00:13:30.780What was this you were just saying about the federal government planning or probably likely planning a new pandemic?
00:13:37.020Not in a pandemic. So, Shadow, what happened is you were talking about how last year in the federal budget bill, Health Canada snuck in some changes to the Food and Drug Act, which, you know, in itself is completely anti-democratic and, you know, really just says that the government could care less about our democracy.
00:13:57.380because just so your viewers are aware, I mean, budget bills literally are like an old phone book
00:14:02.960in a good size city. They're long and they're meant for spending. Like when the federal
00:14:08.880government spending, you know, tens of billions of dollars in a fiscal year, they make some legal
00:14:14.400changes, they create programs, they move things around. And so you've got to do a big bill for
00:14:20.360that but you don't use that as an opportunity to hide six you know substantive changes to our
00:14:27.640health rights because the when a bill gets past second reading so there's a first reading and
00:14:34.980then there's a break for everyone to kind of figure out what's going on and then their second
00:14:38.860reading it then goes to a committee to be reviewed well budget bills go to the finance committee
00:14:45.240And that's where, you know, the Finance Committee has expert in in financial matters, but they have no no expertise in the in our health rights and the Food and Drug Act and our drug regulations.
00:14:57.940So, you know, it's completely a fraud on us to sneak them into the federal budget bill.
00:15:05.140So first of all, we should be super alarmed that the federal government is making sweeping changes to our safety laws and our food and drug laws and our, you know, our health rights and doing it underhandedly in an undemocratic way.
00:15:24.400So that itself says, wait a second, there's something going on.
00:15:27.980Now, they did that last year, and I'm happy to talk about that a little later.
00:15:31.660But this year, you know, the budget bills passed.
00:15:40.560So because I work with the Natural Health Product Protection Association, which is a freedom group that's just dedicated to protecting your health rights, but with particular emphasis on natural health products.

00:16:23.660act and i'm going in order and before i tell you the changes i'll have to just say like you know
00:16:29.320i've been in drug regulation for 30 years when i still had a law firm you know um i closed it down
00:16:37.120not last august the august before because volunteering at the nci just couldn't couldn't
00:16:42.560do both um like we do drug licensing i've been called as a an expert in drug regulation on the
00:16:48.960standing committee of health i you know other lawyers still will consult with me and you know
00:16:55.840ask me if I'll be an expert witness or, you know, kind of give them advice on files. I've,
00:17:00.700I've been doing this for a long time. I'm going through these changes and I'm just,
00:17:06.220I'm scratching my head. I'm going, look, what, why are they doing this? And like, so I go through
00:17:14.120the first one, the second one, third, fourth, fifth, and I'm just, I'm beside myself. I just,
00:17:18.820I don't know what's going on because there's no public discourse about this. Nobody's saying
00:17:23.500We're having a problem here. And I'm legitimately confused. It's like a Saturday. I'm, you know, I've done my analysis, but I like I I'm at a loss where it's going.
00:17:35.860And then it just dawns on me. Stop looking at them individually. Look at them as a group because they all came as a group.
00:17:42.940And the amendments, all of these new changes. So I'll go through the amendments and you guys will be scratching your heads.
00:17:48.640And then once I'm through and we look at them as a group and I tell you, OK, let's look at them as a group.
00:17:55.160And what it means is this another pandemic is coming.
00:17:58.620And I'll I'll explain what I explained to the NDP health critic last week and a conservative party member before their caucus met on it because they're going, well, what's going on here?
00:18:11.400So the first change is the Minister of Health will have the power to basically stop off-label use by medical practitioners, and it's important for your audience to understand what off-label use is.
00:18:28.740So on-label use is, so let's say a drug company wants to have a drug for stage 1 breast cancer.
00:18:38.120Well, they'll do a clinical trial for stage 1 breast cancer, not stage 2, 3, or 4, stage 1.
00:18:44.940And let's say the group that they allow into the clinical trial are 25, age 25 to 40, and Health Canada approves that drug.
00:18:54.900Well, it's approved for stage 1 breast cancer only.
