00:16:40.020 this is not a new phenomenon nor should it surprise us states have been trying to interfere

00:16:46.320 with each other since the dawn of time what is new however are the means being deployed by these

00:16:54.360 States the extent to which the phenomenon seems to be taking hold and

00:16:59.040 the fact that it is being talked about publicly that said and this is one of my

00:17:05.160 most important observations our democratic institution institutions

00:17:09.540 have remained robust in the face of attempted foreign interference although

00:17:14.600 there are a very small number of situations where foreign interference may

00:17:19.160 have had some impact on the outcome of a nomination contest or on the result of

00:17:24.340 an election in a given riding, foreign interference did not impact the outcome of the last two

00:17:29.960 general elections.

00:17:32.220 Although a few situations involving attempts to curry favour or develop problematic relationships

00:17:38.120 with the parliamentarian have come to light, such phenomena remain marginal and so far

00:17:45.780 appear to have been ineffective.

00:17:49.220 Some may have benefited from the support of a foreign state, sometimes without knowing

00:17:53.940 about it.

00:17:56.460 But again, thus far, this does not seem to have led to any real gains for the states

00:18:06.560 Nor have I seen any evidence to suggest that there are currently so-called traitors in

00:24:55.080 avian flu. Some of these big, beautiful birds have been a part of this family's life for

00:25:00.220 34 years. Mr. Minister, as Minister of Agriculture and Agri-Food, and you, Mr. McKinnon, as CFIA

00:25:08.200 President, have the power to direct those acting as agents of the Canadian Food Inspection Agency

00:25:14.100 to stop the cull and order a review and or a 30-day extension to confirm a proper diagnosis,

00:25:21.100 review the steps taken by CFIA in this matter, and establish the current health status of the herd.

00:25:28.200 Section 4, paragraph 1 of the CFIA Agency Act.

00:25:32.720 The act states, the minister is responsible for and has the overall direction of the agency with regard to CFIA President Mr. Paul McKinnon,

00:25:40.820 who, under the statute, may also have the power to prevent the unnecessary slaughter of these healthy birds

00:25:46.940 and, I believe, the ability to order a review according to the act, the president's powers.

00:25:52.220 The president is the chief executive officer of the agency and has supervision over and direction of its work and staff.

00:27:54.180 that on January 10th, 2025, the family was then notified that they didn't qualify as a distinct

00:28:00.580 unit? As you can appreciate, the public's trust in the questionable competency of your agents is

00:28:06.000 reasonable. What happened over those eight days that altered this decision? Certainly the value

00:28:11.460 of the bird's genetics didn't change, so what did? On the day your agents took samples from two dead

00:28:18.660 birds, the family requested the healthy birds to be tested also. Your agents refused to do any other

00:28:24.000 testing. Your agents failed to test the pond, the feeders, and most importantly, the fresh feces from

00:28:29.900 the flock of wild ducks that landed in the pond. This was an important opportunity to identify the

00:28:35.340 source and the pathogen, but your agents weren't interested. Have you been informed that the only

00:28:40.820 symptomatic birds that have died were young birds that were not exposed to the 2020 pseudonomas

00:28:45.400 episode have you been informed that this farm provides the scientific community with a living

00:28:50.860 laboratory where these birds can answer questions on natural immunity antigen production do

00:28:56.700 vaccinations work or do they contribute to the virus becoming a super bug are you aware that
