesterday for why it has taken so long to get to the point
00:07:19.780where we're even doing this on a pipeline when previously it wasn't considered in the national
00:07:24.220interest and then suddenly this year it is part of the national interest why should canadians trust
00:07:29.180that um your government has their best interests at heart from a taxpayer's perspective and i asked
00:07:35.980because a year or less than a year ago november 27 2025 the prime minister said if there is not
00:07:41.660a private sector proponent there will not be a pipeline there won't be a pipeline was his exact
00:07:46.620quote this is obviously a 180 completely different scenario why should canadians watching tonight
00:07:52.700trust that what you envision will actually materialize yeah well look a lot i think as
00:07:58.780canadians understand a lot has changed in the last year uh the world has become more dangerous
00:08:06.620and divided uh we're in the middle of the worst energy crisis uh in the history of the modern
00:08:14.140world as defined by the international energy agency that was all really brought on by a war
00:08:20.780that had not started a year ago. We are in a very different world today. We are in a world where the
00:08:29.660Trans Mountain expansion project was finished just a few years ago, ramped up to full utilization
00:08:37.100much faster than people thought. That pipeline is now fully contracted to the maximum extent
00:08:45.820allowed it's 90 of the utilization of that pipeline is fully contracted for 20 years
00:08:54.540by international buyers um i can tell you uh earlier this week we had uh leaders of energy
00:09:02.780companies uh in vancouver for the lng2 announcement and we had uh heads what i'll point out here that
00:09:11.100tim hodgson the energy minister is kind of dancing around is one notice how he didn't say well of
00:09:16.140course there's a private sector proponent there's pembina pipelines attached to it because again
00:09:20.140it's such a tiny stake it really doesn't matter in the grand scheme of things and then he goes
00:09:25.020on about how oh well you know a lot of things have changed and the world's chaotic and there's a war
00:09:29.180going on there's an energy crisis and it's like guys this was all stuff that could always happen
00:09:35.100you can't say oh i couldn't expect chaos happening in the inter like on the international scene i'm
00:09:40.540I'm like, that's what's going on all the time.
00:09:43.320Having not built anything up to this point is pure negligence.
00:09:47.600And him saying, well, you know, with the Trans Mountain pipeline or the TransLink pipeline or whatever, that one only came online a few years ago.
00:09:56.560And now it's already 90% contracted for the next 20 years of, you know, private energy proponents wanting to feed fuel through it.
00:10:04.580And I'm like, yes, they might want to feed fuel through it.
00:10:06.720The problem is many of them don't want to actually take the risk of putting money up to build the thing because of how unreliable the government is.
00:10:15.160And that's something that they have not done a lot to push back on to increase the actual confidence of these companies.
00:10:21.700They speak to them directly and many of them will still not actually jump on board.
00:10:26.520I want to take you guys now over to the CBC roundtable that took place after yesterday's announcements.
00:10:32.220And I think some of the comments here by Robert Fife on the panel are quite telling at the kind of long-term prospects of the project.
00:10:42.140Again, I want the Pacific Link Pipeline to work.
00:10:47.120I'm just very skeptical of Mark Carney on his own actually pushing it forward.
00:10:51.640I feel like after Alberta Premier Daniel Smith, if she gets another mandate next year in 2027 for another four years,
00:10:59.200she really needs to start pushing on mark carney to get everything done faster congratulations on
00:11:06.400owning a second pipeline everybody bob it's a designation but it's a commitment to billions
00:11:12.960of dollars in public capital and accelerating a process to get things done by september why
00:11:17.360do you make this move by mark carney today well look it's a very significant move um
00:11:21.840And he's betting on, and I think it largely will turn out to be true, that there is a market for Canadian oil, given what's the instability in the Middle East and with Russia.
00:11:37.480And we will really begin to see that once they put all the final touches in September.
00:11:43.300And they also basically will open up – I wouldn't call it a bidding process, but it's an opening up so that companies can say, okay, we want to commit so much oil to this pipeline.
00:11:56.180Yeah, open season is what they call it, right, where you bid on space.
00:11:59.300And he's saying, look, but he's pretty confident that he's going to get those oil companies to buy or agree to put so much oil into this new system.
00:12:10.860And I think it's a big moment for Canada.
00:12:14.340It's certainly a huge moment for Alberta.
00:12:16.980And it's going to mean a lot of jobs building this pipeline.
00:12:21.280But more significantly, the amount of money that's going to come back to the governments, governments in general, about $20 billion annually, will make the government be able to spend more on terms of social programs and health care and all of these kind of issues.
00:12:37.140Is it just me or is it that every time a liberal talks about something being economically good for the country, it always comes back to, well, it's going to benefit the government a lot. There's going to be a lot of government revenues generated by this pipeline.
00:12:49.320But again, I don't like the idea that what we're doing is like pushing forward with a pipeline that no private company currently wants, because it's not because nobody wants oil and gas. It's because the liberal government with its industrial carbon taxes, with its clean fuel standards, with all of its endless consultation and red tape around energy projects, none of them want to jump on board at this point.