00:18:57.580it's approved only for age you know 25 to 40 that's on label use when now you're a doctor
00:19:04.940you're a you know an oncologist and you've got a 42 year old with stage one breast cancer and you
00:19:12.760decide to use that drug because it's the best drug to use now you're off label you're beyond
00:19:17.600the approval by health canada that's what they mean by off-label use well there's almost no
00:19:22.920clinical trials run on children and pregnant women and you know a lot that exclude old people
00:19:29.020because they don't want the drug to show as harmful so they avoid um you know vulnerable
00:19:34.740populations so almost tricks they use are amazing to me i mean i i was reading uh a lot about how
00:19:42.360they managed to get the even the emergency use approval in the united states for the pfizer
00:19:46.780uh covet vaccines and the little tricks and and this this is related what's happening okay so
00:19:55.280what we're talking about now it just totally ties into ivermectin so and hydroxychloroquine and
00:20:02.920vitamin d so so most prescriptions are off-label use like you know you'll have a drug on the market
00:20:10.180for a long time the patents run out and you know doctors who kept prescribing it let's say for
00:20:16.200arthritis and everyone's getting back to them and saying you know my sinusitis is gone well after
00:20:22.840and then there's case series run and all of that and a drug might even be better for another
00:20:27.660condition than what it's approved for but because the patents run out nobody's gonna nobody's gonna
00:20:32.720apply for that other use because there's no money involved so off-label use is really important
00:20:38.220it's also provincial jurisdiction it's the provinces that regulate doctors and let's think
00:20:45.380about this for a minute your doctor is going to you know a doctor is going to sit down with a
00:20:49.840patient know the patient's health history know what you know the health concern is and then make
00:20:57.140a decision whether it's a medical doctor or a naturopath or whoever it is they're going to make
00:21:01.780a decision that's in the best they think's in the best interest of the patient well what is what
00:21:08.080right does the minister of health have stepping into that relationship like it makes right like
00:21:15.280when you think about it what how is the minister how are we going to have good health outcomes
00:21:20.560if the minister of health is interfering with trained medical professionals
00:21:25.880dealing with a single patient who they're familiar with it's political it's obviously
00:21:32.020political and and people are going to suffer because of it but uh go on it's pandemic
00:21:38.640so so it makes no sense and we're not talking about it in can't we're not talking about there
00:21:46.340being problems sean wait a minute hold on if we got a minister of health who's trying to step on
00:21:50.240provincial toes here because as you just pointed out uh the provinces handle medical care not the
00:21:57.280federal government so this this particular proposal these amendments would change that
00:22:03.600is that not in the constitution it's probably unconstitutional but shadow you you show me you
00:22:09.920know where our constitution's being you know has is worth anything like i'll be out here because
00:22:15.920if you know something i don't um i'd like to know because i just in my opinion i i mean i if somebody
00:22:22.280comes up to me and i'm a constitutional lawyer been in court lots um you want to run a constitutional
00:22:29.240no case i'm going to try and discourage you nowadays so well with this um off-label use
00:22:36.380the minister of health also like the food and drug act deals with manufacturer distribution sale
00:22:41.400it's a commercial act but on this off-label use the minister that changes make it clear well we
00:22:49.240can also go after basically anyone for promotion so you don't even have to be selling the drug you
00:22:54.860don't have to have a commercial interest this is brand new i've never seen anything like this
00:22:58.900before i'm going why are they going after non-doctors like what's why are they going
00:23:04.580after people not in the industry shadow they're going after you if and i'll explain that in a
00:23:10.540minute and they're going after me so well then the next changes are is is to basically give the
00:23:18.660minister godlike powers to ensure that no veterinary drug for love or money ever ends up
00:23:27.080for human use and again i'm going like well we're not really having a problem here like
00:23:33.400a lot of people you know will buy like you know the iodine you rub on and stuff like that because
00:23:40.180veterinary it's just so cheap and it's just the same thing like you know there is some crossover
00:23:45.000but it's not a problem like we don't have a problem here so why is the minister of health
00:23:49.900stepping in and then the minister of health is also stepping in to prevent off-label use for
00:23:54.060veterinary drugs now shadow i know that right now in canada there's a big problem with drug
00:23:59.820companies pushing you know a drug that's approved for cows on sheep that's why the media is talking
00:24:06.060about it 24 7 and everyone else well no i'm making that up like really that we've got an
00:24:12.020off-label veterinarians are getting out of hand and off-label use help like there's it it makes
