00:17:27.000 The only meaningful reduction we're seeing in inflation is coming from energy prices,

00:17:41.680 Now, the reality is energy prices cannot fall forever, right?

00:18:19.840 It makes it impossible for people to plan for the future.

00:18:24.900 But like I said, it's also true for central governments around the world.
00:18:29.020 The Federal Reserve are stuck between a rock and a hard place right now.

00:18:35.080 They want to raise interest rates, but they can't right now.
00:18:37.900 So the Federal Reserve decided for the first time in 10 consecutive meetings to keep the federal
00:18:43.100 funds rate the same.
00:18:44.400 But it wasn't a pivot, right?
00:18:46.420 They're not suggesting that we have a handle on inflation.
00:18:48.580 They said in the same meeting, we still have a long way to go, right?
00:18:52.540 So some are calling this a hawkish pause, which I think at best is what it is.
00:18:58.000 It's not a pivot, certainly, because the Fed are predicting two more interest rate hikes by the end of this year.
00:19:04.000 So essentially, we're stuck between a rock and a hard place.
00:19:06.720 They want to combat the inflation problem, but they can't do it, because if they raise the
00:19:10.680 interest rates, it's going to put a squeeze on the banks, right?
00:19:13.720 Right now, there's still $600 billion in unrealized losses across the banks.
00:19:19.020 So the Fed right now have their hands tied behind their back, and it's just a tough situation.
00:19:24.620 But here's the reality.
00:19:26.620 We've got to stop taking the Federal Reserve's predictions so seriously, right?
00:19:31.120 Two years ago, they predicted by the end of this year, the interest rate would be at 0.6%.
00:19:36.780 By the way, two years ago, inflation was at 5.4%.
00:19:41.880 So we've just got to understand the Fed have consistently underestimated inflation.
00:19:47.180 They've stayed behind the curve.
00:19:49.100 This has been a reactive Fed, not a proactive Fed.
00:19:52.300 And they've got just a terrible record of forecasting, even their own decisions.
00:19:57.720 So for me, it's a very, very tough situation.
00:20:01.720 The Fed right now, quantitative easing with the one hand, quantitative tightening with the
00:20:06.320 other, and we're going nowhere.
00:20:08.600 And this is all being driven by an administration that just don't have a clue what they're doing.

00:25:19.540 Peak demand this year is going to be 82.7,000 megawatts.

00:25:25.320 Now, why is it up so much?
00:25:26.920 Well, of course, it's going to be warm.
00:25:28.160 It's warm now.
00:25:28.900 That's very normal for this time of year.
00:25:31.520 But one of the things that's happened is 4 million additional people have come into Texas in the last 26 months,
00:25:37.660 a 13.5% population rise, which would call for about 11,500 megawatts of new generation.
00:25:43.960 That's when you admit more people walking across the Rio Grande, you need more infrastructure.
00:25:50.140 Electricity is one of the things you need a lot more infrastructure for, for the delta, 4 million people just arriving from that set of issues.
00:25:58.820 So we're looking at reserve margins in the first place.
00:26:02.940 We're low as anywhere in the country at 8.6 to 10%.
00:26:06.940 Now, with this population boom and the normal summer heat, we're looking at service curtailments and brownouts,
00:26:14.080 according to the PUC chairman, an ERCOT's peak load not being able to be met from time to time this summer.

00:26:21.580 Now, at the macro level nationally, the FERC commissioner, Mark Phillips, indicated in a May hearing before the Senate Committee on Energy

00:27:28.220 They're going to subsidize some plant build cost with a 3% interest rate cap,
00:27:32.400 but it's pretty diluted versus what they were originally talking about.
00:27:35.420 It goes out to 2029, so it's not going to result in anything for the next two or three years to augment the Texas issue.

00:31:31.260 He's speaking now a lot more uncertainly about the – really, he's kind of saying that all that's left to possibly bridge the gap
00:31:39.340 is the wind, the 28 percent of generation they have that's wind.
00:31:43.520 A couple of years ago, Mauricio Gutierrez, he's a very good friend of mine.
00:31:46.920 He's the president and CEO of NRG.
00:31:49.540 NRG is the biggest independent power producer in Texas.
00:31:52.800 Did indicate that the reserve margins there look like they're about 8.6 percent,
00:31:57.300 and ERCOT had been saying they were 15.

00:32:02.580 They were about 8.6 percent.
00:32:05.040 The ERCOT board was all swapped out, changed for new members,
00:32:08.500 so there's been some faith-building since that time,
00:32:13.040 but there's still – since the 8.6 percent identification,
00:32:16.740 it should be about 23 percent headroom of more generation than you have peak demand.
00:32:21.720 They've got another 4.5 million people have arrived from south of the border,
00:32:25.560 so that alone would need 11,000 megawatts of new capacity built for that many people arriving,
00:32:31.780 and nothing's happened.
00:32:33.580 So you've got this toxic mix of a totally non-regulated generation system there
00:32:40.760 combined with 20 years of federal renewable subsidies on wind
00:32:46.180 that have caused this huge swing to – wind is now 30 percent of their generation mix,
00:32:51.180 and it only operates nine hours a day.
00:32:54.240 Nine hours a day.
00:32:55.120 Therefore, 15 hours a day, it does nothing for you.
00:32:57.600 But hold it.
00:32:59.720 In all this time, too, I just want to make sure I understand this.
00:33:03.520 In this entire time that they've gone to renewables,
00:33:06.820 they have not put the dollars – the capital investment you need into basic infrastructure
00:33:12.200 that's always there, they failed to do.
00:33:15.460 Is that the other element that's going to come home to roost here, sir?

