00:11:06.920 informations i have the names of a number of parliamentarians former parliamentarians and
00:11:15.560 and or candidates in the Conservative Party of Canada, who are engaged or at high risk
00:11:28.180 of or for whom there is clear intelligence around foreign interference.
00:11:35.800 And I have directed CSIS and others to try and inform the Conservative Party leader to
00:11:50.120 be warned and armed to be able to make decisions that protect the integrity of that party of
00:11:58.520 its members from attempts at foreign activities around foreign interference.
00:12:04.560 the decision by the leader of the Conservative Party to not get those classified briefings
00:12:11.860 means that nobody in his party, not him, nobody in a position of power, knows the names of

00:13:52.400 caucus, who is suspected of being involved in foreign interference, you can leave them off
00:13:57.240 committee. You can not make them a cabinet minister. You don't have to sign their nomination
00:14:01.840 papers? Can you remove them from caucus? Yes, of course you can. But watch what else he says here.
00:14:08.540 A leader of a party has many, many tools that they can use that are not requiring him to speak
00:14:17.720 publicly about his knowledge. The leader of a party has quite a bit of power over what happens
00:14:27.260 within that party. And that's why the ultimate decision maker in a political party should always
00:14:32.380 be the leader. Fruto just said that the party leader pretty much makes up his or her mind
00:14:42.200 on who runs in what writing. I thought there was supposed to be fair and open writing nominations
00:14:47.240 for every party. So that writing, the members of that writing, of that party and that writing,

00:16:22.060 to worry about that sort of stuff um canadians didn't elect or conservative party members didn't
00:16:27.980 select mr todd to make decisions about who could run for the conservative party of canada they
00:16:33.500 expect Mr. Polyev to take those decisions, but he has decided that he doesn't want to
00:16:37.680 take those decisions.
00:16:39.160 Sir, just over the lunch break, and you didn't mention Mr. Todd at all in the bombshell
00:16:43.260 disclosure that you made today, but just over the lunch break, in light of that, in response
00:16:47.840 to your news this morning, that you were aware of a number of CPC parliamentarians and former
00:16:52.200 parliamentarians that are at risk of being compromised by foreign interference, Mr. Todd
00:16:57.360 has advised that he has received a number of top secret briefings from the security
00:17:02.540 establishment, and in none of these briefings has the name of any Conservative parliamentarian
00:17:08.280 or candidate, past or present, been brought to the attention of Mr. Todd. Why is that?
00:17:13.500 You'd have to ask CSIS for that, but my supposition is that Mr. Todd is not the one who
00:17:21.400 is responsible for determining what candidates can run or not for the Conservative Party of
00:17:29.800 candidate all right that's a completely wild supposition and here's why because ian todd
00:17:36.660 is pierre polyev's chief of staff everything runs through ian todd right so if ian todd had access
00:17:47.120 and has access he does have access to these secret documents he could just look on the on the
00:17:52.880 documents and go oh we've got a problem here a couple of our mps former mps maybe future mps
00:17:58.140 they're involved in this, in this foreign interference. So then he goes to Pierre Polyev
00:18:03.280 and he says, Pierre, I really, and because these guys also have great relationships. If you're the
00:18:10.860 leader of a party, you don't hire somebody who you don't like, who is below grade to be your chief
00:18:17.120 of staff. You want the best of the best of the best. And you want to know that person. You want
00:18:20.980 to have a good synergy, a good working relationship. You know, he finishes your sentences, that kind
00:18:25.660 of a thing, right? So knowing that, would Ian Todd be able to go to Pierre Polyev and say,
00:18:34.200 Pierre, I know you don't want to do this, but I just saw some very disturbing things on these
00:18:42.960 secret documents, because he's got the same clearance as all of the other MPs. Well, he's
00:18:48.400 not an MP, he's a chief of staff, but Katie Telford, that's Trudeau's chief of staff. She's
00:18:52.640 got clearance too. He's got the same clearance that she has. And so if he saw these names,
00:19:00.080 he could go to PolyEv and say, we've got a problem. You have to go and get this clearance
00:19:04.820 so that you know what you can do with these people. And further to all of this,
00:19:12.820 if these people are involved in a criminal conspiracy, knowingly or unwittingly,
00:19:17.800 with a foreign power who's trying to interfere in our politics and interfere in our basic
00:19:23.560 Canadian structures of things, that's criminal offense. That's nothing to do with the party
00:19:28.520 whatsoever. Wouldn't you think the RCMP would be in there arresting people if this were that bad?
00:19:36.960 Regardless of whether or not they're politicians for a certain party, it doesn't matter. What
00:19:41.840 matters is if they've done something bad enough, then the RCMP should be at least questioning
00:19:48.220 these people. But so far, nothing. Let's continue.
00:19:53.920 It would be the leader and much of the information that is handed out to various
00:20:00.700 individuals with security clearances is determined on their need to know basis.
00:20:06.240 You indicated today, as I indicated earlier, in a very public forum and in a very public manner,
00:20:11.840 your knowledge of the names of CPC parliamentarians and the risk being compromised by foreign interference.
00:20:21.520 Am I correct, sir, that one way that you could arrange for those threats to be mitigated
00:20:25.320 is through the use of threat reduction measures under Section 12.1 of the CSIS Act?
00:20:29.820 Threat reduction measures are tools that CSIS has used regularly in many cases regarding
00:20:43.560 different parliamentarians, and it is very possible that a number of those parliamentarians
00:20:49.920 will have had visits from CSIS and either defensive briefings or others to try and
00:20:56.820 mitigate the risks that they are going through. That is different from a leader choosing to
00:21:06.380 willfully remain ignorant of very serious contentions, including by the ENCICOP, that
00:21:15.700 the leadership race that elevated him to leader was compromised by foreign interference.
00:21:22.660 And if the tool of the TRMs were used, you couldn't use the Leader of the Opposition's reluctance to obtain security clearance as an excuse not to provide that information to the CPC. Isn't that correct?
00:21:35.240 I'm sorry, I'm not following. Can you rephrase the question?
00:21:37.300 Sure. If someone wanted to get this information, this information about the names of the parliamentarians, for example,
00:21:45.260 because of some imminent threat to the leader of the CPC, TRMs could be used.
00:21:50.840 And in that event, it wouldn't be necessary for the leader of the CPC to obtain security clearance.