00:24:17.780no sense well comes back to ivermectin doesn't it this is ivermectin wait so then the next change
00:24:25.660is and and i have to say so first of all um it's our food and drug regulations are kind of like
00:24:35.800collective wisdom right so like let's say there's a class of drugs and you know we allow it on the
00:24:41.360market at a certain level and we find out there's too much harm well we'll pass a regulation
00:24:46.960lowering the level for the entire class of drugs for example and our food regulations it's the same
00:24:52.700type of thing like if you want orange popsicles well how much of a certain type of dye can you
00:24:57.200put in and it still be ultra safe and ultra safe is no more than one death per million per year
00:25:01.980so we you know when we're 40 million canadians we can kill 40 kids um a year to have orange
00:25:07.940popsicles and we think that's still okay but you know just so we know what ultra safe means when i
00:25:12.780say that but there are some there are some fundamental protections that we actually put
00:25:19.020into our act because it's a red line in the sand you can never breach these and the one is is you
00:25:24.780can't promote a drug fraudulently section nine of our food and drug so you can't you cannot
00:25:32.060fraudulently promote a drug whether you're the government or a company trying to get approval
00:25:36.940you know you can't be fraudulent to the government you can't be fraudulent to the public it's a
00:25:41.300fundamental protection another fundamental protection is you cannot sell an adulterated
00:25:49.000drug and when we you know talk about this adulteration section we're not talking about oh
00:25:56.040you know manufacturer substituted one safe filler for another safe filler because they couldn't you
00:26:01.860know source the other safe filler we're talking about something in the drug that shouldn't be
00:26:06.180there that is dangerous to the human population. That's what we mean. So we have a fundamental
00:26:11.180protection against adulteration. And another protection we have that's fundamental in the act
00:26:17.160is you can't sell a drug that is manufactured under unsanitary conditions. And we never bend
00:26:24.400on those things. Well, the Minister of Health is getting the power to exempt a drug from the
00:26:31.780fraud provisions from the adulteration provisions from the unsanitary manufacturer provisions and
00:26:39.200i'm i'm thinking to myself well when is it in the public interest to allow when and if anyone can
00:26:47.240you know chime in when is it in the public interest to allow a drug to be sold fraudulently
00:26:53.320to the canadian public we're talking about a drug here and when is it in the in the public interest
00:27:00.660for a adulterated drug meaning this drug has something in it that shouldn't be there that's
00:27:06.680dangerous to the canadian populace when is it in the public interest to allow an adulterated drug
00:27:12.880to be used by canadians and when is it in the public interest to allow a drug that is manufactured
00:27:20.680unsafely under unsanitary conditions to be sold and used by the canadian public like it just
00:27:29.680make you can see why i'm scratching my head shadow yeah yeah has the government sean has
00:27:35.420the government come out and given any reasons at all even if they're circular talking i mean
00:27:40.620they're bs given two reasons so the minister of health is on video saying you know nicotine
00:27:47.800products are a real problem for canadian youth so you know flavored vaping products and nicotine
00:27:54.800patches approved for adults that are being sold to youth so i guess that's why we have to
00:28:00.600prohibit um off-label use by doctors because doctors must be i didn't know that that flavor
00:28:08.420vaping products were prescribed but i guess doctors must be prescribing you know raspberry
00:28:14.180nicotine vaping cartridges to vulnerable youth no they're not and no you walk into a vaping store
00:28:22.260by that but what does make sense like and i you know i'm just realizing this now like so if we've
00:28:28.100got youth using flavored vaping products then the way for us to stop that is to allow fraudulent
00:28:35.940you know drugs to be sold fraudulently it makes sense and the way to protect those vulnerable
00:28:40.920youth is to allow adulterated drugs to be sold like the covid vaccine with the s40 simian virus
00:28:49.240oh you're you're hitting it because here's the thing is it and and you know let me finish because
00:28:54.620i i'm scratching my head because then the other thing is is they they can now like you the way
00:29:02.500our law is now is a drug company has to approach health canada provide detailed submissions and go
00:29:09.260through a drug approval process but now if a drug's approved by a foreign entity there doesn't
00:29:16.440even have to be an application health canada can just say oh it's approved here and foreign entity
00:29:21.160is defined so broadly it doesn't necessarily mean you know the the government agency in uganda
00:29:27.700it could mean the world health organization
00:29:30.580it could mean the world health organization and health canada now can approve a drug on and the
00:29:41.320word is portion a portion of you know of a document or documents that are provided by a
00:29:50.300foreign entity so you know let's say pfizer applies to you know one regulatory body and
