01:08:07.000 But, in 1998, the National Traffic Safety Law was passed, and it's to set up toll roads nationwide that will be manned by checkpoints, with quote, forced volunteers from the high schools to graduate, part of AmeriCorps and SecurCorps, and of course Homeland Security came along.

01:08:31.000 And we go over the plan and the K-Tag and how the transponders in your car will track and trace you.

01:08:35.000 Now, where you go through the electronic toll roads, we get into then how it's used to tax and trace and control.

01:08:44.000 Then I have articles from two years ago where in San Francisco they use the K-Tag transponder in the car that you have to take.

01:08:52.000 And how that transponder, they put up radio readers around the city with your ID number on it to go ahead and track what you're doing on top of just going to the toll roads.

01:09:00.000 Then about a month ago, the Chicago Tribune had an article where the mayor there in Chicago, and now they're talking about statewide, is saying it will be double if you don't have the transponder.

01:09:15.000 So this is what they do.

01:09:16.000 They say, well, it's $2 if you don't have the transponder, and 50 cents, or a dollar, if you do have the transponder.

01:09:22.000 And when I was in New York a few weeks ago, for the Republican National Convention, we would take cabs.

01:09:28.000 And when you went through a toll road, it would be $7.

01:09:30.000 That was the highest of tolls.

01:09:33.000 Others were $5, $4.

01:09:33.000 was the highest tolls.

01:09:35.000 Others were $5, $4.

01:09:36.000 The smallest toll we saw was $2.

01:09:39.000 And one cabbie had a transponder on his dash.

01:09:43.000 He had to pull through the lane that had all the traffic Everybody else was speeding through, and he had to pay even more.

01:09:49.000 And he goes, oh, it's about 40% more when you don't have the transponder, but I have to go fill it up with a couple thousand dollars more.

01:09:58.000 That's what I spend just in a few weeks.

01:10:00.000 And of course, they pass that on to you.

01:10:02.000 Now, that's a cabbie, granted, who's going through those tolls because they do so much driving.

01:10:07.000 But they've done an estimation.

01:10:09.000 It's been in the local paper, $2,000 a year for the average Austinite.

01:10:13.000 I was talking to Sal during the first break there when we got him on.

01:10:17.000 He said, well, our numbers are $1,800 a year.

01:10:22.000 $1,800 a year in Austin.

01:10:23.000 And that's with a conservative toll plan they've already passed, this unelected board.

01:10:28.000 So this is going to be everywhere.

01:10:30.000 You're going to have federal, state, county, and city tolls.

01:10:34.000 And the feds are talking about going to a national system, making you take a satellite tracker box in your car that you pay for when you get your tags.

01:10:41.000 All the new cars for the last eight years, by the way, have the plug-ins and a computerized ignition made for the satellite tracker.

01:10:48.000 So it's already been built in to the whole infrastructure.

01:10:50.000 The official federal plan that I broke six years ago With a member of the Legislature of Wisconsin who was on the federal board over this who was warning people that there was a plan by 2005 to start national tolling around the country.

01:11:05.000 Now Oregon has announced they want to do it.

01:11:07.000 New York has announced they want to do it.

01:11:09.000 So it's actually happening folks.

01:11:11.000 Your car will be a taxi.

01:11:13.000 London has passed it now, where they have cameras that scan your license plate and send you bills that you've got to pay.

01:11:21.000 They say people are cheating on those, and so they're going to make you take a transponder to be radio-read off of this, or a satellite tracker box.

01:11:32.000 They had it slated for 2005.

01:11:34.000 I'd say they're a year or two behind, but it's happening.

01:12:36.000 And to go basically anywhere, according to their public map, now they're announcing they're going to put even more in, to go more than a mile anywhere, I'll go through a toll.

01:13:52.000 The one person is appointed by the governor.

01:13:58.000 But the thing that bugs me is they asked us for our feedback.

01:14:10.000 And in Houston, ninety-eight percent said no.

01:15:42.000 And there's multiple toll roads at every entrance point by other highways coming into the region.

01:15:52.000 And some of the more disturbing parts of the plan is that they are converting roads that we paid for, some of them being built right now, over a hundred million dollars worth, they're going to just put Toll booths on them.

01:16:20.000 I wanted to learn about just that bridge that I'll call my bridge and your bridge.

01:16:25.000 And when I called techs.finance, I spent a week and a half on the phone with them.

01:16:29.000 I want to know about that bridge.

01:16:32.000 They had to tell me about the whole plan.

01:16:34.000 They couldn't just tell me about the bridge.

01:16:36.000 So I had to learn about the whole plan when I didn't want to, and I realized what was happening.

