00:06:47.220 senators or whatever will not be named to the people of Canada. And I'm not sure if they ever

00:15:51.400 who wrote this. NDP launched a secret survey on MetroPlan 2050. A secret survey.
00:15:56.460 why would you launch a survey and then not tell anybody about it because you can say you launched
00:16:04.820 a survey right of course just like they've been doing everything underhandedly it was smooth
00:16:12.720 sailing for the winnipeg metropolitan region board to impose a draconian centrally controlled
00:16:17.340 development blueprint on its unwilling members and uncooperative naysayers until the winnipeg
00:16:22.980 son showed up well okay marty go ahead take all the credit if you must that's fine we had nothing
00:16:29.720 to do with it before my column on august the 4th 98 of winnipeggers hadn't heard of plan 2050 and
00:16:38.340 with good reason city administration had not advertised the metro open house and public
00:16:42.960 hearing held in winnipeg at all even though the plan couldn't be amended for 10 years once passed
00:16:47.980 into law and was going to affect every resident, property, and business owner. The public was
00:16:53.420 shocked to read the objections voiced at the first public hearing, which was held in Winnipeg,
00:16:59.020 and the second one was not. It was supposed to be down south of Winnipeg, but never happened
00:17:06.780 because too many people showed up. The complaints included inadequate consultation with housing and
00:17:11.820 trucking stakeholders, half-drawn maps, half-baked climate change theories, and especially a backdoor
00:17:17.320 double majority voting scheme to let winnipeg mayor scott yillingham control every vote of
00:17:23.640 the board with veto power and become de facto kingpin over 850 000 people across the 18 member
00:17:29.580 municipalities actually it's closer to 920 000 according to the latest estimates based upon this
00:17:35.120 population burst that winnipeg has experienced in the past year believe it or not all the wmr had
00:17:43.120 to do was sit through one more pro forma hearing in neverville where contrary to their own rules
00:17:49.080 they would not entertain questions and then the plan would be rammed through at the next board
00:17:54.060 meeting four days after marty's column attendance from the first hearing tripled for the second
00:17:58.700 session and panic set in for the wmr again marty good job buddy the second public hearing was
00:18:07.860 supposed to be a mere formality, but there wasn't room for all of the pesky public at the hall in
00:18:13.460 Neverville, and the session was postponed. Gillingham, the mayor of Winnipeg again,
00:18:18.560 and a rump caucus quickly pronounced their continued support for the plan and labeled
00:18:22.800 opponents as a misinformed fringe that hadn't read the plan, but they did, and that's why they showed
00:18:29.920 up. Within two weeks, nine rural municipalities declared they had read the document also and
00:18:37.680 walked away from it, and in some cases wanted to walk away from the metro itself. Since the NDP
00:18:43.200 had opposed the Brian Pallister legislation that created the unelected Winnipeg Municipal,
00:18:49.420 or sorry, Metropolitan Region Board, they saw an opportunity. Premier Wab Kanu announced he'd
00:18:55.300 allow municipalities to opt out of the WMR membership and plan 2050.
00:18:59.600 He got the headline he wanted, NDP to make changes to plan 2050 after pushback for municipalities,
00:19:06.160 but now Canoe has a new headache.
00:19:08.960 Manitoba is legally required to undertake a review of the amendments that created the WMR
00:19:14.320 and other general planning and zoning processes like appeals by the end of October.
00:19:20.080 Secret survey.

00:19:21.620 That includes a planning legislation review survey, but the government doesn't want anybody to know.
00:19:28.380 So on Tuesday, last week, Engage Manitoba posted the survey online but didn't alert the 80,000 registered users who participate in their feedback loop.
00:19:39.240 No email was sent. No news release was posted to the government website. It's essentially a secret survey.
00:19:45.280 It takes 30 questions about other legislation to get to the planning region section, and the survey itself isn't designed to get focused feedback about the Metro Board or Plan 2050.

00:20:45.960 people who have walked up to the mayor or reeve of their particular municipality and said so what's
00:20:50.560 this uh plan 2050 all about anyway now they're friends purportedly with this mayor or reeve i'm
00:20:55.560 not naming names here but the mayor will look at them and go uh turns around walks away whether
00:21:02.280 it's at a grocery store in a park on a golf course in a driveway it doesn't matter that mayor
00:21:09.240 does not want to talk about it i would like to know what they're holding over their heads 0.96

00:21:55.260 they gave confirm what critics have said. The WMR abandoned a fair process to make
00:21:59.780 a naked grab for power. Remember, this is an appointed board we're talking about,
00:22:05.020 not an elected one. The RM of Carche posted a statement August 26th that their concerns
00:22:10.740 included the loss of autonomy of locally elected officials, additional layers or layer of bureaucracy,
00:22:16.520 less municipal control regarding growth and development along with the onerous cost burdens
00:22:21.020 of required regional studies plus the legislated financial contributions to the capital region
00:22:26.340 operations legal community planning and consultants the rm noted it had previously requested that the
00:22:32.860 winnipeg um sorry metropolitan region conduct meaningful public consultations in each of the
00:22:39.440 18 affected municipalities with full disclosure of all information excellent but when that didn't
00:22:45.440 happen, it became evident to council that the flaws of the legislation and Plan 2050 were not
00:22:50.620 being adequately addressed. On August the 29th, the newest dissenter, the RM of Rockwood, issued a
00:22:56.440 Plan 2050 standpoint with a stunning revelation. There are many areas of concern as to how the
00:23:01.780 regional plan document was written, as there were no interviews with the rural municipality of
00:23:06.900 Rockwood to discuss the current infrastructure, community plans, or future visions. Keep in mind,
00:23:12.440 WMR officials and their proxies have been defending plant 2050, despite an entire RM
00:23:18.160 being excluded from having input. And you can bet all of the others were in the same boat.
00:23:22.660 That corrupted process raised an even bigger issue because due to the lack of initiatives,
00:23:28.020 the RM of Rockwood is concerned about how the information was obtained for this plant and
00:23:32.420 how the projections were made based from the information obtained. It's probably a secret,
00:23:37.680 Marty says. The RM concluded Plan 2050 needs to take a step back and have a proper consultation
00:23:43.800 process and not rely on the opinions of outside consultants. You're probably wondering if the
00:23:51.380 general public isn't told the survey is online, whose responses will be collected? Well, you can
00:23:57.320 bet the survey is no secret to the NDP caucus who can give their partisan supporters a heads up and
00:24:02.020 you the results accordingly oh yeah the ndp don't forget is largely connected to all of the unions
