00:00:00.000 We need to talk about the biggest and dumbest controversy currently going on in Alberta provincial politics. 0.95
00:00:07.540 Boundary changes. 0.91
00:00:09.400 The Alberta MDP and their extremely smug leader Nahid Nenshi are trying to accuse Premier Danielle Smith and the UCP government
00:00:18.100 of rigging or cheating in the next provincial election in October 2027 by engaging in mega-style gerrymandering.
00:00:27.600 The claim couldn't be any further from the truth. If you remember the 2023 Alberta provincial election, the Notley MDP nearly won the majority of seats and it basically came down to 2,000 votes in the city of Calgary that allowed Daniel Smith's UCP to pull out the election victory, despite the fact the UCP won the popular vote by 8.5%.
00:00:56.100 Basically, the Nenshi NDP are mad at the new riding maps because they no longer get to play on very easy mode.
00:01:04.400 They're complaining that, oh my goodness, you're mixing some rural bedroom community areas into Calgary ridings,
00:01:10.820 but we should be trying to keep like communities together.
00:01:14.140 The NDP actually gerrymandered the maps back in 2017.
00:01:18.320 Yes, it was an independent commission that did it, but when you allow public bureaucrats to change the maps,
00:01:23.680 they're probably going to skew things at least a little bit in favor of the NDP. And that's really
00:01:29.680 what things looked like. Yes, the UCP won the 2019 election easily, but that's just because
00:01:35.400 the NDP were extremely unpopular. We saw how unfair those maps were in 2023, which was a very
00:01:42.600 tight election when it came down to seats, even though the UCP won the popular vote by a country
00:01:48.840 mile. Now the UCP is actually making the riding boundaries more fair, and even they're not
00:01:54.800 drawing it themselves. They have a judge who is drawing up the riding boundaries alongside people
00:02:01.740 who were appointed onto the new committee by both the NDP and the UCP, and by the way, they actually
00:02:08.580 got balanced appointments. It's not a situation where there's a new committee where there's six
00:02:13.880 UCP members and there's one NDP member. There's two NDP, two UCP, and there is an independent
00:02:20.140 judge who is leading this committee. And the NDP are not satisfied with the riding boundaries
00:02:25.680 because, let's be clear, they are not very popular and they need the boundaries to be rigged in their
00:02:32.380 favor in order to win. I can understand for Nenshi and the NDP, having a fair map feels like rigging
00:02:39.260 against them because they've been so used to playing on easy mode. So this is what the map
00:02:45.140 is going to look like for the city of Calgary. The main changes here, there are some new ridings
00:02:50.860 because they added four new ridings. And by the way, three out of the four new ridings are probably
00:02:55.800 going to be won by the NDP. This is not the UCP trying to draw themselves up a bunch of easy wins.
00:03:02.260 On the west side of the city, outside of the obviously fully new ridings, the main changes
00:03:07.880 are places like Calgary Bow has become Calgary Bow Springbank, Calgary West has become Calgary
00:03:14.140 West Springbank, Calgary Glenmore has become Calgary Glenmore Sutina, and so on and so forth.
00:03:21.940 Lougheed, Shaw, and some other ridings have also been re-drawn, and the main difference is that
00:03:27.280 they are now outside of the city in part. Now, to call Springbank like rural Alberta would be
00:03:34.000 kind of a misnomer. Yes, it's not in the city of Calgary and is technically in a rural county,
00:03:40.680 but it's a bedroom community of the city of Calgary. What these new boundaries basically do
00:03:46.800 is it requires the NDP to at least come somewhat close to winning the provincial
00:03:51.820 elections popular vote in order to actually win the most seats. There are still easy urban
00:03:58.260 ridings for the NDP to win on this map, but the problem is now they at least have to have
00:04:03.160 some appeal to people, maybe not even in rural areas, but in this kind of those small town
00:04:08.920 bedroom community areas in order to actually pull out a victory. I'm sorry, gone are the days where
00:04:15.680 the NDP can win 43% of the vote compared to the UCP's 50% and actually win the election.
