00:24:03.160 promising the law's goal would be. Namely, as C-11 was being pushed and eventually adopted,
00:24:09.480 the promise was that it was not aimed at regulating user content on social media.
00:24:14.340 But now a court filing reveals a very different story. Observers of Canada's at this point
00:24:19.660 burgeoning online censorship legislation say C-11 was controversial when it was proposed and
00:24:26.160 debated and eventually passed, but it's just one of many in Canada. One thing the government said
00:24:31.440 the online streaming act wouldn't do and pablo rodriguez was questioned on this over and over
00:24:38.020 and over again he said no no no we're not after uh user content we're not going to censor user
00:24:42.900 content that's not what this is about it's about fairness for the media it's about fairness it's
00:24:48.320 about making the big online companies like meta and netflix and google pay their fair share because
00:24:55.900 they're big into these fair shares the liberals are right but they said they wouldn't affect

00:25:06.620 in fact it does c11 was an updated version of c10 we know that and critics said before it became
00:25:17.380 law that it addressed some of the precedent's problems but not the key ones the essence of
00:25:21.780 the online streaming act was to expand the powers of the broadcasting act to vest the crtc regulatory
00:25:28.960 powers over online content as well, meaning big tech like YouTube all the way down to podcast
00:25:34.840 clients. Despite persistent protestations from government representatives to the contrary,
00:25:40.400 the new court filing that happened to be a response to a Google challenge
00:25:44.000 paints a different picture. The act does allow for regulation of user uploaded programs on
00:25:50.580 social media services oh yeah it was all there in the bill anyway and the left-wing corporate media
00:25:59.620 refused to read it i guess instead they took the word of pablo rodriguez the world's most
00:26:06.380 interesting man this is professor michael geist who pointed this out i've got to get him on the
00:26:15.320 show. He is such a fascinating person. The issue is always boiled down to whether big tech can be
00:26:20.760 efficiently taxed and regulated while third-party content they host remains unaffected. And these
00:26:26.180 latest legal movements are not encouraging for ordinary internet users in Canada at all. It was
00:26:31.200 Google trying to protect its business that challenged the CRTC ruling about online and
00:26:36.560 streaming broadcast fees. The Canadian authorities wanted advertising dollars that come with user
00:26:41.660 content to be inclined into revenue fees despite the fact the ads are run by google not content
00:26:46.860 creators here c11 comes out of the publicity uh closet and into its true life reads the filing
00:26:54.620 contrary to the applicant's google's position the act does allow for the regulation of user
00:27:00.700 uploaded programs on social media services so long as certain conditions are met

00:27:12.500 this goes back five years five years when the liberals and the conservatives and this is when