00:13:12.280none of mark carney's rhetoric has gotten anybody but pembina pipelines who is going to make money
00:13:17.460up front building it none of them actually want to be on board like on board building this thing
00:13:23.460so our best hope is getting them like you know part way through we'll come back and say do you
00:13:28.240want to be on board with it and the problem with all of our taxes is that many of them still might
00:13:33.200not be interested because until many of these bad taxes and regulations are out of the way
00:13:37.700it might not be that worthwhile actually contributing simply because oil and gas is
00:13:43.620more worthwhile producing and shipping and being able to sell from other jurisdictions right now
00:13:49.000because they don't put up with all the taxes they don't put up with the very high royalties
00:13:53.040compared to other countries and because they do here it's a much tougher sell basically almost
00:13:57.940all the work has to be done for them before they're going to be on board the 20 billion
00:14:01.960years of gdp growth it's a hundred billion to governments by 20 oh but the gdp growth is is
00:14:08.600the key here because that's where you take the money and you reinvest it yeah totally but just
00:14:14.600direct revenue is just just clarifying for people at home but you know mia they are you know they've
00:14:19.880given it the designation uh they've broadly got a route they still go to the indigenous consultations
00:14:24.680they've got to get the off take agreements with the asian markets and they need the oil production
00:14:29.000right? Because there's not a billion barrels lying around. So it's a lot to do in 11 months
00:14:33.040and a pretty aggressive timeline there. Yeah. So shovels are nearly in the ground,
00:14:36.680right? I mean, call me a skeptic. Pipelines are not have not been great. We have not been great
00:14:42.160in this country of building pipelines in recent decades. It seems like the prime minister is
00:14:46.860trying to put in place the rules and the situation to make that happen a lot faster than it ever has
00:14:51.520before. But I think he is facing a lot of headwinds. You are going to see, I think,
00:14:56.320some challenges from First Nations who were already today complaining that they had two
00:15:01.960months to consult with the government about just the designation, about whether it would be a
00:15:05.640designation. They didn't have enough information. This is not, that's not going to go, that's not
00:15:10.440going to go away. This is, the Prime Minister is not necessarily very patient with some of those
00:15:15.620kinds of consultations and that's going to be really interesting to see how he can maneuver
00:15:19.060and overcome that because that has been one of the biggest issues and challenges for Canada in
00:15:23.400the past. And wait for it. We're going to have a massive amount of legal challenges coming from
00:15:30.440some of these bans, whether they have land title over the area or not. They're just going to
00:15:36.080claim traditional territories and take the government to court. The big problem is when
00:15:41.700they actually start trying to get to the port of Vancouver, because you may not know this,
00:15:45.920but remember earlier this year, Prime Minister Mark Carney's liberal government signed over the
00:15:52.440land title to basically the entire lower mainland to the musqueam first nations band
00:15:58.840that means they effectively have veto over these new projects running through the land or at the
00:16:04.840very least they could really push that in court for a very long time and based on the government's
00:16:10.440own admission that they have land title which is ridiculous they actually might be able to block
00:16:15.160the whole thing up no matter what it's kind of insane that we've allowed this to happen and i'm
00:16:20.120I'm not agreeing with her on the idea that, oh, Carney's not consulting enough.
00:16:24.540I think the consultation rules are ridiculous, but they're the consultation rules that the Liberals have been agreeing to all this time,
00:16:31.560which means that their one-year aggressive plan to get it even on the table with the plan in order to maybe start actually, like, building this thing at some point,
00:16:42.140That thing might start getting delayed further and further down the route as we have more and more challenges, consultations dragging on, environmental challenges.
00:16:53.560This thing could be destroyed if the Liberals don't get rid of things like Bill C-69, Bill C-48, and other regulations that require these consultations and reviews to go on forever.
00:17:04.880consultations with First Nations and Indigenous communities. So it's a lot to do. He is banking a
00:17:13.800lot of political capital on this, but he's also very determined. Yes, and just for people at home,
00:17:19.520the major projects office did consultations on the designation, spoke to, I think, 110 First
00:17:25.460Nations groups, and they concluded the majority were not prepared to support the project listing
00:17:29.840based on the information available. So they're not necessarily anti-pipeline. They just don't
00:17:33.800know enough about this particular project the real consultations have to start now the duty to
00:17:38.120consult as it's a on the honor of the crown as prescribed by supreme court precedent and other
00:17:43.620things so this is the the consultation that really matters from this point on uh jd what do you make
00:17:48.640of what we've seen here today well it's quite remarkable like 18 months ago the prime minister
00:17:52.340was sworn in as a prime minister and now he's announcing a new pipeline project with daniel
00:17:58.580smith and 18 months ago daniel smith was yelling at the federal government now she was applauding
00:18:03.440if i'm going it's it's quite a dramatic dramatic change of tune i why do we keep praising him
00:18:09.280because like oh it's been 18 months and look he's approving a pipeline i'm like if pier polio is the
00:18:14.040prime minister wouldn't you expect that he'd probably be announcing new pipelines within like
00:18:18.160a year or six months and they could probably get shovels in the ground in 18 months for that
00:18:23.480pipeline but going back to the consultation thing as well when the fact that you you still have not
00:18:29.560gotten bands on board and they want to basically kind of cross their arms and act like i haven't
00:18:35.000seen enough i don't know if i'm going to support this thing like you're not going to support an
00:18:38.500energy pipeline to the coast this is where the government needs to start playing hardball in0.99
00:18:43.880this country they're not going to because they're cowards but you just say okay indigenous band0.92

00:19:22.840a way of being Mr. Pipeline. I want to build pipelines, but oh my goodness, it's the indigenous
00:19:26.900this band over here in the consultations holding us up because he refuses to play hardball against1.00
00:19:31.440them to get them to speed up but it allows him to never build a pipeline like his heart doesn't
00:19:36.680want to do but at the same time he gets to pretend like he wants to by by pretending his you know his
00:19:42.020nose is still to the grindstone still trying to get it done but anyways with all that being said
