00:14:51.540I live in California, just so people know I'm not a Canadian, but I've been making a lot of Canadian friends.
00:14:56.940And we are supposed to have a say in at least the legislative branch of our government.
00:15:06.320And in the U.S. Constitution, the Senate is supposed to have to give their consent to any treaty.
00:15:14.540Well, they just have been not doing their job.
00:15:17.700But in Canada, that's not the case. The parliament will be told, well, we've entered into this agreement. You have to maybe pass legislation to implement it. But that's different than deciding on whether or not to enter into the agreement.
00:15:38.380And this is where it really gets crazy because in the United States and elsewhere around the country, what happened with the World Health Assembly and the international health regulations, you can kind of look at it as a worldwide collection of delegates who speak on behalf of the head of state.
00:16:06.880So it's like a leadership council that is very dictatorial, not from the WHO standpoint, but from the fact that the head of state, through their delegation, makes all of these decisions and never bothers to communicate with the people.
00:16:26.600so most people have i'm sorry the the united states the president is the head of state so
00:16:34.240he would pick this this council and the council goes off to represent the united states at these
00:16:39.600meetings the governor general in canada or the king or queen i suppose whoever and
00:16:44.100this never gets mentioned as you say to parliament or the people they just go ahead and they and they
00:16:50.340do these things and they make binding agreements that we all have to follow correct well i'll give
00:16:55.640you a perfect example. Back in 1992, all of the nations in the United Nations signed on to the
00:17:05.500Framework Convention for Climate Change. How's that working out for you? Did you vote on that?
00:17:13.840Did you have any say on that? Did most people even have the foggiest clue about what I just said?
00:17:19.180okay so when the groups all of these many many groups that were put together
00:17:25.740to recommend what should be done with you got to realize there's two separate things we're
00:17:32.180talking about there's the new agreement which goes by many names and the existing amendments
00:17:39.440to the international health regulations the the new document they said out of the gate
00:17:45.260They wanted it to be a framework convention. So for most people, well, what's the difference? Treaty, agreement, framework convention, you know, what does it matter?
00:17:57.680Well, it really does, because what a framework convention does is it sets up a totally new bureaucracy.
00:18:06.500Every member who becomes a party to the framework sends delegates to a yearly convention, or they call it a conference.
00:18:17.360So they would set up a conference of the parties.
00:18:20.460it's a group of bureaucrats who are you know appointed not elected who then meet on a yearly
00:18:28.320basis to decide the future of the world now that's been going on since 1992 under the
00:18:36.700guise of the framework convention for climate change they had a meeting in i think it was the
00:18:43.620United Arab Emirates back in December, and like 80,000 people went.
00:18:51.300Nobody asked me for my opinion or you or anybody you know.
00:18:54.660They make decisions, and because back in 1992,
00:18:59.500all of the nations quietly, because I didn't get a memo,
00:19:05.260the nations agreed to this basically an empty framework.

00:19:12.660it's just agreeing to abide by what unknown people decide year after year after year if you were
00:19:21.400going to sign a contract with somebody and at the last minute they get a ream of blank paper

00:24:13.460so is it possible these people don't really know anything about what's going on is that a rhetorical

