00:02:02.360 Chai Cops. Let's start with the Chinese Communist Party. We all know the horrible things they do.

00:02:19.960 all of those are a given. But you know what you maybe didn't know? That China is responsible for
00:02:27.240 one of the greatest ecological disasters across the globe and a systemic theft in the oceans. 0.86
00:02:35.920 And it's something that's called illegal, unreported, and unregulated fishing. IUU is
00:02:42.100 the acronym. Now, the Chinese Communist Party has a distant water fishing fleet. How big do you
00:02:51.040 think their fleet is that does distant water fishing? In other words, not around China. It's
00:02:54.720 not fishing around China. It's fishing on the other side of the world. How big do you think
00:02:58.240 their fleet is? I mean, 50 ships, 60 ships would be my guess. It is somewhere between 2,000 vessels
00:03:04.680 and 16,000 vessels.
00:03:10.320 Wow.
00:03:10.500 And by the way, the fact we don't know, as you just mentioned,
00:03:13.680 tells you how big the fleet is.
00:03:15.680 It is a massive number.
00:03:17.560 It's engaged in theft, but it's illegal fishing at a scale
00:03:22.060 that constitutes ecocide combined with gross human rights violations.
00:03:29.840 And so this is an issue I've been involved with a long time
00:03:33.540 and trying to urge the federal government to use the tools we have to stop this massive illegal
00:03:41.380 fishing. By the way, this illegal fishing, it happens in the Gulf of America. It happens in
00:03:46.000 the Atlantic Ocean. It happens all around Africa, does massive damages to Africa. It happens in and
00:03:52.220 around South America. It happens in the Indian Ocean. It happens all over the globe. And the
00:03:58.300 consequence of it, it is subsidized by billions of dollars from the People's Republic of China.
00:04:08.300 Between 2022 and 2024, Chinese illegal fishing accounted for 44% of global fishing
00:04:19.360 all over the world, 44%, nearly half. You just said illegal. So that's outside of their quote
00:04:25.220 legal fishing they're doing in and around China. Yes. Measuring at least 110 million hours of
00:04:33.360 fishing in more than 90 countries. And by the way, not only do they engage in illegal fishing,
00:04:40.280 they also kill hundreds of critically endangered animals, including sharks, whales, dolphins.
00:04:48.480 they've destroyed tens of thousands of acres of coral reefs, and they use forced labor. So they've
00:04:56.460 got slave labor that they put on the boats. That's who's doing the illegal fishing are people who are
00:05:03.220 enslaved and they're subjected to physical abuse, malnutrition, overwork, and withheld pay in many
00:05:11.600 instances for years. And so it is an enormous challenge and one that I've had real progress
00:05:21.000 fighting, but there's a lot more that we can and need to do. It's incredible. We're going to talk
00:05:25.900 about that. We're also going to talk about the craziness happening with the Democratic Socialists
00:05:29.680 of America, 100 days out from the midterms. And also the DNC, Democratic National Committee,
00:05:34.240 they're broke. We're going to have all that for you coming up in a moment. Before we get to that,