00:29:58.320they're refused well that regulatory body could just provide the good parts to health canada and
00:30:03.680health canada could approve the drug like like on what planet is this okay like it's really
00:30:10.420it's almost like sneaking in in the food and drug act is just an f you to the canadian populace
00:30:15.480you think you got a democracy or you think you have an elected autocracy you know bull larky
00:30:22.060your mps mean nothing you mean nothing to us it's kind of like you think you have we're here to
00:30:28.700protect your health we're and it's making no sense and then i think of them as a group and it's a
00:30:35.180shopping list of how to make it easier the next time there's a pandemic. Because let's just talk
00:30:42.260about government liability. So if you wanted to, you're harmed by this COVID-19 vaccine,
00:30:48.720and you wanted to sue the government, you know, whether that's Health Canada or the Minister of
00:30:54.520Health, for approving a drug that was unsafe and didn't work. They have no liability because they
00:31:02.440came out with this interim order they exempted the drug approval they exempted covid19 vaccines
00:31:08.400from having to go through the regular drug approval test where you do have to prove safety
00:31:12.940and efficacy and they they substituted a test where you didn't even have to submit your safety
00:31:18.380data like let me say that again to your audience so for the covid19 vaccines the drug companies
00:31:25.300didn't even have to submit to health canada their safety data well why would they because they
00:31:31.440didn't have to prove that it was safe the word safety isn't even mentioned in the test nor is
00:31:36.420the word efficacy mentioned in the test they just had to be able to argue that this could be a good
00:31:42.020idea that the benefits may outweigh the risk so the test if you want me to tell it to you so the
00:31:47.220regular food drug approval test just go to our drug regulations c.08.001 that's our regular test
00:31:54.460and you'll see safety efficacy and there's kind of three part three minimum parts to approving a
00:32:01.980drug if you actually want you care about health so you got to prove it's safe and and safety is
00:32:07.900a relative term right you know a drug might still have a lot of benefits um but you can't just allow
00:32:12.800it into the market so you put restrictions like prescription and maybe other restrictions so you
00:32:18.860got but you got to prove it's safe you have to prove it's effective and listen carefully
00:32:23.080then and only then it's only when you understand the safety profile and it's only when you
00:32:28.600understand the efficacy profile that the third part kicks in and that is is this a good idea
00:32:33.600do the benefits outweigh the risks because if the benefits don't outweigh the risks you're
00:32:40.020committing criminal crimes by allowing it on the market it's not even written into our test
00:32:44.460it's just who establishes if if the benefits outweigh the risks because for me i mean and
00:32:50.860this is where we all had a problem with, you know,
00:32:53.540during the last pandemic to me, you know what I'm saying?
00:49:46.820We'll get them back because the reality is, is people are going to get so mad.
00:49:52.060You know, we're just going to force a change, but it's going to be ugly for a while.

00:50:26.720here but with with these new regulations taking effect and they are going to take effect very soon

00:50:45.160democracy anymore like why couldn't everyone disagree well let's excise the excise these food
00:50:50.340and drug provisions so we'll approve it except for those that you know if you want to introduce a
00:50:55.240separate bill and get that standing committee of health no party's saying that like the whole
00:51:00.880system doesn't work anymore and it hasn't worked for a long long time and the whole thing was
00:51:05.580designed not to work anyway just to give us an illusion that somehow we have some control over
00:51:11.280our lives which is you know just an absolute joke the fact that you know well well the you know
00:51:18.720since the magna carta we you know which only applied to the nobles but you know we've extended
00:51:24.580it down since that well we have rule of law meaning everyone including the king is subject
00:51:30.320to the law well no that might work if the citizens appointed the judges and fired the judges and and
00:51:37.140why would you ever have a lifetime approval how how is that in anyone's interest five years max
00:51:42.360and you're out and you have to practice law for another five years and then maybe you you know
00:51:46.740you can reapply um because i think we get these people thinking they're gods but the whole system
00:51:52.000is broken i can't think of a legal philosophical foundation in our constitution that you know
00:51:57.860serves human rights it serves the king really well and a king king are we talking about here

00:52:54.280says well what changed was is i came to realize that like evil was so real that we really are

00:53:05.720little david's literally facing a giant and trusting god and understanding it has nothing
00:53:11.080to do with how big the giant is because there's other things happening here right so um yeah so

00:55:35.340media channels you know until a couple of months before the hearings you know we couldn't be