00:21:58.920 If you were to know that a certain candidate had a high degree of exposure to foreign interference and vulnerability, either witting or unwitting, giving a threat reduction measure to that candidate would not necessarily, and quite frankly in my experience, highly unlikely to have the candidate spontaneously decide to step down as either a candidate or a member of parliament and not
00:22:28.920 run in the next election. That is a determination that only a leader can make, looking at the
00:22:34.460 vulnerabilities of that candidate, looking at the behavior, and to use the words of the
00:22:39.600 NSIA, potentially poor judgment or inappropriate behavior or untrustworthiness. Those are
00:22:46.240 the kinds of things that only a leader can actually ensure for the team that they're
00:22:52.440 building and you know potentially future ministerial elevations that would then have to
00:22:59.560 run into a security clearance process that would stop them like a brick wall knowing that as a
00:23:06.920 leader as you are hoping to become prime minister of this country would seem to be a very basic bar
00:23:13.960 to hit if you want to take national security seriously but the premise the underlying premise
00:23:20.200 of that answer you just gave is that the TRM can only be directed at the person affected
00:23:25.100 and not the leader of the opposition, isn't that correct?
00:23:29.860 The TRM could be directed to Mr. Polyev.
00:23:35.600 The identities of the people involved are themselves classified and available to only
00:23:49.320 those with top secret clearances. So certainly CSIS could go to the leader of the opposition
00:23:55.120 and say you really have to be careful to instruct all of your MPs to stay away from this country
00:24:03.140 or to be concerned about diplomats from that country or not accept money, but from or not
00:24:08.500 accept support from these particular diplomats. But the TRM would be unable to identify which
00:24:16.300 of those individuals are in question unless the leader chose to get a security clearance to be
00:24:24.560 able to hear those names. And the fact that the leader does not leaves him in a position of being
00:24:30.200 unable to protect the integrity of his party. I'm going to suggest that you're wrong on your
00:24:35.900 understanding of the law as to what a TRM can and can't do and who it can be directed to. And I'm
00:24:40.840 going to suggest that the fact that you leveled this accusation earlier today and didn't mention
00:24:46.280 the possibility of a TRM was just for the purpose of grandstanding here today?
00:24:49.820 On the contrary, threat reduction measures are regularly used to highlight to people
00:24:59.160 potential vulnerabilities, but having watched many, having known a number of parliamentarians
00:25:07.380 who went through TRMs, they often come out of TRMs with a general sense of having to
00:25:13.380 be more careful. But specifics are often not given, and there is no guarantee that a TRM to
00:25:21.480 the leader of the party would include the names of the people most at risk or most engaged in
00:25:30.220 potentially problematic activity. And that's why the refusal of the leader to actually access the
00:25:37.460 intelligence on those names is as I said bewildering do you agree that often when
00:25:45.240 CSIS or some other security agency shares classified information the
00:25:49.480 recipient is severely constrained in what he or she can do with that
00:25:53.380 information yes okay and in fact your own chief of staff yesterday gave
00:25:58.000 evidence that the recipient of that information would not be able to use
00:26:01.440 that information in any manner do you agree with that no i disagree because through his chief of
00:26:08.660 staff under the bus the party leader can choose to uh not allow someone to run for them for
00:26:16.960 any number of reasons knowing in the back of your mind that uh this is the real reason but giving
00:26:24.120 it as an example i'd actually prefer to have this other person run instead so what he's saying here
00:26:30.400 is he's going to lie to people about the real reason a person has been withdrawn from running
00:26:36.740 in their writing for his party, and he's going to make something up, or he's not going to say
00:26:41.940 anything at all. I know we've covered that, but that's essentially what Trudeau is saying here.

