00:12:31.380 and I laughed and it was fodder and it seemed to me that CTV here was simply repeating a liberal
00:12:38.560 talking point with this story. Here it is. A number of conservative MPs have written letters
00:12:44.060 to the liberal housing minister asking him to grant their communities funding from a program
00:12:48.280 that conservative leader Pierre Polyev this week called disastrous and promised to cancel.

00:32:07.360 What can you tell us about how Beijing runs foreign interference operations in Canada?
00:32:11.180 Well, it all started about 34 years ago, after Tiananmen Square massacre, when Beijing was eager to burnish its image internationally.
00:32:22.740 And they have started setting up what I would call proxy organizations.
00:32:27.040 And through these organizations and through their proxies, Beijing has been able to exert very soft influence in many ways, in many levels of our governments.
00:32:36.540 Is that the primary focus, or do these operations primarily target Chinese Canadians?
00:32:40.540 No, they are targeted to the Canadian society at large.
00:32:45.020 How concerned are you about how the government hasn't done enough?
00:32:48.240 Or do you believe the government hasn't done enough?
00:32:50.540 We can go from the website and see who's who and who's meeting whom.
00:32:54.960 And that includes a lot of Canadian politicians and government officials being wine and dine.
00:33:00.080 So help me understand this, because the allegation right now, the headline story right now,
00:33:03.740 certainly in the Globe and Mail, was that China wanted to help elect liberals to get a liberal minority government.
00:33:09.080 and they wanted to defeat conservatives who they believed had policies that were unfavorable to China.
00:33:15.320 In your experience on monitoring this, is it that starkly partisan?
00:33:18.840 Is China, in your view, interested in electing liberals at the expense of conservatives? 0.59
00:33:22.400 They understand that perhaps from the proper days,
00:33:25.740 the conservatives are a little bit tougher on them than the liberals would.
00:33:30.580 And that's why in the last 10, 12 years, they have been pretty much putting the money on the liberals. 0.87

00:34:58.560 From there, sources say the money was distributed to members of a clandestine network.
00:35:03.140 Intelligence says the network was comprised of at least 11 federal candidates, along with 13 campaign staffers.
00:35:09.460 The Communist Party of China also enjoys near-total control of Chinese-language media in Canada.
00:35:15.720 Adding to the rampant disinformation being circulated on social media apps,
00:35:19.800 the regime has perfected the practice of discrediting politicians over many years in Taiwan and Hong Kong.
00:35:26.560 And the CCP's content farms are known to spread dis and misinformation, cause confusion, and embattle a targeted government by forcing it to dedicate large amounts of resources to debunking false claims.
00:35:42.620 Canada's spy agency is warning that China's attempts to manipulate the media are becoming the new normal.
00:35:49.760 The Canadian Security Intelligence Service raised that issue in a meeting with Prime Minister Trudeau earlier this year.
00:35:56.100 And there are renewed calls now for a much tougher approach to foreign interference.

00:36:04.060 Foreign interference is becoming more sophisticated, frequent and insidious.
00:36:09.660 That's a warning the head of Canada's spy agency gave to the prime minister during a meeting earlier this year.
00:36:16.200 According to briefing docs prepped ahead of that meeting,
00:36:20.020 CSIS warned the Prime Minister that foreign states were trying to influence media to get their message out.
00:36:25.360 In particular, the People's Republic of China's media influence activities in Canada have become normalized.
00:36:31.360 Chinese language media outlets operating in Canada and members of the Chinese-Canadian community
00:36:36.160 are primary targets of PRC-directed foreign-influenced activities.
00:36:40.580 Cyber attacks against political parties, local governments, Election Canada websites and
00:36:47.020 other critical sectors can also be used as a means to interfere with elections and, as
00:36:52.660 with disinformation, erode public confidence in the integrity of an election.
00:36:57.920 And we cannot rule out the possibility that the Communist Party of China will seek to
00:37:02.460 buy outright certain candidates with promises of money or lucrative deals at some point
00:37:08.140 in the future.
00:37:09.320 Finally, in the case of the Liberal Party, former Prime Minister Jean Quétien's recent
00:37:14.440 proposal to visit Beijing and negotiate a deal with Communist Party officials, an idea
00:37:19.480 that would ensure the future capture of Canadian nationals whenever Beijing entered into a
00:37:24.080 dispute with Ottawa, illustrates the potential for a serious split within the party which
00:37:28.800 could be exploited by Beijing.
00:37:31.200 Every effort must be made by our intelligence and law enforcement agencies, by the judiciary
00:37:36.640 by other government agencies to track suspected foreign interference and implement appropriate
00:37:42.960 defensive measures so we have had ample time to have an honest discussion which i think is not