00:25:48.320one in in april i just got a hold of it a couple weeks ago um then they had one in october and
00:25:56.460they're meeting next week for two weeks worth of meetings next week and the week after.
00:26:02.340And I'm waiting anxiously for the new version. Okay. So part of it is many people maybe saw a
00:26:11.840version from months ago and they got locked into talking about whatever that said, but it's been
00:26:17.180changing and changing. And a lot of this is a distraction to confuse the daylight side of
00:26:21.480people but here's what my perspective on all of this is you can go to stop the who.com
00:26:29.600stop the who.com scroll down and click on any of the many versions you know print out the latest
00:26:36.340one the version the latest version from october of the quote-unquote treaty or framework convention
00:26:43.360is 30 pages long most people could print that out read it okay if you haven't read the documents
00:26:55.120you're basing your opinion on hearsay oh i heard somebody say this or my representative said that
00:27:03.640read it get a highlighter out and highlight the spots that concern you and all of chapter three
00:27:12.260should concern you the whole from like article 21 to article 32 the whole back end of it
00:27:18.980is essentially oh let's set up this framework convention and have unelected bureaucrats meet
00:27:26.260every year for eternity to tell us what to do you you can get into the details of you know chapters
00:27:32.660one and two which are horrible but all you really need to know is you know hey you know on the other
00:27:39.420hand, if you really like how the Framework Convention for Climate Change is working for you,
00:27:44.680then you might love the Framework Convention for Pandemic Prevention, Preparedness, and Response.
00:27:50.520So read chapter three, and if you think it's a great idea to set up a whole new bureaucracy,
00:27:56.360and they want $30 billion a year for pandemic prevention, preparedness, and response,
00:28:02.660if you like putting unknown people in charge of your life, then maybe you're for this, okay?
00:28:09.420But if you read through that and you realize what this really is, what bureaucrats are better at doing than anybody is creating more bureaucracy.
00:28:20.540And so read the document, highlight the spots that are of concern to you and reach out to your member of parliament and say, have you read this?

00:29:10.380Now, it gets a little tougher, okay, because going all the way back to September 30th of 2022, and even further back to May, what they did with the other set of negotiations is they told all of the nations,
00:29:27.360Well, if you want to make any changes, any amendments to the International Health Regulations, which is an existing document, please submit them by September 30th, 2022, which all of the nations did.
00:29:41.300And what they received was 94 nations total submitted 197 pages of amendments, over 300 changes.
00:29:54.520They kept it secret until December of 2022, so more than a year ago.
00:30:00.200I've been reporting on it, you know, ad nauseum since then.
00:30:03.900And for a year, they've been negotiating.
00:30:09.120so at this point we have no idea what has stayed what has been changed what has been added or
00:30:17.480subtracted or whatever but there's an interesting twist to it because the rules with the international
00:30:26.220health regulation amendments article 55 says any nation can make changes you know propose them
00:30:32.680but they have to give four months notice before the may assembly well the assembly this year
00:30:39.620starts on may 27th so four months in advance of that has already passed january 27th well you
00:30:48.160know i've i've put them in i spoke to somebody in the uk um people have put in around the world
00:30:54.260freedom of information requests saying hey you guys missed your deadline you were supposed to
00:31:01.660submit whatever it was you were planning on changing by January 27th, we need to see what
00:31:09.640the changes are, not a year old version. In New Zealand, I just spoke to somebody in New Zealand,
00:31:15.680they are offering the people of New Zealand a public comment period where they can weigh in
00:31:22.520on these amendments. And they're like, well, wait a minute, you got to let us see what the
00:31:29.340final version is they want comments on the year old version which is you know to put it nicely
00:31:36.660bogus okay and and so back in october the working group that's doing these negotiations
00:31:44.660publicly stated on october 2nd that they knew that they were not going to meet their january deadline
00:31:52.920and it's on their public website it's the videos recorded i've you know reported on this many
00:31:59.200many times. And then they just proceeded to say, eh, rules, whatever, we're going to keep negotiating.
00:32:04.680So if you want to pull up that calendar that we talked about, they've missed their deadline. So
00:32:12.700there's the Intergovernmental Negotiating Body. That's the Pandemic Treaty slash Framework
00:32:18.160Convention, INB, the Working Group for the International Health Regulations, WGIHR.
00:32:24.660And then ultimately, they want to meet in May at the World Health Assembly.
00:32:29.680And so the first five WGIHR, that was last week.
00:32:53.200okay all month long right um meetings meetings meetings what they typically do is they televise
00:33:02.380the monday morning session and they televise the friday afternoon and i say televise i should say
00:33:09.420live stream um and and record and the friday closing session but everything in between is
00:33:15.440done in secret now if you go a little bit further down in april um they are having week-long
00:33:21.940meetings in April for the amendments, all of which are after the deadline. And then boom,
00:33:29.560in May, you know, they're going to probably drop it on the table without anybody having
00:33:33.220had a chance to see what the heck is going on at the end of May. So what's in these documents
00:33:41.440is obviously important with 197 pages of, I've been doing a little bit of work over the last
00:33:51.480two years i got quite a number of websites that people can poke around on okay look at that all
00:33:56.260all of that is available by the way guys and one sec this is james's substack you guys you can go