01:16:40.000 And I wanted to use my skills as a marketing and design professional to communicate with the rest of Austin, if I possibly could, to tell them what was happening.

01:16:49.000 Now, to describe this properly for folks, you've got to really see the map to understand the full magnitude.

01:16:55.000 In the past, they'd say we're building a loop around the city, and for ten years, to pay for it, it's going to have toll roads, and then when it was paid for, they took the toll booths out of it.

01:17:05.000 Okay, now they're taking all the existing major roads and side roads and everything and they are converting them to toll roads and then we first hear it's going to be 7 toll roads, then 9 toll roads, then 15 toll roads and then the plans get bigger and bigger and oh it's going to be all of Central Texas and oh it's going to link up with San Antonio and Dallas and I mean how big is this thing really going to get?

01:17:28.000 Well, they've got the city plan that are happening now in the cities and even small towns have called me.

01:17:35.000 Like Bastrop, I believe it is, where they've got one main highway with a place in the toll on that.

01:17:41.000 But there's also the Trans-Texas Corridor Tollways, which is Perry's 4,000 mile long connection from city to city, and that thing is a quarter mile wide in their tollways.

01:17:55.000 But what's different about these tollways and the Austin Plan, then tollways that have been done throughout of the history of our country is those tollways before Austin have always been financed with 80% investor dollars.

01:18:11.000 But what's happening here is they're only using 19% investor dollars and the rest are our tax dollars.

01:18:17.000 But then the private investors get the lion's share of the profit.

01:18:20.000 So it's really corporate fascism.

01:18:21.000 So what happens is they take existing roads and just throw a gate up on it where they're going to tax you.

01:18:28.000 And before, because the investors were putting money up 80%, they had to do traffic and revenue studies to see if they were feasible, if they made sense.

01:24:10.000 So basically this board will sort of get these toll roads built in a very short period of time, and then we believe that with the language that was passed in House Bill 3588, that they're going to sell or lease our roads.

01:24:36.000 Now, and the city signed over its control, uh, now to these people.

01:24:41.000 And understand folks, this is the new world order.

01:24:43.000 This is corporate fascism, where they socialize our wealth, take it from us, build the infrastructure, and then hand it over, uh, to, uh, the oligarchs, just like they have it in Russia.

01:24:55.000 And for those that just joined us and understand this, I've been through Kansas and other states, where for a hundred miles, You cannot exit.

01:25:03.000 All you see is small towns that are ghost towns.

01:25:06.000 They've got big concrete barriers and fences.

01:25:09.000 The McDonald's and gas stations are built in the middle of the road.

01:25:13.000 You cannot exit.

01:25:15.000 And it literally shuts off all the communities.

01:25:18.000 This is part also of that big U.N.

01:25:22.000 This is how they're going to force us off of the rural areas.

01:25:32.000 Yeah, I don't know as much about the Trans-Texas Corridors as some others, but I have learned that there's 4,000 miles in the plan, and it's from city to city, and I do know also that they will shut out and kill small towns because there's going to be no off-ramps to these small towns.

01:25:51.000 But, you know, just this quarter-mile wide tollway that is built with our money, And it's kind of like a bigger version of what's happening in our cities and towns throughout Texas.

01:26:04.000 And we do have a very few elected officials that they are fighting for us.

01:26:12.000 He has literally asked the Comptroller, on Friday it was in the news, him and Brewster McCracken, asked the Comptroller to do an audit of our CTRMA because they want to spend one and a half million dollars They've already given these contracts out for public relations.

01:26:32.000 And that's our gas tax dollars.

01:26:34.000 That's money that could be used for building roads.

01:26:35.000 And so now it's going to be propaganda money.

01:26:37.000 Again, 93% in Austin, 98% in Houston.

01:26:46.000 And then we have Governor Rick Perry with this corporate looting to hand our roads over to private corporations. 1.00

01:27:25.000 6,000 miles statewide, 4,000 just on the state and federal highways, 2,000 in the cities.

01:37:35.000 Literally, that's the words he's used.

01:37:37.000 So, they've threatened the local officials, if they don't do it, they'll get no money.

01:37:42.000 And the local officials, then they have the local special interests here, which are, you know, the real estate folks, like the big development folks, and the lawyers that are working with these special interests.

01:39:48.000 Austin, just in Texas, seems to be on the vanguard of this, but I've been seeing these plans for years, and they're going ahead with it.

01:41:56.000 And describe where you come up with that 93% number, because the 93 and the 98% was in the newspaper, and then they'd have a meeting where 600 people show up and, you know, five people are there for it, and they all work for the toll road companies.