00:04:23.180 I want to get into now question period in the Alberta legislature today because Nenshi acts
00:04:29.360 like such a smug dweeb about this entire process as if somehow Daniel Smith is obviously in the
00:04:36.280 wrong. But if you look at the numbers, he's just coming across like a lying cheater. He is lying 0.98
00:04:43.620 about what Daniel Smith is doing because he wants to cheat in the next election. He wants the
00:04:49.520 boundaries drawn based on pure population distribution, even if people in Alberta and
00:04:55.960 Edmonton are disproportionately likely to be non-citizens. That's what the new map tends to
00:05:02.160 balance a little better. The NDP complained, oh, the rural ridings don't have as many people in
00:05:06.980 them as a Calgary urban riding, but a Calgary urban riding can have upwards of 20% non-citizens
00:05:14.140 in them. So effectively, the NDP wants non-citizens to have voting power greater than actual Canadian
00:05:21.920 citizens like come on give me a break but check out this uh moment in question period
00:05:29.440 perhaps the premier should do some reachers research that doesn't come from her lobbyist
00:05:33.440 friends now the premier said something yesterday that i've really been reflecting on it was a
00:05:37.440 throwaway comment she said the maps drawn by notley but that kind of gives it away doesn't it
00:05:43.680 because she thinks that the previous premier drew the maps which is why she actually believes that
00:05:49.360 she's justified in drawing her own maps of course rachel notley accepted the findings
00:05:54.960 of an independent commission that were actually bad for the ndp ask these two right here
00:06:00.720 but they were not bad for the ndp he's simply saying they're bad for the ndp because oh wow
00:06:07.200 the new map in 2017 didn't result in ndp victory in 2019 the map was better for the ndp it just
00:06:14.640 happens to be that their policies pull like rat poison so notley got absolutely drummed out by
00:06:21.600 jason kenny and the ucp at the time in 23 that's when we actually saw the effects of those new maps
00:06:28.560 where the ndp came within like that close of winning in the city of calgary despite the fact
00:06:34.880 that the popular vote was not only won by 8.5 percent by the ucp but the ucp won a majority
00:06:42.000 of the popular vote despite there being a few other parties that they had to run against the
00:06:46.920 alberta liberals the ndp the al the alberta party there are some other separatist parties
00:06:51.940 and yet the ucp still won 52 percent of the overall popular vote but again then she's trying
00:06:58.840 to snake away from the fact that obviously the previous maps whether it's done by an independent
00:07:04.300 commission or not were unfairly drawn in the ndp's favor maybe not intentionally but that was the net
00:07:11.300 effect allowing the ndp to almost win majority governments despite losing the popular vote
00:07:18.260 by a massive margin an eight and a half point defeat by the way is like what the republicans
00:07:24.820 lose in a typical state election in connecticut connecticut is considered a safe democrat state
00:07:31.860 and yet in a presidential election trump comes within usually about eight points ten points of
00:07:37.940 winning the state of connecticut and nobody would ever think that those delegates should really be
00:07:42.500 going towards donald trump we see how much he loses by and you're like oh yeah that's a safe
00:07:47.620 democrat state alberta is a safe conservative province but the ndp wants everything drawn up
00:07:54.420 along margins that include non-citizens in order so they can pull out election victories
00:08:01.060 the premier seems to want to draw her own does she understand that's wrong
00:08:07.940 Okay, I could have said the maps that were presented from an Electoral Boundary Commission
00:08:15.940 that occurred at the time that Rachel Knott-Willy was Premier, that's what I meant, Mr. Speaker.
00:08:20.940 And the member office has missed the main point, which even the CBC has realized.