00:34:07.420this afternoon but you kind of disarmed me james i have to say when you said these governments
00:34:12.680they can't do anything like they don't know anything well i guess they can but they don't
00:34:16.740know anything so we have to inform them and then maybe they can uh do something anyway i'm sorry
00:34:21.800to have interrupted you yeah well there's there's one thing that i always do and so you trigger me

I don't know everything because they're always cocking up something new every day. But I think I can probably help anybody answer whatever questions they might have about it.
00:35:02.180And so the first question everybody really should ask, nobody ever seems to ask, so I'll ask it. Why are they even having these negotiations?
00:35:45.860what didn't work, what was an absolute disaster, and, you know, what could we learn from the last
00:35:52.260four years? Well, they had a panel that they put together, and they came out with what's called
00:36:02.020the Independent Panels Report, Independent My Eye, and they essentially said, well, the problem
00:36:11.360was we need to have one uniform response everybody should do you know under the guidance of WHO
00:36:22.360the same thing we all got to be unified and and do what we're told and the problem was the WHO
00:36:30.640didn't have enough authority and didn't have access to enough money and so give us more
00:36:37.800authority, gives more money, and everything will be great. So they said they wanted a framework
00:36:41.560convention, and they wanted to strengthen the WHO's role under the international health regulations.
00:36:50.720Now, that was what the recommendation was. What actually happened and why these negotiations
00:36:58.960are happening is a little bit different than that. And so you really have to erase the things
00:37:07.640that you've come to learn over the past number of years because that's going to get in the way
00:37:13.600because you're going to try to apply logic and reason and some kind of sense to what I'm about
00:37:20.280to say and you got to stop doing that because of a confusion okay go back to the beginning of 2021
00:37:29.000a year's worth of whatever the heck was going on with COVID whatever the hell that was that
00:37:34.680happened the beginning of 2021 oh we've got these wonderful high-tech brandy new jabs and if
00:37:42.500everybody just gets a couple of jabs in the arm the world will be a better place and the idea was
00:37:49.000vulnerable people like nurses doctors working with people who are ill maybe you know elderly people
00:37:57.940maybe people with comorbidities let's get them jabbed up first because they're vulnerable
00:38:03.080and again you got to suspend belief of the things you know and then whoever's next in line and next
00:38:10.700in line all around the world and you know according to them nobody's safe until everybody's safe
00:38:15.100so what was supposed to happen is not what happened uh canada is a good example
00:38:23.160my understanding is to sign contracts for 400 million jabs 10 for everybody in canada
00:38:30.060and the european union did something very similar the united kingdom united states new zealand
00:38:35.920australia wealthy nations bought up everything that could be bought you know the united states
00:38:41.680kind of cornered the market on run death is near and you know many of the other medications were
00:38:47.340so expensive that poor nations were cut out of the picture now again you have to suspend what
00:38:55.260you've come to know, they should be, you know, getting down on their knees and thanking their
00:39:02.140lucky stars that they missed out, but they haven't come to that awareness yet. They called for a
00:39:10.480special meeting, special session of the World Health Assembly at the end of November, December
00:39:14.6001st, 2021. And the declaration that came out of that meeting was they wanted the WHO to oversee
00:39:22.840negotiations, and the end result being that there would be equitable access and distribution
00:39:31.020of pandemic-related products. That is why these negotiations are happening.
00:39:39.820Now, if you know what you know, you go, they want more of that? Why would they want more of that?
00:39:48.200they dodged maybe not a bullet but they dodged a bunch of needles what are they thinking well
00:39:56.040if you again look at it from a different perspective they also missed out on the profits
00:40:03.720because they didn't have the money to funnel into those industries in their nations
00:40:12.280It all went to Pfizer, Moderna, and other companies around the world.
00:40:17.460What we're dealing with here is a trade dispute and a financial deal.
00:40:23.640They want access to the intellectual property, the manufacturing know-how, and the investment capital to build out what I call the pharmaceutical hospital emergency industrial complex in the smaller nations.1.00