00:55:40.860verified on twitter it took 90 days when the hearing started like that's how far behind we
00:55:45.860were and you know we had we had a volunteer call and set up our twitter account and most of our
00:55:50.760other accounts and um and then some other volunteers came in to help and then we hired
00:55:55.680one of the volunteers and it was like post post post post post and do paid ads do whatever you
00:56:00.400can but we're being shadow banned so you know those that watch the hearings you recall at the
00:56:05.200openings I was always saying like if you're on social media just retweet repost do everything
00:56:11.700to push us out because we're and people did you know we had volunteer teams form like we had
00:56:17.260hundreds of clippers that would clip content so that social media people could post we had
00:56:23.720volunteers like start social media groups to get the word out it was just beautiful what happened
00:56:30.060and we overcame it what's what and what's crazy this time is is you know when we put out the
00:56:37.700commissioner's report shadow we were having a hundred thousand social media impressions a day
00:56:43.200we were having two thousand new visitors to our website a day new visitors and then when our
00:56:50.140social media accounts were stolen and we're starting to be impersonated all of that's been
00:56:55.280ruined so which kind of grieves me because i'm in this to wake parents up so they stop jabbing kids
00:57:01.260like to me that's just the biggest crime and but i think that what we're going through is just it
00:57:10.120would have been easy for us to do these other hearings we would have had these big social
00:57:13.800media accounts this big following and we would have relied on ourselves and that's not how god
00:57:19.940works if you can rely on yourself then you don't have to you know get on your knees and say god
00:57:27.620this is now impossible which is what we had to do last time and and i don't care who you are
00:57:33.320whether you believe or don't believe you watch all of the the hearings last time and you'll go
00:57:38.880there was something weird happening there like we became a community we started forgiving each other
00:57:44.800and so we know we're on track now i mean here you know you look at our official social media
00:57:50.840channels they're teeny and all of that but like all of a sudden now everyone's reposting us and
00:57:56.020tagging us and all the experts and things are just exploding days before we have our hearings and
00:58:03.100that's how i know we are going to have a fantastic experience because that's what it's all about it's
00:58:08.780just like i'm actually glad it unfolded this way you look pretty excited to be honest i i thought
00:58:15.800that i was i was because the last time we spoke you know this was private i'm not going to tell
00:58:20.560anybody anything they don't know but you were worried uh about everything that was going on
00:58:25.000but i'm so happy sean that things have worked out so well and you're about to embark on this new
00:58:30.660phase two let's call it then of of the nci uh how much work has this been now getting it all
00:58:37.060together getting the witnesses together and the commissioners and and uh just getting the word
00:58:42.220out i mean as you just pointed out and just so you know i mean like there's there's volunteers
00:58:47.520behind the scenes like it's not i'm just one one part and you know my wife has been you know
00:58:53.760theresa's been instrumental like she's basically carried the nci since after our hearings but you
00:58:59.360know that's the beautiful thing is you see other people come along like it the nci is about just
00:59:05.940ordinary people that you know see this as a way of helping to break the narrative and you know
00:59:13.180there's something about there's something about listening to each other again you know we didn't

01:07:40.620that we went public so at least some people would understand it's actually not us but it was to
01:07:46.680protect the commissioner's reputation and it was a hard decision to make and what do you do yeah

01:07:58.740understand that the commissioners need to remain independent in their outlook uh when they're
01:08:04.300listening to these witnesses and they are not they're supposed to ask questions obviously as
01:08:09.000we witnessed the last time you guys went around um but if they're perceived to be by let's just
01:08:15.260say people who may not agree that you should even be doing this at all uh that they're biased in any
01:08:21.540way then the whole commission is a complete failure well i agree i totally understand what
01:08:27.700you're saying we're in we're independent like whether you agree with us or not we've just
01:08:31.580had made the decision from the very beginning um no we're well it means unbiased as well too
01:08:38.340you can't go into this with with any kind of sense of bias from anybody who may or may not
01:08:43.520have an opinion on this from outside governmental or even left-wing corporate media right we shouldn't
01:08:49.000and but no let's just talk about the good because here's the thing is is we can talk about negative
01:08:54.000But again, I think we're in a spiritual war. And I think that all of this is happening for a reason. And the positive thing about the NCI is, you know, the NCI board now is everyone's on side with the same mission.