00:33:19.640 Back about 20 years ago in a number of states, deregulation and electric power began to happen.
00:33:24.820 It got about a third of the way finished, and fortunately it stopped and stalled in a lot of the country
00:33:29.860 where you disaggregated distribution utilities from generation utilities.
00:33:34.740 Generation utilities, such as in Texas, are no longer regulated.
00:33:38.720 So they don't have to worry about reliability, availability, and cost of service to ratepayers
00:33:43.360 because they're independently owned.
00:33:45.560 So they're not really motivated to worry about is there enough power there.
00:33:49.320 The distribution companies like Encore are,
00:33:51.860 but they don't control the generation assets that there aren't enough of.
00:33:55.820 So Texas has relied on the independent investor market to build out nothing but solar and wind,
00:34:01.920 really wind, mainly wind, because that's where the incentives have been.
00:34:05.560 That's where the money has chased investment and wind.
00:34:08.660 Texas has not induced any baseload, continuous-duty capacity building,
00:34:13.380 such as coal or, better yet, combined cycle, big gas-fired plants over the last 10 years.
00:34:18.320 So they have a huge shortage, but they're now compounded by the massive influx of new population
00:34:24.200 that, again, is in the 4 to 4.5 million range, which by itself would mean 11,000 megawatts of power plants
00:34:30.540 are needed just for that.
00:34:33.080 So there will be shortages.
00:34:34.200 There are going to be shortages in Texas, and we're dealing with folks down there right now
00:34:39.960 to make sure how we do the best reporting of this to get people ahead of it.
00:34:43.000 Now, I've got a couple minutes with you.
00:34:45.200 Just bring the camera back then on the national.
00:34:48.460 Texas is a crisis.
00:34:49.840 Where do we stand from a national perspective?
00:34:53.120 Because we kind of get the themes in Texas, maybe not all of them,
00:34:57.540 but some of them actually hit us on the national scale, sir.
00:35:00.120 Well, shockingly, this isn't Dave Walsh on War Room saying this.
00:35:04.120 This is FERC Chairman, Acting Chairman Willie Phillips,
00:35:07.840 under the Democratic-run DOE today, coming before the Senate,
00:35:12.080 saying the U.S. is headed for a very catastrophic situation in respect to reliability.
00:35:18.140 Because we've had reports from the PJM region, which is New York, New Jersey, Maryland, Pennsylvania,
00:35:23.280 the MISO region, which is 13 states just west of there, of course, California,
00:35:28.700 which is called CAISO, ERCOT that we've talked about,
00:35:31.540 all seeing not having enough baseload generation left
00:35:35.340 because coal plants and nuclear plants have been shut down way more rapidly
00:35:39.840 and in some degree displaced with solar and wind that operate very part-time.
00:35:45.040 I'm in the middle of a study of all the resource integration plans of the major utilities in the country.
00:35:52.680 And looking at the 14 really big states, I'm seeing these are integrated resource plans covering 2030 to 2035.
00:36:01.600 What's new generation going to look like?
00:36:04.360 This is about 40 percent of the generation I've looked at.
00:36:07.480 31 percent reduction in that time with these plans of dispatchable generation will be present with the massive planned now introduction.
00:36:18.160 Most of these utilities and states, all of the ones I've looked at,
00:36:21.700 are into net zero decarbonization and all wind and solar and battery storage investment over the next 10 to 15 years
00:36:29.320 to where dispatchable energy is going to reduce by 31 percent.
00:36:33.440 And then the concept of beggar thy neighbor.
00:36:35.520 All of these plans now involve 40 percent to 60 percent more what's called purchased power,
00:36:42.260 utility to utility, from neighboring states.
00:36:45.320 But no neighboring state is making enough anymore in any of these plans to have anything to sell them.
00:36:50.760 So when you add these plans up, state by state, New Jersey, New York, Florida, some of the worst, Nevada,
00:36:57.380 the neighboring states are in the same shoes of producing less power going forward.
00:37:01.780 There's not going to be anything to transfer in and buy.
00:37:04.300 There's a number of them reusing this hedge of purchased power and transfers in from basically imports from other states
00:37:12.620 as a balancing factor in these plans to offset the shortage created by wind and solar.
00:37:17.880 It's not going to be there.
00:37:19.520 So this needs addressed immediately at the FERC level.
00:37:22.280 We're headed nationally for a really difficult challenge on lack of energy and, again, cruising into a third-world status,
00:37:30.540 being mainly dependent on natural resources, wind and solar, that you have no control over dispatching.
00:37:37.360 You know, here's the sun shining on me in and out.
00:37:39.480 It comes and it goes.
00:37:41.220 The wind is the same.
00:37:42.460 You can't rely on these resources in a sophisticated economy.

00:37:52.380 When you have an advanced industrial economy, you've got to have a reliable, stable energy source that you know what the price is going to be.