00:41:18.800of 2022 there was a meeting they have the G20 meeting but then they have the B20 meeting the
00:41:25.580business leaders and what was going on at that time was the United States and primarily the
00:41:31.660Defense Department for the last year, back from 2021 to September of 2022, were setting up the
00:41:40.640World Bank Pandemic Fund. It hadn't quite concluded, but it was pretty close to being
00:41:48.920all finished up. And in November, the Indonesian health minister talking to the B20 business
00:41:56.640leaders. Now, he's not a doctor. He's a former banker. He said to them, the United States is
00:42:04.660setting up this multi-billion dollar pandemic fund. Go invest. This is a great business opportunity.
00:42:13.860I don't know if you ever saw the movie The Graduate, but there's a line in the movie where
00:42:17.200they're talking about the future of business. You know, one word, plastics, right? Well, you know,
00:42:22.560that word now is pandemics right they're really profitable if you're in the pandemic market sector
00:42:30.720pandemic related products whatever that may be laboratory equipment testing equipment genomic
00:42:36.400sequencing um you know whatever it may be if your government is just throwing money at that market
00:42:43.840sector you know what's the best way to make money well go where the money is flowing
00:42:49.760And they're trying to create a torrent, you know, a river of money into that market sector because they missed out the first time around.

00:46:05.760your phone tracking you or something. Yeah, yeah, yeah, yeah, yeah. But what they're really talking
00:46:10.560about is every time you can imagine somebody sticking a swab up their nose or some other
00:46:17.340orifice, or you go to your veterinarian's office and maybe your dog or cat has a stool
00:46:23.640sample, or if you've got a chicken coop, you know, the bedding or a pig's thigh or a horse
00:46:30.360barn or, you know, any other animal on a farm or any such thing, or in a zoo or out in the
00:46:38.140wild or they certainly do this in the united states i haven't checked in canada but they do
00:46:45.500wastewater surveillance where they lift up a manhole cover and take a sample of your poo and
00:46:51.160see what kind of new pathogens might be cooking in the stew there your hospital that has the best0.63

00:48:03.560Now, there's a problem with this because I come from part of my work in the past, I've
00:48:11.120managed a couple of mom and pop herb nutrition, homeopathic aromatherapy stores.
00:48:15.740And so I'm aware of a 1992 Convention for Biological Diversity where Native cultures learned how to use plants and roots and various substances for healing.
00:48:29.900And they were basically being exploited by pharmaceutical companies who would come in, get that information, isolate the chemicals, tweak them a little bit so they could patent them, and then make millions of dollars off of it.
00:48:45.460And so there's supposed to be an arrangement where if you get access to that information,
00:48:52.720you have to also share in the benefits.
00:48:56.220Well, they want to apply that to genomic sequencing for pathogens.
00:49:02.400That's why they want to do this search for everything under the sun, because if they
00:49:09.680can find a pathogen with pandemic potential, that's quite frankly, a financially valuable
00:49:17.560resource. If you've got... Don't you think they've already got that though, James? I mean, this gain
00:49:21.900of function research they've been doing for however long, don't you think they've got an
00:49:26.840array of viruses they can hit us with whenever they want? They have an array of genetic information
00:49:33.180and they want to go find more because man, that is a profitable business. But if you go back in
00:49:42.340time to when South Africa and Botswana, and I believe maybe also Hong Kong identified the
00:49:52.100Omicron variant, totally different than whatever came before. And, you know, there's a lot of
00:49:57.200people who you know question whether or not viruses are real and what really was going on
00:50:03.780and all the different things that could cause ailments but you have to put that aside for just
00:50:09.220a moment in the laboratory if they're just looking at their computer screens and they go oh look what
00:50:15.320we found and if people believe it and go for it that's worth money if you can convince people
00:50:22.880that you have something dangerous. And what happened was South Africa and Botswana handed
00:50:29.240that information over because they felt that that was their obligation under the existing
00:50:35.480international health regulations. Hey, we got a problem. Here's the problem that we think we have.
00:50:42.340Well, they're not happy that they did that. And Pfizer and Moderna turned that into a couple of
00:50:49.040billion dollars in the boosters. They're like, oh, fool us once, never again. You're not getting
