00:25:07.920de Janeiro in 1992. That agreement is known as Agenda 21. In 1994, the FCM released a municipal
00:25:15.180primer, promoting sustainable development through local strategic action. This is a blueprint on
00:25:20.780implementing Agenda 21 through Canadian municipalities. According to this primer,
00:25:25.500human activities have caused changes in the global climate, and sustainable development
00:25:29.420should not be postponed due to a lack of scientific certainty. In 1994, the Government
00:25:35.480of Canada partnered with ICLEI to fund sustainable development programs,
00:25:39.120administrated through the Federation of Canadian Municipalities. Local councils are told these
00:25:43.400programs will be beneficial and adopt them voluntarily. It is important to note that
00:25:47.400the FCM and the Government of Canada accept no responsibility for these programs, leaving local