00:08:26.940 If this is gerrymandering, it's the worst gerrymandering ever, because they get more seats under this map
00:08:33.940 than they would have under the old electoral boundaries mr speaker there is no story here 0.92
00:08:39.700 they would get three more seats we'd get an additional one he's being ridiculous
00:08:46.340 honorable member well it surprises noel burton that this government is responsible for the worst 0.85
00:08:50.740 everything ever and she could have said that but she didn't say it and the fact that she didn't
00:08:55.860 say it tells you exactly how she's thinking and this is a pattern with this premier he just skates
00:09:02.020 over every point she makes it's hard to watch nenshi in question period i feel like even if
00:09:07.420 you support the ndp you would consider his performance to be too much a lot of the time
00:09:13.000 he just skated over the fact that she pointed out on net based on current polls the ndp benefit
00:09:20.320 from the new maps we did create three new rural sorry three new urban ridings and one new rural
00:09:27.600 riding, but boundaries have been changed to better reflect the population distribution of the city
00:09:33.320 and the fact that a lot of people who work in Calgary live in places like Springbank,
00:09:39.140 not technically in the city, but goodness, like what's actually so unfair by including Springbank
00:09:45.960 in Calgary West and Calgary Bow. He doesn't want to say, well, it's because it makes it impossible
00:09:50.460 for me to win the riding. Is it really that impossible to appeal to people who live in
00:09:54.440 Springbank to vote for you? The NDP needs every single riding like it was under the old map to
00:10:00.640 dog leg into downtown Calgary in order for them to pull out these extremely marginal victories to
00:10:06.900 try and win the entire election. Shouldn't it be? Isn't it more fair? I'm not saying they have to
00:10:11.680 win the popular vote to win the election. I'm not advocating for proportional representation,
00:10:17.320 but the thing is that first past the post, when done properly, should make it that you at least
00:10:23.180 have to come close to winning the popular vote to win the election. Should it necessarily matter
00:10:28.360 that in Rocky Mountain House Sundry, the UCP win by dictatorship numbers for the voters in Calgary?
00:10:34.940 Not exactly, but it should be close. If the NDP won a majority government having lost the popular
00:10:40.440 vote by 3%, fair enough. Okay, the UCP does super, super well in rural ridings, but should that
00:10:46.780 necessarily affect who Calgary voters are electing. Fair enough. That's fine. Eight and a
00:10:53.120 half percent? Okay, now we're getting ridiculous. And in fact, in certain scenarios, the NDP could 0.91
00:10:59.660 lose upwards of 10% in the popular vote and still pull out an election victory. The new map
00:11:06.220 basically requires them to at least attempt to be winning the popular vote in order to actually
00:11:12.160 control the entire province. She thought she was a U.S. governor. She thought she could pardon her
00:11:17.540 friends. She thought she could tell the police who to arrest. She could tell prosecutors who
00:11:21.800 to prosecute. The ethics commissioner already caught her on that. This past weekend, she said
00:11:26.460 she was shocked to discover that the people she appointed to her independent human rights commission
00:11:30.880 believed in human rights and were independent. Does she know she's not the queen of Alberta?
00:11:35.640 every question he asks in question period in the alberta legislature is just what you call 0.84
00:11:45.400 gish galloping he just brings throws things out at you he just throws a dozen darts at you 0.61
00:11:51.600 doesn't ever stick to a particular coherent point and then skates over the answer when he doesn't 1.00
00:11:58.560 really like the reality of the matter well it's it's really difficult to watch this guy like again
00:12:04.560 i think he's a massive detriment to his own party because the average voter probably sees this guy
00:12:10.400 as just a smug dweeb he's the type of guy who would like lean over the shoulder of a plumber
00:12:17.100 working in his house to tell him how to do his job are you sure you should be doing that you know 0.67
00:12:22.520 my brother once said blah blah blah like nenshi thinks he can do your job better than you no
00:12:28.620 matter what you do and no matter what his own experience is
00:12:31.500 i'll just caution the member a little bit we it's a can be a point of order when you say what
00:12:39.600 somebody else thinks at which you did several times so that's this is your gentle warning
00:12:45.220 premier well mr speaker unlike the member opposite i waited until the report was presented
00:12:51.340 in the legislature before i commented on it before i saw the maps before i was able to digest the
00:12:57.380 results before I ran it, before I was able to watch the analysts run it through different
00:13:01.940 computer models to determine that, yes indeed, these new maps benefit the NDP.