00:07:34.260 Africa is one of the countries they've targeted off their shoreline, 0.94
00:07:39.680 and it's decimating their local fishing, which is survival not only for the food, right,
00:07:45.840 because that food's not going to Africa when they catch those fish.
00:07:48.320 They're going back to the international market.
00:07:49.860 They're not taking them back to shore like the local fishermen do.
00:07:53.000 But also it's putting countless fishermen out of work.
00:07:55.800 Yeah, look, it's a huge problem from food supply, especially in Africa,
00:07:59.540 where you have many countries that are struggling, have significant problems with food insecurity
00:08:03.880 and hunger. It also means the jobs of the local African fishermen are imperiled because you have
00:08:10.340 the Chinese stealing their fish. They overfish it, so they destroy the fishing population. So not only 1.00
00:08:16.320 are they denying them food and denying them jobs now, but if you responsibly fish, it's a sustainable
00:08:22.060 harvest and you can keep on fishing and keep on fishing. The Chinese don't give a damn and they 1.00
00:08:26.860 will fish a population out of existence and they'll just move on. I mean, it's almost like 1.00
00:08:32.000 locusts descending and just consuming everything. So they don't engage in responsible fishing. Look,
00:08:38.220 you and I both live in Texas. There are a lot of Texans who are fishermen. There's a
00:08:41.680 big commercial fishing operation in Texas, whether it's shrimpers or red snapper.
00:08:47.320 It's an important part of our economy, but it is understandably unnecessarily regulated because if
00:08:54.600 you overfish a population, it goes away and you destroy the ability to keep going back and fishing
00:09:01.800 it. We have this problem in the Gulf of America with Mexicans, many of whom are funded by the 1.00
00:09:08.900 Mexican drug cartels using illegal launches to come up and fish Red Snapper. And in fact, 1.00
00:09:14.160 they fish Snapper from the Gulf of America. They do it illegally. They steal it. They take it back
00:09:19.240 down to Mexico. They smuggle it into the United States and they sell it here and pretend it's
00:09:24.320 domestic cot and so it is another form of theft uh that tends to be more the mexican drug cartels
00:09:30.720 where they'll get local mexican fishermen and literally put a gun to their head and say okay
00:09:34.180 go get us some snapper in violation of the laws uh the chinese provide funds for that as well but 0.81
00:09:41.180 look in and around the united states we have the coast guard we have our military we're able to do
00:09:47.020 a a pretty good job of guarding our our waters uh in in a continent like africa that the nation's
00:09:53.900 there, their Coast Guards and Navy are just much, much smaller. So they have very limited ability
00:10:00.220 to counteract it. And the same is true around South America, where you see the Chinese taking 1.00
00:10:06.740 advantage again. And let me talk about the mechanics of how you fight this, because it's 1.00
00:10:12.760 interesting and complicated. Look, normally, if you deal with a fleet that is doing something
00:10:18.460 illegal, you would sanction them out of existence. So to run a fleet, you need flagging, you need
00:10:25.980 financing, you need insurance, you need fuel, you need port services, you need customers willing to
00:10:30.740 purchase goods, you need crews, and the crews themselves need food and medical care. So you
00:10:36.860 could impose sanctions on an illegal fleet and shut them down. Now, how does a Chinese fleet get 1.00
00:10:42.700 around that well ordinarily when it when a ship is is is out at sea they keep what what's called
00:10:48.620 their ais their their automatic identification system turned on it's essentially the way
00:10:54.000 everyone else can spot them so that you know if an illegal ship if the uss ben ferguson is is out
00:11:00.440 fishing illegally you can go see the ais and you can go interdict them well what the chinese do is 0.64
00:11:06.720 they turn their AIS off. 1.00
00:11:08.340 Yeah.
00:11:08.720 And so you're not able to spot them.
00:11:11.660 And you look at the capacity, 16,000 ships with their AIS off so you can't spot them.
00:11:17.740 And the way they make this operate is they have an elaborate hub-and-spoke system.
00:11:23.360 So they have fishing vessels that are out fishing.
00:11:27.420 They have their AIS off so you can't see them.
00:11:29.580 but then to to make the the fleet operate they have refrigerated reefers that collect the catches
00:11:39.000 at sea and sell them in bulk and they have to keep their AIS on because the illegal fishing
00:11:43.940 vessels all have to know where to go to drop off their catch they also have tankers that refuel the
00:11:51.200 fishing vessels so they have a big tanker and the illegal fishing vessels will get up refill and go
00:11:55.960 back to fish and on top of that they have floating bases which provide the crews with their medical
00:12:02.520 care and other services and so what i have been leading the fight to do is to go after the
00:12:07.580 refrigerated reefers the tankers and the floating bases with medical care because those support
00:12:14.100 vessels can be sanctions they have to keep their ais on or the the 16 000 vessels can't figure out
00:12:20.920 where they are. And they're limited in number. So 55 reefers accounted for nearly half of the
00:12:30.580 shipping. 10 tankers represented 61% of all global bunkering activities. And so we have the ability
00:12:39.600 by targeting those support vessels to cripple the illegal fishing. Now, here's where it gets
00:12:45.180 frustrating. Last year, when we were passing the working families tax cut, as we talked about in
00:12:52.160 this podcast before, the way a big reconciliation bill works is each committee chairman is
00:12:58.560 responsible for writing the portion of the bill that is within your committee's jurisdiction.
00:13:03.580 So I'm the chairman of the Senate Committee on Commerce, Science, and Transportation. We have
00:13:07.780 jurisdiction over about 40 percent of the U.S. economy. That includes the Coast Guard. So I wrote
00:13:14.720 the entire title on the Coast Guard that is within the reconciliation bill. And we ended up providing
00:13:20.520 $20.5 billion in funding for the Coast Guard. That is the single largest investment in the
00:13:29.920 Coast Guard in American history. And it is having massive positive benefits, including we are now
00:13:35.580 bringing shipmaking back to America. I was at the groundbreaking for Davies Shipbuilding in
00:13:41.760 Galveston, Texas, a billion and a half dollars, where they're going to build Arctic ice cutters
00:13:47.540 so that we can compete with China and compete with the Russians in the Arctic. We're right now
00:13:51.840 getting our tails whipped. But the funding stream that we put in place for the Coast Guard enables
00:13:58.480 us to sign contracts. By the way, we also had a huge announcement, Ben, just last week. Sironic,
00:14:05.260 which we've talked about before, Sironic is the drone company based in Austin that builds
00:14:10.860 naval drones that builds drones from little ones to big ones. Remember, we covered on this podcast
00:14:16.340 how Saronic sent drones to rescue the two Apache pilots who were shot down over Iran,
00:14:23.760 and also Saronic drones were used militarily to attack Iranian facilities. Well, Saronic was just
00:14:32.160 in the middle of a big decision about where to build their brand new shipyard, and the choice
00:14:38.320 was texas or california and they were going back and forth back and forth they have significant
00:14:42.620 facilities in california too you will not be surprised to know number one i weighed in
00:14:48.020 vigorously on that question uh and and my views were not subtle or difficult to understand
00:14:54.580 and i'm very glad to say they made exactly the right choice so saronic is building a brand new
00:15:00.740 shipyard in brownsville texas right on the water it's three and a half billion dollars so
00:15:07.120 So all of this shipbuilding is coming to Texas, and it's a direct result of what we did in the
00:15:13.040 working families tax cut that I was able to write in the funding to provide for this.
00:15:16.800 Well, also as a part of that, I specifically allocated to the Coast Guard
00:15:22.800 $170 million for marine domain awareness. That was to fight this Chinese illegal fishing so that 0.98
00:15:32.240 we would know where the reefers are, know where the tankers are, know where the medical ships are. 0.93
00:15:37.120 that $170 million would have given the Coast Guard the tools to shut much of this down.
00:15:43.900 Now, this is where the story gets frustrating.
00:15:47.400 We wrote that in law.
00:15:49.040 It was specifically designated to go to Marine Domain Awareness.

