00:11:15.800 now there is an executive order that delegates depending on where uh a spill or release happens

00:11:21.400 either to epa for land-based releases like this one or to the coast guard for uh you know releases at

00:11:29.160 sea here we're clearly talking about a land-based release so the president the buck stops with him as

00:11:34.840 as harry truman would say under this statute uh and you know he's delegated to michael regan and he
