00:25:45.380 measures effectively wiped out the 30-year post-Cold War Western financial engagement with
00:25:50.840 Russia. The author has discussed Russia-China de-dollarization partnership in the Foreign

00:49:41.460 their own power. Often they have abused that power. Imagine, imagine then what they will do

00:49:53.300 power will be increasingly turned against their opponents. They will seek to silence their
00:49:57.580 opponents and critics, narrowing the bounds of communication until only government statements

00:58:41.800 and to seize the bank accounts
00:58:43.540 of those involved with the protests without just cause.
00:58:46.800 This is really unprecedented.
00:58:48.000 I know we've been using that word a lot lately
00:58:49.700 with the pandemic, it's unprecedented.
00:58:51.480 Well, it's really unprecedented that the government use the Emergencies Act.
00:58:54.080 This week in Parliament, the Government of Canada has fulfilled a requirement of the Emergencies Act,
00:59:00.120 which means that they had to call a public inquiry within 60 days after the revocation of the Emergencies Act.
00:59:07.020 So they basically waited until the last possible minute to appoint a commissioner to get this inquiry started.
00:59:12.880 Now, the purpose for this inquiry is to hold the government accountable,
00:59:17.920 to see if it was, one, appropriate to use the Emergencies Act
00:59:21.920 in the first place, and to look at the measures
00:59:24.580 that the government used in the Emergencies Act
00:59:26.680 to say if they were appropriate in their use against Canadians.
00:59:31.320 The government announced that they had appointed Justice Rouleau,
00:59:34.740 who I have no reason to believe is not a respected judge
00:59:38.060 in this country, but we don't really have a lot of information
00:59:41.420 about who this judge is, what his background is.
00:59:44.180 I asked the Minister of Public Safety,
00:59:46.340 what were the qualifications? What was the process by which this judge was chosen? Because for all
00:59:52.380 we know, they could have just picked this guy's name out of a hat. What qualifications were
00:59:55.780 required? How many candidates were considered? He's familiar with the principles of ensuring
01:00:01.620 that there is a balance between cabinet confidences and making sure that he has
01:00:05.100 the information that he needs to review. His answer was very telling. One of the answers
01:00:10.100 that he gave is that the judge understood the need for a balance between transparency and respecting
01:00:17.300 cabinet confidentiality there is a balance between cabinet confidences and making sure that he has
01:00:22.100 the information that he needs to all over the course of this past week conservatives have
01:00:26.820 been demanding the government tell us whether or not they're going to give the information
01:00:32.580 and the evidence that they use to justify the emergencies act because if we don't have access
01:00:37.780 to the evidence that showed why invoking the act was necessary, then we're never going to know if
01:00:44.600 the government was right or wrong in invoking the act. It really concerns me because if they ask
01:00:50.600 the justice during the recruitment process, are you going to ask us for secret cabinet documents?
01:00:58.480 And if the answer of the judge was no, I will not ask for cabinet documents, then I think it really
01:01:04.860 undermines the whole independent part of this public inquiry the other thing that i think is
01:01:09.500 uh very concerning and this is we've been asking questions about this and you know the media has
01:01:13.660 also been asking questions about this so you know it's bad when the media is even asking and going
01:01:18.540 after the government on this is that the emergencies act in itself states that the inquiry
01:01:25.260 has to look into as i said the circumstances leading up to the use of the act and the measures
01:01:30.140 used by the government. No more, no less. That's the mandate given under the
01:01:34.220 Emergencies Act. But then the government also puts in some other points that are
01:01:39.900 not in the Emergencies Act. They say that the Commissioner must look into the
01:01:43.040 protesters, their motivations, their actions, their backing, must look into
01:01:47.360 foreign involvement, crowdsourcing funding, what were the actions of police
01:01:52.260 in the lead-up, how did the police handle the situation, but noticeably absent was
01:01:57.980 any direction to the commissioner to actually investigate how the government came to the
01:02:03.840 conclusion that the Emergencies Act was appropriate and how the government came to
01:02:08.100 the conclusion that the specific actions that they took, shutting down protests, freezing bank
01:02:13.200 accounts, was the most appropriate action to deal with the protests. I've called it political
01:02:19.160 interference because it should be up to the commissioner who uses the act as his guide
01:02:25.800 to decide what is and what is not relevant to his investigation.
01:02:30.520 Now, the commissioner may very well decide that he needs to look into the protesters
01:02:33.980 and their motivations, he needs to look into the crowdfunding,
01:02:37.140 he needs to look into ideologically motivated violent extremism,
01:02:40.420 he needs to look into the police.
01:02:41.520 He very well might on his own decide that those are very important things to look at.
01:02:45.580 But for this liberal government to politically interfere
01:02:48.820 by directing that the commissioner look at these things in the first place
01:02:52.780 indicates to me, and I think to all Canadians, it's apparent to see that this government has
01:02:58.020 a vested interest in trying to control the outcome of this inquiry. Today, we as parliamentarians,
01:03:04.600 the government, the commissioner, the opposition parties, members such as myself, we are making
01:03:10.060 history in this country because we are setting the precedent on how this act will be used in
01:03:15.760 the future. We're going to fight to ensure that we have a vigorous defense of Canadian civil
01:03:21.880 liberties. We're going to fight to ensure that we hold this government accountable. And if
01:03:26.040 they're going to do everything in their power to ensure that they don't have to be accountable to
01:03:30.740 Canadians, we want to make sure that each and every one of you can see it for what it really is,
01:03:36.180 a government that is trying to hide the truth from Canadians.