00:16:12.820 cup security is important i don't dispute that having security at the world cup was important
00:16:17.680 but the law was very clear that that money was designated for marine domain awareness to fight
00:16:23.700 a very real problem of chinese illegal fishing that is destroying entire fish populations that
00:16:30.200 is doing massive damage to the environment, that is hurting jobs, and that is continuing
00:16:35.860 completely unabated right now. So listen, my commitment, I just this week wrote this letter
00:16:43.460 here, joined by nine other senators to the Treasury Secretary, calling on the Treasury
00:16:51.380 Secretary to sanction these vessels. And you can actually see in the letter, I identify quite a
00:16:58.620 Quite a few of these vessels by name, I give their their specifics.
00:17:03.860 And so the known Chinese supply vessels, I lay out where their flag, their name and all their information.
00:17:09.620 And I'm calling on on Treasury to sanction them. 0.82
00:17:13.140 We're also going to get that one hundred and seventy million back.
00:17:15.760 And so I'm irritated DHS did that.
00:17:18.440 But we're going to get that money and make sure it goes where it belongs, which is to maritime domain awareness.

00:17:24.900 I took the boys fishing up, and if you've ever watched the TV show Wicked Tuna, we went to the same port where a lot of those ships come out of.
00:17:33.100 And one of the things that was interesting was the guy that took us out fishing for summer vacation said that the tuna have moved, and it's much harder for them to fish compared to what it used to be.
00:17:44.000 Is that possibly because they just said things have changed and there's not as much fish there used to be?
00:17:49.120 Is part of that because of what we're witnessing?
00:17:51.220 I mean, it's not just Africa that's being affected.
00:17:52.980 It also is the United States of America.

00:18:44.180 They like to hunt the animals.
00:18:46.200 but that means, look, if there is a hunting market, there is incentive to preserve and
00:18:52.660 protect the species and grow the population. You actually see this in different African countries.
00:18:57.780 The African countries that have prohibited safari hunting, they end up having their
00:19:02.700 populations dwindle mightily because there's no economic value in preserving the species,
00:19:08.400 whereas those African countries that allow safari hunting, that they regulate it, they sell,
00:19:14.100 you've got to buy a tag to hunt a particular species. Suddenly, that species has economic 0.97
00:19:19.880 value. And so the park or preserve where they are, they invest real money in stopping poachers and
00:19:26.240 protecting the animals. And you see the population grow. It's a basic principle that if you have a
00:19:32.200 property rights system that allocates value to something, then there's an incentive to protect
00:19:37.940 it. If nobody has value on something, then you end up having what the Chinese are doing, which 0.99
00:19:43.660 is just they would fish it till there were no more fish in the world and they just don't give 1.00
00:19:48.640 a damn and then they would move on to something else like they wouldn't care they don't care if
00:19:51.880 they extinct tuna or any other fish they just say move on next what can we do what can we destroy 0.99

00:20:01.560 fishermen that also do shark finning which is a particularly grotesque process where you catch a
00:20:07.260 shark and you pull it up and you just cut the fin, the dorsal fin off. And in Chinese cuisine,
00:20:13.680 that's considered a delicacy. I think it's supposed to be an aphrodisiac and have all
00:20:18.180 sorts of medicinal qualities, but they cut the fin off and then throw the shark back
00:20:22.940 and the shark dies. Like without the fin, the shark bleeds and dies and they don't care about
00:20:27.960 how many animals they kill. Same with whaling. They have no problem with whaling. Illegal whaling
00:20:32.900 is huge for china it is a massive problem and and and so i i am fighting hard to end it because it's
00:20:41.100 the responsible thing to do from the environment from from preserving wildlife populations from 0.95
00:20:47.940 jobs and and and from food security across the globe yeah it's a great point we're going to keep
00:20:54.140 you updated on the story because it's an important one i want to move we are 100 days out from the
00:20:58.520 midterms. And if you thought the Democratic Party was going to make a course correction with the
00:21:03.240 Democratic Socialists of America, you would be wrong. We are now witnessing this midterm election
00:21:09.500 center. The best way I can describe it, it is a Democratic Socialist midterm. And the Democratic
00:21:15.760 Party is a part of it. They are involved in it, but they're not calling the shots at this point.

00:30:49.400 happening inside party headquarters. Quote, it pisses me off when I see leaks out of this building.