00:13:06.820 That is absolutely the truth, Mr. Speaker.
00:13:09.760 That is what the Electoral Boundary Commission proposed, that is what the former Justice
00:13:15.420 Miller proposed, and it was based on recommendations that came from them, they've been implemented,
00:13:20.180 they benefit Mr. Speaker.
00:13:22.700 Honourable Opposition Leader.
00:13:24.580 She can't help herself, Mr. Speaker.
00:13:26.640 only talks about life and politics not really what albertans feel about even on mayor he's
00:13:33.260 immediately dodging on that because he doesn't he doesn't actually have a response to the fact that
00:13:38.420 here's the thing someone could say oh of course daniel smith didn't know what the new boundaries
00:13:42.560 are going to look like she's lying guys i know ucp mlas i even asked them do you know what the
00:13:48.360 boundaries are going to look like someone gave me their guess of what it could look like and it was
00:13:52.960 actually completely wrong because the ucpm allies genuinely didn't know what they were going to look
00:13:57.620 like unless they were on the committee again you think of danielle smith wanted to rig the election
00:14:04.080 so that she could easily win why wouldn't she take all of the eastern ridings that are actually 1.00
00:14:09.040 tougher for the ucp in the city of calgary and extend those ones out west that would be a far 0.92
00:14:14.640 easier way of securing your position in government and by the way even if you did that it probably
00:14:20.860 wouldn't even exactly be unfair, because still, it would require the NDP to at least come close
00:14:26.860 to winning the popular vote in order to win the election. Really, again, the NDP are butthurt that
00:14:33.180 the game is no longer rigged in their favor. The map has been un-gerrymandered, effectively. And
00:14:39.680 I want to highlight somebody who is not on my side, effectively echoing this sentiment. Kyle
00:14:45.200 Hutton, who is an Ontario Green Party guy, but he's also an election projectionist and sort of
00:14:51.960 polling enthusiast, he said here on his substack, Alberta's newly drawn legislative boundaries are
00:14:58.660 okay, as is my transposition 50 UCP to 41 NDP off of 2023. Some interesting highlights, but overall
00:15:10.060 not a gerrymander mostly. Of course, they're probably going to find some ridings where he
00:15:15.220 doesn't quite like the way that they're drawn. But as so many people have said about this issue,
00:15:19.600 there's no such thing as a map where people are going to be perfectly happy with the way things
00:15:24.300 have been drawn. They're trying to zoom in on this like one boundary in the city of Edmonton
00:15:29.460 that kind of dog legs out of the city and envelops the airport. That doesn't really mean
00:15:36.040 anything. It's more so, should the person who represents the Edmonton International Airport
00:15:41.360 be inside the city, or should it be a mostly rural MLA outside of the city? There's really no votes
00:15:48.680 in the Edmonton International Airport. Nobody lives there. It's simply just a jurisdictional
00:15:54.480 consideration. So whoever is the MLA of that particular Edmonton riding is going to be the
00:16:01.760 person who's maybe going to be a liaison to the airport. That is their constituency. That is what
00:16:07.780 they're going to manage. That wouldn't be fair to the rural guy who has a massive riding to deal
00:16:13.160 with, with tons of small towns, and he always corresponds with the people who run the airport
00:16:18.480 because he is their main point of contact as the MLA. But you can't really find anything
00:16:23.940 particularly objectionable. They're trying to say, oh my goodness, but Lethbridge has been cut into
00:16:28.480 four. You can't cut Lethbridge into only two ridings, though. You can maybe cut it into three,
00:16:34.080 but even one or two of them is going to have to include some rural areas around it. They cut it
00:16:38.540 into four. There are four equal parts of Lethbridge that then connect to larger rural areas outside,
00:16:44.040 and they're trying to act like, well, that's not keeping like communities together.