00:29:06.120 to declassify documents in Canada? First thing, this from the CBC, why doesn't the government
00:29:13.800 release the names. All right, let's see what their answer is. Let's see if it's satisfactory for us.

00:29:24.380 compromised parliamentarians. They repeated that demand a couple days ago. But law enforcement and

00:29:40.680 and obviously in this case those names are classified at this time and to reveal them

00:29:52.060 accounts committee in june when cbc news later asked flynn whether the names could be released
00:29:57.780 in the house of commons where mps can enjoy certain legal protections he suggested that
00:30:02.480 could be a legal gray area that's a question that should be asked due to complexities of
00:30:07.080 parliamentary privilege, legal expert, blah, blah, blah, blah, blah. All right. So what have I found
00:30:12.740 out? But before I get into that, Polyev did respond, although he hasn't responded via video
00:30:19.860 this week, which I find odd because normally he would have. Maybe he's on a vacation with his
00:30:26.300 family or something. I know his wife celebrated a birthday a couple of days ago. So it could be
00:30:31.020 that he was having family time and didn't want to be interrupted. He did release a written statement
00:30:35.560 though. Here's a story that comes from the deepdive.ca. Polyev to Trudeau released names
00:30:41.420 of MPs allegedly involved in foreign interference. Okay, so why would Pierre... Polyev's not an idiot, 0.98
00:30:48.540 right? So for him to tell Trudeau, release the names, would mean that he's asking Trudeau to 0.99

00:32:50.980 Trudeau decided, excuse me, that he wanted to take on the fourth largest military in the world,
00:32:57.800 India, and expel some of their diplomats. And so naturally, Canadian diplomats in India
00:33:03.300 had to be expelled as well. And the whole problem there, the Calistanis versus the Indians, 1.00
00:33:11.680 has been brought to Canada by Trudeau because of his failed immigration policies for the past
00:33:18.980 10 years. So we've got so many Indians. And when I say Indians, I mean Indians from the Middle East 1.00

00:35:45.940 ultimate responsibility for the declassification of sensitive national security information
00:35:50.800 generally falls under, number one, the Privy Council Office. The PCO assists the Prime
00:35:57.900 Minister and the government in ensuring that sensitive and classified information is handled
00:36:02.180 appropriately, and it plays a significant role in decisions related to national security.
00:36:10.280 Number two, ministers of relevant departments, each department or agency with the authority to
00:36:16.700 classify information like the Department of National Defense, Global Affairs Canada,

00:49:10.940 higher level of responsibility as one of the organizers of the protest, levied a guilty verdict
00:49:15.740 against him, leaving him with a criminal record and a fine of four grand. Cullen appealed his
00:49:21.700 guilty verdict while the crown prosecutor, and this name is so ironic, Michael Lucifora,
00:49:29.740 appealed both acquittals and the sentencing of his guilty verdict, believing one year in jail
00:49:34.480 would be more suitable than simply paying a fine and a victim's surcharge. In a show of true
00:49:39.280 Canadian justice, the appeal court's decision not only dismissed the Crown's appeals of Mr.
00:49:44.240 McDonald's acquittals, but the judgment also overturned the original guilty verdict. Cullen
