00:30:43.300 Identity Program. Now the Privacy Commissioner is looking into the issue. In an email dated July 27,

00:30:53.080 currently investigating a complaint which brought concerns with respect to the collection of

00:30:57.080 personal information through ArriveCan and subsequent use of that information by the

00:31:00.760 government. And the alarms about the ArriveCan had been ringing for over two years. Privacy

00:31:05.780 and legal experts have been on it about the type of personal data the app collected, how long it

00:31:10.540 stored such information, and the manner in which the data was shared between government agencies.

00:31:15.120 But from the look of things,

00:31:16.460 it seems no one took the experts seriously

00:31:18.580 until things became too hot to handle.

00:31:20.960 In the year 2020, precisely in the month of June,

00:31:23.480 a group of federal conservatives

00:31:24.820 urged the privacy commissioner

00:31:26.280 to investigate perceived misuse of data

00:31:28.660 collected by the COVID-19 checking app,

00:31:31.140 and the privacy commissioner said then

00:31:32.540 that he had gone through the facts

00:31:33.740 concerning the arrived can,

00:31:35.300 which was the app's privacy information,

00:31:37.100 and he was satisfied with what he found,

00:31:38.980 hence there was no need to raise unnecessary alarm.

00:31:42.160 Thus, the matter was shelved.

00:31:43.200 When the commission was asked for details of the complaints, like who made it, when it was made,

00:31:47.360 and how long the investigations into the complaint would take, they refused to reply to the questions

00:31:51.820 and instead assured Canadians that the matter was being looked at. Meanwhile, technology expert

00:31:57.340 Bianca Wiley had closely followed the events at the Privacy Commission regarding the investigations

00:32:01.580 into Arrive Can and had information on who made the recent complaint. Wiley had earlier sent an

00:32:06.900 email to the Office of the Privacy Commissioner requesting details about the app, and if the

00:32:11.200 commission had any concern that the app was still being used at the borders. The commission replied

00:32:15.780 saying that it was currently investigating a complaint, hence it could not provide additional

00:32:19.380 information on the issue of the arrived can. Interestingly though, the email sent to Wiley

00:32:23.960 also said that while the arrived can app was being developed by the government, the privacy

00:32:28.020 commissioner had consulted with the liberal government and had provided recommendations

00:32:31.660 from the Public Health Agency of Canada and the Canada Border Services Agency. Wiley said that

00:32:36.880 though she was pleased that someone was taking action, she didn't know enough about the matter

00:32:40.240 to say where it was heading. Recall that the Arrive Can was first made a voluntary app in

00:32:44.660 the pandemic year of 2020 to aid public health officials to enforce quarantine rules by collecting

00:32:49.540 personal data and moving forward. It was made mandatory for those traveling by air on November

00:32:54.580 2020, and it was so extended to anyone crossing the border on March 2021. Just as pandemic mandates

00:33:00.660 and restrictions were being lifted, the app was brought under intense scrutiny because of the

00:33:04.700 amount of personal data belonging to Canadians that it collected and how such data was being

00:33:08.940 transferred between government institutions and peristadels. The Canada Border Union, which was

00:33:13.560 responsible for the border agents in Canada, said that the Arrive Can app drained a huge amount of

00:33:17.880 resources, and that frontline border agents had to become IT experts as they tried to help incoming

00:33:22.940 travelers with navigating the app. Recall that there had been a public outcry on how efficient

00:33:27.700 the Arrive Can app was. Even people traveling to Canada from the United States complained about the

00:33:32.460 glitchy nature of the app, but Trudeau and his liberals still insisted on making use of the app.

00:33:37.360 And even when the mayor of Niagara lamented

00:33:39.000 that the app was blocking tourism to the city

00:33:41.060 because of the frustration tourists