00:16:49.360 One of the Lethbridge ridings in southern Alberta, it basically is a triangle. It goes to a quarter
00:16:54.380 of the city in the south and it goes down to the the u.s border it's a pretty big big looking
00:17:01.060 riding and you could say oh my goodness they're trying to water the riding down with a bunch of
00:17:05.700 rural area when this should be a lethbridge only area and it's like guys where do you think people
00:17:11.560 in the rural part of the south part of that riding shop where they go see their doctor
00:17:17.240 where do they go when they want to go shopping they go to lethbridge that is really their
00:17:23.420 constituency. The idea that, and this is really the NDP's philosophy, is that no rural voter
00:17:29.280 should ever be attached to any suburban or urban riding. As soon as the riding the city's limits
00:17:34.980 hit, there should be a giant moat around it that does not allow for any consideration of a rural
00:17:41.200 Albertan at all. Guys, if that's true, we should just be taking seats away from Calgary and Edmonton
00:17:47.680 if we only want true sons of the soil voting in each area, because in many parts of Calgary,
00:17:54.520 you have non-citizens who are effectively given electoral power because previous maps,
00:18:00.500 including this one in part, is drawn with raw population taken into account, whether that
00:18:06.660 raw population is disproportionately citizens or non-citizens. Do you think a lot of non-citizens
00:18:13.280 are moving to pincher creek you think a lot of non-citizens are moving up to high level
00:18:18.080 no doubt some new immigrants are moving out to rural alberta and small town alberta but
00:18:24.080 disproportionately they're moving into calgary and edmonton and probably lethbridge as well as as a
00:18:31.600 red deer it's not unfair to be trying to bring the boundaries of calgary ridings a little bit
00:18:38.320 outside of the city to capture more people from other backgrounds who have connections to Calgary,
00:18:45.140 as well as more citizens. They're trying to complain, like, the riding of Calgary Buffalo
00:18:50.460 now has 68,000 people who live within the boundaries, whereas that rural riding out there
00:18:57.520 has only 42,000, 43,000 people in it. It's like, yeah, what do you think the citizenship ratio is
00:19:04.860 in either riding though there's a lot of people probably living in basement suites in calgary
00:19:09.900 buffalo who are not canadian citizens and we really shouldn't be giving artificial voting power
00:19:15.580 to by redrawing boundaries based on where they live this is what california in the united states
00:19:20.860 was trying to do for a very long time they wanted congressional districts john drawn based on raw
00:19:26.140 population whether people were citizens or even illegally in the united states or not that's
00:19:32.380 obviously kind of, you know, scammy when people are basically given more representation in certain
00:19:39.100 jurisdictions based on just the amount of bodies in the area, not based on who actually is someone
00:19:45.620 with a citizenship who can vote. Anyways, with all that being said, first off, I do just want
00:19:53.540 to remind you guys that I am running for the UCP nomination in the Southwest Calgary riding of
00:19:59.940 Calgary Curry. It's a suburban urban riding that kind of leans a little bit into downtown and it
00:20:05.400 kind of leans a little bit over to the west side of Calgary. It's a riding that also did not have
00:20:10.060 its boundaries touched. So if I was a self-interested jerk, I would be saying, oh, they should have 0.97
00:20:14.880 actually moved this riding over Sarsi and given me Glen Morgan and a bunch of other places to 0.98
00:20:20.800 make it easier. They didn't touch it because the riding boundaries were fine. They were fair. It
00:20:25.780 didn't need any adjustment. So if you want to support me in that UCP nomination, check out my
00:20:31.520 website pinned at the top of the comments, wyattclaypool.com, buy a UCP membership and
00:20:37.180 support me when eventually we have a nomination race for the area. And of course, if you are not
00:20:42.480 from that area, but you always want to help the channel out, do the normal stuff, like, share,
00:20:46.760 subscribe, and I'll see you guys all next time.
